3 PERMIT PARKING PROGRAM HISTORY 1980 Permit Parking Policy created 2004 Permit Parking Policy repealed 3-year moratorium 2007 New, stricter Permit Parking Policy created 2010 Permit cost reduced from $60 to $30 (biennial) Resident support increased to 75% of total residences Added multi-family petition process, implemented $500 fee, streamlined process from two surveys to one 2017 Council Workshop, paused program, hired consultant to review and update policies 2018 Revision of Program and related ordinances for Council Consideration 3

6 THE PROCESS AND DISTRICT SIZES All residences, single and multi-family, to be part of the same districts Broadening size of future districts to better balance supply and demand using major arterials and walking distance for district size consideration The entire district area does not need the 75% support rate, only the street segments within the district that desire permit parking. It may start on a smaller scale and would grow into the larger district area Existing petitions in queue, within the same district, would be processed simultaneously to reduce overall processing time 6

8 ADJUST QUANTITY OF PERMITS ISSUED Permit issuance criteria By bedroom count: 0-2 bedrooms = 1 permit 3-4 bedrooms = 2 permits 5+ bedrooms = 3 permits Cap of 3 total permits maximum Only to licensed drivers of vehicles registered at that address Guest permits 100 per residence General procedures stay the same 8
9 GOOD NEIGHBOR PRACTICES Feedback emphasized that quality of life issues are a major factor for obtaining permit parking Incorporate Good Neighbor Practices Encourage kindness and consideration Utilize off-street/on-site parking 9
10 ENFORCEMENT Performed primarily by Code Enforcement, with assistance from Police Department Staff will adjust resources dedicated to enforcement as needed Will recommend and make adjustments if enforcement needs exceed available staff hours Violations of the rules and Good Neighbor Practices in the Permit Parking Guidelines could cause permit holder and/or property owner to lose permit privileges 10
11 SUPPORTIVE MEASURES Oversized Vehicles Typical parking space: 22 feet Current response: Staff can take action if it is a Commercial Vehicle violation or if vehicle has been parked longer than 72 hours Increasing number a growing issue Recommendation: Amend Chapter of the Anaheim Municipal Code Prohibit parking oversized vehicle on public streets in City Defined to include several types of recreational vehicles and any vehicle that is longer than 22 feet in length, OR 7 feet tall AND 7 feet wide Exceptions for active loading/unloading, active service to a residence or business, or emergency service 11
12 SUPPORTIVE MEASURES Cars Parked For Sale Challenge Reduced number of spaces Traffic hazards due to vehicle slow downs from people looking Increase in unlicensed used car dealers as identified in studies with the DMV Recommendation Amend Chapter of Anaheim Municipal Code Prohibit parking and displaying of vehicles for sale on specified categories of streets in the City where issues are most persistent: Major Arterial Primary Arterial Secondary Arterial Hillside Collector Hillside Secondary 12
