Other information related to Quality 4.1 Quantitative data - Temporal analysis of receipts: A surplus of MEUR was estimated for the difference between social protection receipts and expenditures in 2012, in line with the tendency for the last 8 years. The total of social protection receipts in Portugal decreased 3.9% between 2011 and 2012, while the total of expenditures decreased by 2.1%. The largest variations on receipts were identified in accounts of Other receipts : and Other receipt, other, central, regional and local government When compared to 2011, these receipts recorded decreases of 53.5% and 39.1% in 2012, respectively. The decrease in account was mainly explained by schemes 22 (-27.1%) and 65 (-96.1%), and in account by scheme 57 (-39.5%). These values were duly confirmed by the information providers of these schemes. Quality Report ESSPROS core system Page 8 of 12

9 - Temporal analysis of expenditure: Total expenditure on social protection in Portugal decreased 2.1% between 2011 and The expenditure on social benefits decreased 1.6% in the same period, accounting for 91.9% of total expenditure in 2012, while the other expenditures decreased 5.9%, accounting for 8.1% of total value of expenditure in The most relevant aspects concern: The decrease in Other expenditures which is explained by the variation on Others expenditures, others (account ), decreasing 10.6%, from MEUR in 2011 to MEUR in This behaviour is explained by the decrease in several schemes, such as scheme 2 (-22.7%), 13 (-36.8%), 57 (-27.3%) and 63 (-8.2%), dully confirmed by the information providers of these schemes. The expenditure on social protection benefits showed a general decreased, except for Survivors (+0.1%), Unemployment (+21.8%) and Housing (+6.9%) functions The analysis by function in 2012 highlights the following aspects: - Sickness ( ) - This function accounted for 25.0% of the total expenditure on social protection benefits in Portugal in 2012, being the second most important function in terms of social expenditure. In 2012, it decreased 1.9% when compared to Benefits and were abolished in scheme 32 and 56, respectively Direct provision, non means-tested - This benefit recorded an increase (+28.0%) in 2012 when compared to 2011, from MEUR in 2011 to MEUR in This situation is mainly explained by scheme 2 (+44.2%) and scheme 22 (+23.2%). This increased was dully confirmed by the information providers of these schemes Direct provision of pharmaceutical products, non means-tested This benefit recorded a decrease (-20.2%) in 2012 when compared to 2011, from MEUR in 2011 to MEUR in This situation is mainly explained by scheme 2 (-20.3%).The decrease was associated to the overall reduction of health public expenditures, in pharmaceutical products in particular Other benefits in kind, non means-tested - This benefit recorded an increase (+49.5%) in 2012 when compared to 2011, from MEUR in 2011 to MEUR in This situation is mainly explained by scheme 2 (+60.7%), dully confirmed by the information providers of this scheme. 10 - Disability ( ) - This function accounts for 7.4% of the total expenditure on social protection benefits in Portugal in 2012, recording a decrease of 11.8% in 2012 when compared to Disability pension, non means-tested - This benefit decreased 13.5% in 2012 when compared to 2011 (from MEUR in 2011 to MEUR in 2012). This situation is mainly explained by scheme 59 (-76.5%) and scheme 65 (-12.0%). In case of scheme 59 the decrease was associated to the transfer of the banking sector base pension funds to the Social Security Other benefits in kind, non means-tested - This benefit increased 308.2% in 2012 when compared to 2011 (from 0.3 MEUR in 2011 to 1.2 MEUR in 2012). This situation is mainly explained by scheme 55, with its scope enlarged in Other benefits in kind, means-tested This benefit shows an increase of 31.3% in 2012 when compared to 2011 (from 27.8 MEUR in 2011 to 36.5 MEUR in 2012). This situation is mainly explained by scheme 63 (+45.5%), associated to the enlargement of scope the Social Emergency Program (PES) for people with disabilities. - Old age ( ) This function remained the most important function in the total expenditure on social protection benefits in Portugal, accounting for 47.2% in The variation between 2011 and 2012 was -2.8%, decreasing in the majority of old age social protection benefits Anticipated old age pension, non means-tested - This benefit decreased 19.0% in 2012 when compared to 2011 (from MEUR in 2011 to MEUR in 2012). This situation is mainly explained by scheme 59 (-57.4%), recording relevant decreases in this benefit as well in old age pension (-28.4%), due to the transfer of the banking sector base pension funds to the Social Security Other benefits in kind, means-tested This benefit shows a decrease of 22.9% in 2012 when compared to 2011 (from MEUR in 2011 to MEUR in 2012). This situation is mainly explained by scheme 63 (-35.1%), dully confirmed by the information providers of this scheme. - Survivors ( ) - This function represents 7.5% of total expenditure on social protection benefits in Portugal, increasing 0.1% from 2011 to Death grant, non means-tested This benefit shows a decrease of 12.7% in 2012, when compared to 2011 (from MEUR in 2011 to MEUR in 2012). This situation is mainly explained by schemes 63 (-9.9%) and 65 (-36.9%), due to the change of qualifying criteria for the granting of this benefit which now has a maxim limit of six times the value of the Indexation Mechanism for Social Supports (IAS), as indicated in Qualitative information Quality Report ESSPROS core system Page 10 of 12

11 - Family ( ) - This function represents 4.9% of the total expenditure on social protection benefits. In 2012 there was a decrease of 1.1% when compared to Benefit was abolished in scheme Other benefits in kind, means-tested This benefit increased 19.6% in 2012 when compared to 2011 (from MEUR in 2011 to MEUR in 2012). This situation is mainly explained by scheme 63 (17.7%) due to the enlargement of the Social Emergency Program (PES) for family function. This benefit was included for the first time in the context of enlargement of scheme 7. - Unemployment ( ) - This function accounts for 6.8% of the total expenditure on social protection benefits in Portugal, recording an increase of 21.8% in 2012 when compared to 2011, increasing in the majority of unemployment social protection benefits Full unemployment benefit, non means-tested This benefit increased 26.2% in 2012 when compared to 2011, from MEUR in 2011 to MEUR in This situation is fully explained by scheme 63, due to the the change of qualifying criteria for the granting of this benefit, combined with the increase in unemployment which led to increase the beneficiaries of this benefit Partial unemployment benefit, non means tested This benefit increased 161.0% in 2012 when compared to 2011, from 4.0 MEUR in 2011 to 10.4 MEUR in This situation is fully explained by scheme 63, which occurred in the same conditions of Full unemployment benefit Full unemployment benefit, means-tested - This benefit increased 17.2% in 2012 when compared to 2011, from MEUR in 2011 to MEUR in This situation is fully explained by scheme 63, which occurred in the same conditions of Full unemployment benefit, non means-tested. Social Exclusion ( ) - This function accounted for 1.1% of the total expenditure on social protection benefits in n 2012, decreasing by 3.5% when compared to Other benefits in kind, means-tested This benefit increased 14.1% in 2012 when compared to 2011, from 63.5 MEUR in 2011 to 72.5 MEUR in This situation is mainly explained by scheme 63 (+68.9%) due to the inclusion of new benefits such as the Social Emergency Program (PES) and the Extraordinary Social Support to Consumers Energy (ASECE).
