1 South Gloucestershire Clinical Commissioning Group Board Meeting Date: September Time: Location: 25 September, Emerson s Green Village Hall Agenda item: 6.2 Approach to developing the 2014/15 commissioning plan and a medium term strategic plan 1. Purpose To agree the approach and planning milestones for developing the 2014/15 commissioning plan in line with the expected annual planning deadlines, and a medium term strategic plan for the Clinical Commissioning Group (CCG) reflecting NHS England s Call to Action. 2. Recommendations The Board is asked to: - approve the proposed planning timetable for developing the 2014/15 commissioning plan and a medium term strategic plan for the CCG; and - note the establishment of a strategy group as a sub-group of the Clinical Operational Executive. 3. Discussion of Issues As part of the annual commissioning cycle, the CCG is required to produce a commissioning plan that sets out the services to be commissioned for the following financial year, including service developments. In 2013/14 this was referred to as an integrated plan as it included the CCG s approach to delivering its commissioning proposals. The Health and Social Care Act 2012 requires the CCG to: - consult patients and the public on the development of the plan, and include in the final published version details on the consultation approach adopted and a summary of views expressed; - consult the Health and Wellbeing Board (HWB) on whether the draft plan takes proper account of the joint health and wellbeing strategy, and include a statement on the HWB s opinion in the final published version; and - publish this commissioning plan. In parallel to the production of the annual commissioning plan for 2014/15, the CCG proposes to produce a medium term strategic plan (MTSP) for 2014/ /19. This will set out how the CCG intends to deliver its agreed strategic priorities, and will also deliver the CCG s South Gloucestershire CCG Leading you to Better Health Clinical Chair: Dr Jon Hayes Accountable Officer: Jane Gibbs

2 commitments under NHS England s Call to Action national programme of engagement (currently underway). By developing these plans concurrently, the CCG will be able to use a single programme of engagement and reduce the scope for confusing stakeholders via multiple requests for views and involvement. Outline Timetable A planning timetable is attached that takes account of key milestones and requirements, and also the involvement of member practices and stakeholders. Board members will note: - the proposed survey of GPs for their views on commissioning priorities. The Clinical Operational Executive (COE)meeting on 18 September endorsed this approach and suggested that it is undertaken as preparatory work for the November meeting of the Clinical Membership Group (CMG) which will consider 14/15 plans; - on-going activities to secure the views of patients and other stakeholders. This includes commissioning the Care Forum to identify common themes and issues in the extensive patient intelligence that they hold; and - the extended CMG meeting planned for November with practice manager involvement to consider 2014/15 plans. Strategy Group To oversee the development of the MTSP and the delivery of the CCG s strategic developments (including the proposed Health and Social Care Services hub on the Frenchay site), the COE has agreed to set up a new strategy working group which is to be chaired by Jon Hayes. It is envisaged that the strategy group will: - oversee the development and implementation of the CCG s MTSP; - bring together work undertaken to deliver the Health Futures Programme, the Joint Health and Wellbeing Strategy and the integrated health and social care agenda; and - oversee the CCG s strategic developments (for example, Frenchay, Cossham and Thornbury) in line with the CCG s priorities. 4. Financial implications The CCG s 2014/15 commissioning plan and MTSP will need to be financially affordable in line with the CCG s strategic aim to achieve a financially sustainable health system to enable the future commissioning of innovative, high quality services. 6 Legal implications The proposed approach to the development of the 2014/15 commissioning plan is consistent with the CCG s legal duties. 7 Risk Implications An agreed planning timetable will help manage the 2014/15 planning round, reducing the risk that the CCG will not fulfil its consultation duties in drawing up its annual commissioning plan. 8 Implications for health inequalities The implications for health inequalities will be required to be explicitly addressed in drawing up commissioning proposals. 3 9 Implications for equalities (Black and Other Minority Ethnic/Disability/Age Issues) The work commissioned from the Care Forum on patient views will help ensure equalities issues are taken into account.
