4 1.0 Monthly Report Overview This report 1 provides the monthly update on the following projects associated with the Muskrat Falls development: the 824 megawatt (MW) hydroelectric development at Muskrat Falls (the Muskrat Falls hydroelectric generating facility); two 315 kilovolt (kv) High Voltage alternating current (HVac) transmission lines between Muskrat Falls and Churchill Falls (the Labrador Transmission Assets); and the 1,100 km long High Voltage direct current (HVdc) transmission line between Muskrat Falls and Soldiers Pond (the Labrador-Island Transmission Link). The report includes details on construction and procurement activities, construction costs, safety and environmental activities, and details on stakeholder and community consultation and engagement initiatives during the reporting period. The report also provides detailed statistical tables summarizing employment and expenditure benefits generated from the Muskrat Falls development. This report covers the activities for the month of September Construction work during this period took place on all major work components in Labrador and on the island, including the generation and transmission components of the project. 2.0 Highlights this Month The Muskrat Falls Project is well advanced and work is progressing across the province. The following is a summary of some of the key construction highlights from the month: Construction of the Muskrat Falls Project progressed during the month on both the generation and transmission components. As of the end of September: o overall construction of the Muskrat Falls Project reached 85%; o the Muskrat Falls generation project reached 75% complete; o the Labrador-Island Transmission Link was 93% complete; and, o the transmission line connecting Churchill Falls to Muskrat Falls reached 99% completion. Installation of the final tower for the Labrador-Island Transmission Link (LIL) was made by Valard in the Long Range Mountains; marking a major milestone for the transmission project. Completion of Soldiers Pond construction; significant milestone achieved with the successful energization of transmission lines TL242 and TL268. Significant progress achieved on the construction of the South and North dams by Barnard Pennecon. Targets for concrete placement for the powerhouse and intake continue to be exceeded. 5 Start of placement of embedment phase concrete around the draft tube liner in Unit 1 in the powerhouse. 3.0 Construction Update 3.1 Muskrat Falls Hydroelectric Generating Facility The following outlines some of the construction activities for the powerhouse, intake and spillway undertaken at the Muskrat Falls site in September: Significant progress continued on steel installation including installation on stair tower no.1; completion of installation of roof Q-decking at the North Service Bay. Completion of installation of all precast panels at powerhouse unit 1; installation of 26 of 28 precast panels at powerhouse unit 2 Continuation of concrete surface finishing for draft tubes 2, 3, and 4. Commencement of assembly of unit 2 draft tube liner. Commencement of in-water works for the installation of the debris/ice boom. 7 Enclosing the South Service Bay Construction advances in the Powerhouse Draft Tubes A significant milestone was reached at the Muskrat Falls construction site on September 22 when Astaldi Canada Inc. began placement of embedment phase concrete around the draft tube liner in unit 1. The embedment phase concrete signifies the commencement of the turbine and generator installation. Andritz Hydro Canada was given possession of the powerhouse, south service bay and overhead crane on July 13 for the preparation, assembly and installation of the powerhouse pit components in Units 1-4. Since then, the Andritz team has been assembling and preparing the embedment components for Units 1 and 2 installation following Astaldi s completion schedule. Embedment phase concrete is being placed around the draft tube liner in Unit 1. Muskrat Falls Project September 2017 Project Report 4

8 The Kapline Turbine will be the final product of the component installation in the powerhouse draft tubes. Work also progressed on other components of the Muskrat Falls hydroelectric generation facility: Continuation of construction activities for the South dam; which is 98% complete. Commencement of construction of precast jersey barriers for the South dam. Commencement of placement of precast gallery for the North dam; formwork erection to elevation m complete. Continuation of foundation preparation activities for the North dam. Continuation of placement of roller compacted concrete for the North dam. 10 Construction of South dam, looking south with spillway in the background 3.2 Labrador Transmission Assets (LTA) Construction activities on the LTA continued and included: Completion of energization of the Churchill Falls extension. Commissioning of all systems in preparation of energization at the Churchill Falls switchyard. Continuation of cable terminations inside the GIS and Control buildings at the Churchill Falls and Muskrat Falls AC substation. Completion of the slack span connections to the gantries at Churchill Falls and Muskrat Falls. Completion of stringing of interconnect lines at Muskrat Falls; which includes slack span connections to the switchyard. 11 Strung interconnection lines at Muskrat Falls 3.3 Labrador-Island Transmission Link (LIL) Construction activities for the HVdc transmission line continued during the period and included: Completion of anchor foundation, foundation installation, and tower assembly. Continuation of stringing and tower erection activities. Completion of Soldiers Pond construction. Continuation of cable pulling and termination in the Soldiers Pond Converter building and the AC/DC yards. Continuation of grounding in the Muskrat Falls Converter building and cable pulling in the DC yard. Installation of Pole 1 smoothing reactor at the Soldiers Pond Converter station. Completion of module erection for Valve Hall Pole 1 at the Soldiers Pond and Muskrat Falls Converter Stations. Completion of installation of fuel lines, support structures and grounding connections for emergency generator at Forteau Point Transition Compound. Continuation of cable pulling and terminations at the Forteau Point Transition Compound. Commencement of cable pulling at the Soldiers Pond Synchronous Condenser. 