In this endeavour, NSS has collected, inter-alia, a series of data on non-agricultural enterprises, particularly those belonging to the unorganised sector. In this series, information on unorganised service sector enterprises have been collected in the 57th round of NSSo, conducted during Abstract Objective of the Enterprise Survey: The main aim of the survey on unorganised service sector enterprises was to estimate size in terms of the total number enterprises, employment, fixed assets, operating expenses, receipts, value added, loans, gross value added per worker, etc. on other attributes like type of ownership, type of operation, number of months of operation, whether carrying out mixed/multiple activity, whether accounts maintained, etc. was also collected. The results pertaining to size, employment and economic indicators of the enterprises have been brought out in the first report*. This report, second in the series, presents the size and employment in brief, and the characteristics of the enterprises in terms of ownership, social group of owner, type of operation, months of operation, whether accounts maintained, nature of problems faced, etc. Kind of Data Unit of Analysis Sample survey data [ssd] Randomly selected unorganised service sector enterprises excluding trading and financial enterprises based on sampling procedure Scope & Coverage Scope The main aim of the survey on unorganised service sector enterprises was to estimate size in terms of the total number enterprises, employment, fixed assets, operating expenses, receipts, value added, loans, gross value added per worker, etc. on other attributes like type of ownership, type of operation, number of months of operation, whether carrying out mixed/multiple activity, whether accounts maintained, etc. was also collected. The results pertaining to size, employment and economic indicators of the enterprises have been brought out in the first report*. The survey did not cover the service sector enterprises pursuing the activities of wholesale and retail trade, repair of motor vehicles, motorcycles and personal and household goods (G); financial intermediation (J); public - 1 -

The coverage of the different activities in the present round has been discussed in detail in Section Two of this report. Thus the orresponding State/UT level estimates and the All-India results presented in this report relate to the areas under survey coverage. The first stage units (FSUs) will be villages (Panchayat words for Kerala) / UFS blocks (words for 66 towns of Karnataka where UFS blocks were not used during EC'98 work) [hereinafter referred to as 66 towns of Karnataka] and the ultimate stage units (USUs) will be enterprises under coverage and households. However, in the case of larger FSUs requiring hg / sb formation, one intermediate stage will be the selection of hg's / sb's

7 Unorganised Service Sector: NSS 57th Round : July 2001-June Overview Sampling of strata: List of Economic Census 1998 (EC'98) villages (Panchayat words for Kerala) / UFS blocks (words for 66 towns of Karnataka) will be taken as the sampling frame for FSUs. formation of strata: Stratification is to be made on the basis of number of workers in unorganized sector enterprises engaged in the activities under coverage of NSS 57th round as per EC'98. (Hereafter, "workers" will mean workers in unorganized sector enterprises engaged in the activities under coverage of NSS 57th round as per EC '98). a) Special stratum : One special stratum for Rural and Urban sector each may be formed at the State / UT level consisting of all the FSUs of the State / UT (i) having at least one big unit of an activity under coverage on the basis of its number of workers or (ii) having large number of workers engaged in the same activity as in (i). The cut-off points for identifying these FSUs are given in Statement 1. All the FSUs of the special strata will be surveyed. The stratum number for special stratum will be 9 for each State or UT. b) General Strata (hereafter, stratum will refer to general stratum unless otherwise mentioned) will be formed form the remaining FSUs in the following manner: Rural: In the rural areas each NSS region will be treated as a stratum. Urban: In the urban areas, the strata will be formed within an NSS region as under: (i) towns with population (P) less than or equal to 10 lakhs and (ii) each town with P > 10 lakhs. as per Population Census Further details on sampling design is available in External Resources. Deviations from Sample Design There was no deviation from the original sampling design Weighting WGT- Multiplier has been provided along with NS Count for sub-sample and combined. This should be used for deriving actual multiplier for Sub sample and Combined sample. Block 3 is meant for recording the information relating to availability of some facilities to the villagers. Block 4 is for recording the information relating to distance of specified facilities from the centre of the sample village. Blocks 0 & 1 are meant for recording the identification particulars of the sample village. Block 2, 5 and 6 are used for recording the particulars relating to field operations, Remarks of the investigators and those of the supervisory officer(s) respectively. These work files ( whcc201 & whcc202 ) are enterprise level files, which means there will be only one record for each enterprise. Enterprise level different characteristics are available in these work files along with identification particulars. General Each record contains sub-sample code both in byte positions 11 & 23. For sub-sample wise tabulation, code given in position 23 is to be used. For getting count of sample number of enterprises for any parameter take count of only those records where sub-sample codes available in two places match. Use of Multipliers For generating sub-sample wise estimates Actual multiplier = reported multiplier / 100. For generating sub-sample combined estimates Actual multiplier = reported multiplier / 100 if NSC = NSS reported multiplier / 200 if NSC > NSS where NSS and NSC are sub-sample wise and combined Ns counts respectively.
