6 Flexibility and policy alignment ESF+ key instrument for the implementation of the European Pillar of Social Rights Reinforced link with the European Semester and the European pillar of social rights Focus kept on support to youth employment and social inclusion, which includes the integration of third country nationals and of those most in need (e.g, most deprived people)

7 Stronger link with the European Semester CSRs are taken into account at least twice in the programming period: at the beginning of the programming and during the mid-term review (2025) as programming/review is based on investment-related CSRs from the previous year (i.e and 2024); MS shall allocate an appropriate amount of ESF+ to CSRs (Art. 7(2) ESF+ Regulation); 1rst strand of sound economic governance: the Commission may request MS to amend programmes to implement relevant CSRs and recommendations to address macroeconomic imbalances ( (Article 15(1)-(6) CPR) may lead to suspension of payments

8 The ESF+: simplification and continuity General provisions applicable to all Different management modes kept depending of the activities supported Simplification elements kept for priorities addressing material deprivations (ex- FEAD OP I-type of operations) Programmes are to be set up at the appropriate level so as to ensure swift implementation Additional simplification efforts proposed, e.g.: Simplified programming documents More simplified cost options and payments based on conditions Continuity of existing elements (e.g. designation of authorities) Reporting and monitoring

10 General objectives of ESF+ All strands: Support the implementation of the European Pillar of Social Rights Shared management strand: also the Employment Guidelines and challenges identified in relevant countryspecific recommendations and in the European Semester EaSI strand: special focus on employment, skills, social protection, social inclusion and working conditions. Health strand: ensure a high level of health protection in the Union

13 Health Strand operational objectives support health promotion and disease prevention, contribute to effectiveness, accessibility and resilience of health systems, make healthcare safer, reduce health inequalities, protect citizens from cross-border health threats, and support EU health legislation.
