The ESSPROS accounts were estimated by the increase rate of social payroll related liabilities between 2009 and 2010, as recorded in the IES Informação Empresarial Simplificada (in english, Simplified Business Information). Estimation of receipts: 1)the total of annual transfers from Social Security to charities i.e transfers from other schemes (a) is obtained subtracting the value of transfers to mutualists from the total of annual transfers related to cooperation agreements of social action established between Social Security and charities and mutualists; 2) the value of other receipts (b) is estimated by the proportion of other receipts to total receipts in previous year as applied to the value of current year transfers from other schemes (a); 3)the estimation of each category of other receipts of charities is estimated by its proportion on the total of receipts of charities in previous year, which is applied to the value of other receipts (b). Estimation of expenditures: 1)the total of current expenditures is estimated by the rate of increase of the total of annual transfers from Social Security to charities as applied to the total of expenditures in previous year 2)the estimation of each category of the expenditures of charities is estimated by its proportion on the total of expenditures of charities in previous year, which is applied to the total of current expenditures. Other information related to Quality 4.1 Quantitative data Temporal analysis of receipts: Quality Report ESSPROS core system Page 9 of 13

10 A surplus of MEUR was estimated for the difference between social protection receipts and expenditures in 2010, in line with the tendency for the last 6 years, The total of social protection receipts in Portugal increased +2.2% between 2009 and 2010, while the total of expenditures increased by +2.5%. The largest variations on receipts were identified in accounts , , and : The Central government social contributions recorded a decrease of -45.0% in 2010 when compared to This decrease is mainly explained by variations in schemes 16, 22 and 44, respectively -30.3%, -56.5% and -18.9%. The reductions in scheme 16 and in scheme 22 are explained by the fact that from January 1, 2010 both schemes were transformed in supplementary schemes, leading to the payment of services provided by SNS (scheme 2) to the beneficiaries of the Civil Service Health Care System (scheme 22) and to the beneficiaries of the Health Assistance for Army and Paramilitary Forces (scheme 16) by the SNS itself. The decrease in scheme 44 was due to the reduction of public expenditures related to the Social Services of Ministry of Justice Central government contributions - This account shows a decrease of -41.7% in 2010 when compared to 2009, due to the elimination of these contributions in scheme 65 as foreseen by Law nº 39/2005 of 24 June defining its provisional nature Other receipts recorded a decrease of -36.0% in 2010 when compared to 2009, due to the reduction in scheme 2 (from MEUR in 2009 to 629 MEUR in 2010), duly confirmed by the data provided by the information provider of the scheme This account of other receipts recorded an increase of %, in 2010 when compared to 2009, mainly due to the increase of 215 MEUR to 547 MEUR in this account, between 2009 and 2010 in scheme 65. This information was duly confirmed in the accounting information submitted by the information provider of the scheme. Temporal analysis of expenditure: Total expenditure of social protection in Portugal increased +2.5% between 2009 and The expenditure on social benefits increased +2.0% in the same period, accounting for 92.1% of total expenditure in 2010, while the other expenditures increased +9.6%, accounting for 7.9% of total value of expenditure in The most relevant aspects concern: Quality Report ESSPROS core system Page 10 of 13

11 The increase in Other expenditures is explained by the variation on Others (account ), increasing +23.1%, from MEUR in 2009 to MEUR in This is mainly explained by the variation in scheme 63 (+19.8%), from MEUR in 2009 to MEUR in 2010, dully confirmed by the information provider of the scheme. The expenditure on social protection benefits showed a general increase (+2.0%), although reductions were identified for Sickness (-1.7%), Disability (-0.4%) and Housing (-16.5%) functions. The analysis by function in 2010 highlights the following aspects: - Sickness ( ) - This function accounts for 27.4% of the total expenditure on social protection benefits in Portugal in 2010, being the second more important function in terms of social expenditure. In 2010, it decreased -1.7% when compared to Direct provision, non means-tested The expenditure on this benefit decreased -50.0% in 2010 when compared to This is explained by reasons previously clarified in account , specifically the change in nature of schemes 16 and 22 and its impact on expenditures paying actors (leading to variations on this account of -56.3% and -83.8% respectively), and the reduction in scheme 44 (-38.1%). In 2010, this account did not record any flow in scheme 63, although its erratic nature prevents its elimination from qualitative information Reimbursement, non means tested - This expenditure has increased +15.7% between 2009 and This is mainly explained by scheme 22 (from 10 MEUR in 2009 to 13 MEUR in 2010), duly confirmed by the data provided by the information provider of the scheme Other benefits in kind, non means-tested - This benefit shows an increase of +42.6% in 2010, when compared to This is mainly explained by scheme 2 (from 760 MEUR in 2009 to MEUR in 2010), specifically in account as previously explained. The increase of % in scheme 4 in this expenditure is explained by the improvement of information available from the information provider of the scheme. - Disability ( ) - This function has kept its importance (8%) in the overall value of expenditure on social protection benefits, although recording a slight decrease of -0.4% in 2010 when compared to Benefit was abolished in scheme 22, dully confirmed by the information provider of the scheme. 12 - Old age ( ) - This is the most important function in the total expenditure on social protection benefits in Portugal, accounting for 44.4% in The variation between 2009 and 2010 was +4.0% Anticipated old age pension, non means-tested - This benefit shows an increase of +14.1% in 2010, when compared to 2009, mainly explained by scheme 63 (from 492 MEUR in 2009 to 616 MEUR in 2010), dully confirmed by the information provider of the scheme Other cash lump sum benefits, non means tested - This benefit increased of +22.0% in 2010 when compared to 2009, mainly explained by scheme 42 (from the 173 MEUR in 2009 to 211 MEUR in 2010), dully confirmed by the information providers of the scheme Other cash periodic benefits, means tested - The increase in this benefit of +15.6% in 2010 when compared to 2009, is mainly due to scheme 63 (from 238 MEUR in 2009 to 275 MEUR in 2010), because the increase of beneficiaries requesting the Old-age Solidarity supplement continued to increase during Survivors ( ) - This function represents 7.3% of total expenditure on social protection benefits in Portugal, increasing +3.4% from 2009 to Family ( ) - This function represent 5.7% of the total expenditure on social protection benefits. In 2010 there was a slight increase of +0.4% over The increase in account in scheme 63 (+14.2%) and the increase in account in scheme 43 (+66.4%) were dully confirmed, as well as the decrease of % in account in scheme Unemployment ( ) - This function accounts for 5.7% of the total expenditure on social protection benefits in Portugal, registering an increase of +8.3% in 2010 when compared to Partial unemployment benefit, non means tested - This benefit decreased -66.6% in 2010 when compared to 2009, fully explained by the reduction of 17 MEUR in 2009 to 6 MEUR in 2010 in scheme 63, dully confirmed by the information provider of the scheme Other cash lump sum benefits, non means-tested - This benefit registered an increase (+35.3%) in 2010 when compared to 2009, due to the increase of 82 MEUR in 2009 to 110 MEUR in 2010 in scheme 63. This value was confirmed by the information provider of the scheme Vocational training, non means-tested - This benefit registered an increase of +70.4% in 2010 when compared to 2009, due to the increase 3 MEUR in 2009 to 5 MEUR in 2010 in scheme 56.
