The meeting will be held daily (usually at 17:15) immediately following the afternoon plenary meeting in Function Rooms 1 and 2. Wireless Internet access is available in the plenary and meeting areas. Melia guests should connect to the Melia network using their hotel-issued user name and password. Others may check with the Enquiry Desk for Wi-Fi access. An Internet cafe is located next to the Ballroom 2 entrance to the Plenary Hall. For IT assistance, please contact the computer support staff at the Internet cafe. WHO publications and other information products are on display in the foyer in front of the Plenary Hall (Grand Ballroom) entrance. Participants are advised to practise common sense regarding personal security while in Viet Nam. Avoid walking in isolated areas late in the evening and do not openly display valuables such as jewellery and electronic items. Pay particular attention when walking on footpaths as many have uneven surfaces. Be alert when crossing streets, including pedestrian crossings and green "walk" lights, as most vehicular traffic does not give way to pedestrians. REPORT OF MEETINGS (TUESDAY, 25 SEPTEMBER 2012) Second meeting Chairperson: Associate Professor Dr Nguyen Thi Kim Tien, Minister of Health, Viet Nam Vice-Chairperson: Dr Mark Jacobs, Director of Public Health, New Zealand Item 4. Address by the incoming Chairperson The incoming Chairperson thanked the Regional Committee for granting her the honour of chairing the sixty-third session. She noted the importance of the items on the agenda and welcomed the Director-General s initiative on WHO reform and the Regional Director s focus on country-specific results. She noted the progress of WHO and Member States in the Region in tackling health challenges brought on by rapid development, accelerating urbanization, environmental risks, the threats of emerging and remerging diseases, and the consequences of climate change. She also called on Member States to continue to work together to meet these challenges and other issues facing the Western Pacific Region. Item 8. Programme budget : budget performance (final report) The Director, Programme Management, introduced document WPR/RC63/3, presenting the final financial implementation of assessed contributions and voluntary contributions for the biennium by source of funding, strategic objective and category of expenditure. He noted the continued trend of higher implementation in countries, which is due partly to the creation of the new Division of Pacific Technical Support. He also noted that the increase in the overall implementation rate as compared to the previous biennium reflected strengthened financial management and improved operation of the Global Management System. Interventions were made by representatives of the following Member States: China, Japan, Samoa, Solomon Islands, Tokelau, the United States of America and Viet Nam. Item 9. Draft proposed programme budget The Director, Programme Management, presented the Proposed Programme Budget of the Western Pacific Region, in document WPR/RC63/4. It was developed in conjunction with the proposed Twelfth General Programme of Work He noted that the budget includes a new results chain that reflects ongoing WHO reforms. The model of the results chain was introduced in 2010 in the Western Pacific Region with the development of Strategic Frameworks. Unlike previous programme budget presentations, which focused on the Programme Budget for the Western Pacific Region, the draft Proposed Programme Budget is an Organization-wide Programme Budget based on the new results-based planning structure applicable to the Organization at all three levels country, regional and headquarters. He said the draft Proposed Programme Budget and the draft Twelfth General Programme of Work will be further developed and refined in 2013, in close consultation and collaboration with WHO country offices, regional offices and headquarters. Interventions were made by representatives of the following Member States: Australia, Brunei Darussalam, China, Cook Islands, France, Japan, the Lao People s Democratic Republic, Mongolia, Nauru, New Zealand, the Republic of Korea, Samoa, Tokelau, the United States of America and Viet Nam. The Chairperson requested that the rapporteurs prepare a draft resolution on the Proposed Programme Budget for consideration by the Regional Committee. 4 Panel Discussion on Nutrition Facilitator: Adjunct Professor Ian Darnton-Hill, University of Sydney and Tufts University The facilitator led the High-Level Panel Discussion on Joint Action to Achieve Food and Nutrition Security in the Western Pacific Region. He said the panel discussion was intended to strengthen collaboration among governments, United Nations agencies and other partners in order to scale up nutrition interventions through a multisectoral approach, and to provide guidance for WHO collaboration at the country and regional level. The facilitator then introduced the panel members: Dr Nils Daulaire, Director, Office of Global Affairs, United States Department of Health and Human Services; Mr Hiroyuki Konuma, Assistant Director-General and Regional Representative, the Food and Agriculture Organization of the United Nations; Mr Kenro Oshidari, Regional Director, the World Food Programme; Dr Shin Young-soo, WHO Regional Director for the Western Pacific; and Mr Daniel Toole, Regional Director, the United Nations Children s Fund. Dr Daulaire provided an overview on scaling up nutrition as a means to achieve global public health goals. The regional directors and representatives outlined the mandates of their organizations and reviewed important achievements and plans for nutrition and food security. Interventions were made by representatives of the following Members States: Japan, Kiribati, the Lao People s Democratic Republic, Malaysia, the Federated States of Micronesia, Nauru, Samoa and Viet Nam. Third Meeting Vice-Chairperson: Dr Mark Jacobs, Director of Public Health, New Zealand Item 15. Nutrition The Director, Programme Management, introduced the agenda item on nutrition. He noted the need to explore ways to expand areas for action, to scale up multisectoral nutrition interventions and to strengthen collaboration and partnership on nutrition. He noted the recent decrease in undernutrition rates in the Region but called attention to continued high levels of maternal and young child undernutrition leading to longterm negative impacts on health and the economies of Member States. He also pointed to rising rates of obesity and noncommunicable diseases, which are growing at alarming rates in the Region. Interventions were made by representatives of the following Members States: China, Cook Islands, Fiji, France, Hong Kong (China), Japan, Kiribati, Malaysia, the Marshall Islands, Mongolia, Papua New Guinea, the Philippines and Tokelau. The Vice-Chairperson requested that the rapporteurs prepare a draft resolution on Scaling up Nutrition in the Western Pacific Region.
