3 Sampling Sampling Procedure The sampling frame for the IES 2010/2011 was obtained from Statistics South Africa s Master Sample (MS) based on the 2001 Population Census enumeration areas (EAs). The scope of the Master Sample (MS) is national coverage of all households in South Africa and the target population consists of all qualifying persons and households in the country. In summary, it has been designed to cover all households living in private dwelling units and workers living in workers quarters in the country. The IES 2010/2011 sample is based on an extended sample of PSUs, which consists of the PSUs in the Master Sample and a supplement of 174 urban PSUs selected from the PSU frame. The IES sample file contained sampled dwelling units (DUs). The sampled DUs consist of DUs sampled from the design PSUs in the Master Sample and 412 DUs from the supplemented 174 urban PSUs. In the case of multiple households at a sampled DU, all households in the DU were included. Response Rate From the dwelling units sampled across South Africa, households were identified. Out of these, there was a sample realisation of (82,8%) households, with the remaining (17,2%) households being classified as out of scope. 4 Questionnaires There were four modules in the household questionnaire with eighteen subsections. The first module collected general household data and data on household members. Modules 2 to 4 collected data on consumption expenditure, household finances and income. The diary was a booklet in which the respondent recorded weekly expenditure data. A household completed a different diary for each week of the survey period. 4

A household was in a sample for a period of four weeks. The survey instruments were administered in stages at different visits during the four weeks of data collection. A module was administered at the beginning of each week. 5

6 Data Processing Other Processing Data collected from the IES 2010/2011 annualised to ensure data comparability: Diary data was multiplied by 26 weeks to get an annual value. The questionnaire data was multiplied by 12 months if the COICOP (Classification of Individual Consumption by Purpose) was defined as monthly. The reported expenditure data was benchmarket to March 2011, which was the midway point of the survey year. All expenditure before the end of February 2011 was inflated to March 2011 prices and all expenditure after March 2011 were deflated back to March 2011 prices using Consumer Price Index (CPI) data. 6