12 Soldiers Pond switchyard Final Tower Installed for the Labrador-Island Transmission Link On September 30, the final tower for the Labrador-Island Transmission Link (LIL) was installed by Valard in the Long Range Mountains (LRM) marking a major milestone for project. Since assembly of foundations and towers commenced in October 2014, a total of 3,224 towers have been erected on the transmission line being constructed from Muskrat Falls to Soldiers Pond. 13 4.0 Procurement Detailed information on procurement activities during the month is provided in Section 11.2 of this report and includes listings of contracts awarded during the reporting period, as well as issued and upcoming requests for proposals. Appendix B lists the successful bidder(s) for all contract packages awarded since project sanction. Information about forecasted, issued and awarded contracts is also available on the project website at: Construction Cost Summary On June 23, 2017, Nalcor provided an update on the Muskrat Falls Project including the facilities capital cost estimate of $10.1 billion and the total cost including financing of $12.7 billion (see Table 1). 5.1 Incurred Cost Overview Table 1 summarizes the incurred costs for the project for the month of September and for the project to date. Incurred costs refer to the value of work performed during the period regardless of it being paid during the current period or at some point in the future. From January 2013 to the end of the reporting period in September 2017, more than $2.1 billion has been spent with Newfoundland and Labrador-based companies. 14 6.0 Safety and Environment 6.1 Safety LCP and all contractors working on the Muskrat Falls Project have a relentless commitment to the safety of workers and the public. The following table outlines the Health and Safety indicators and measurements for the month of September and for the project to date. Indicator September 2017 Project to Date Orientations completed 1,205 50,035 Safety Step Backs completed 49,161 1,456,237 Work site inspections 3,981 68,750 Lost-time injuries 0 16 Medical aid incidents Environment The LCP Environment and Regulatory Compliance (ERC) Team is committed to maintaining a high standard of environmental responsibility that will help to sustain a diverse and healthy environment for generations of Newfoundlanders and Labradorians. The Environmental Monitoring System (EMS) is a key system that reflects Nalcor s EMS framework, which is consistent with the ISO standard. LCP conducts their work activities in accordance with Nalcor s Environmental Policy and Guiding Principles which reflect commitments to environmental compliance, responsibility and performance. Elements of the guidelines principles include awareness, environmental management, sustainability and leadership. Numerous plans/procedures were developed to ensure flawless implementation of the EMS. Plans include, but are not limited to: Environmental Management Plan; Environmental Protection Plans; Regulatory Compliance Plan; Environmental Assessment Commitments Plan; and More than 20 Environmental Effects Monitoring Plans. To effectively execute the EMS a dedicated ERC team is required and is directly embedded into management and constructions team for Generation, HVdc Specialties, and Transmission. 15 7.0 Employment, Benefits and Community Engagement This section provides information on employment benefits generated during the month as well as details on some of the community consultation and engagement activities undertaken during the month. Some of these activities are part of commitments made by LCP through the Benefits Strategy with the provincial government, the Impacts and Benefits Agreement (IBA) with Innu Nation, the Gender Equity and Diversity Program, in addition to provincial and federal environmental regulatory commitments. 7.1 Employment Highlights The employment highlights for the month of September 2017 are summarized below. Detailed employment information and statistics are outlined in Section 10. In September, over 1,070,000 hours were worked by 5,619 individuals on the projects, including over 876,000 hours of work in Labrador. During the month of September, 4,961 residents of Newfoundland and Labrador were employed on the projects, representing 88 per cent of the total persons employed. In September, there were 4,488 people working in Labrador, of whom 1,045 were Labrador residents (approximately 23 per cent). Of these 1,045 Labrador residents, 400 self-identified as a member of a Labrador Aboriginal group (approximately 38 per cent). 7.2 Recruitment Activities Employers continue to utilize muskratfallsjobs.com as a tool to find qualified residents of the province to fill available positions. The website also details current opportunities with the LCP Project Delivery Team as well as contact information for LCP recruitment service providers Workplace Orientation To foster a safe and respectful workplace, all workers complete mandatory training in site safety rules and procedures, respectful workplace protocols, and gender and cultural awareness Labrador Aboriginal Training Partnership (LATP) Support The LATP continued to offer client counseling to Aboriginal individuals seeking employment, as well as providing funding support for safety certifications. 7.3 Gender Equity and Diversity Employment of Women and Apprenticeships In September, 633 women were working on all project components, comprising approximately 11 per cent of the total workforce. Of these, 296 were working in construction, 12 in engineering, 160 in project management, and 165 in project support. Of the 633 women working on the project, 598 of these women are Newfoundland and Labrador residents. During the month of September 660 apprentices were employed, of whom 49 were women. 16 7.3.2 Promoting Women in Trades LCP continued to work closely with the Office to Advance Women Apprentices (OAWA) to support female apprentices gain employment on the Project, as well as addressing issues with those already employed. In September, Office to Advance Women Apprentices (OAWA) hosted a session featuring Tenai Norman from Gear Up Safety Solutions. Tenai presented a line of PPE Products that she has designed specifically for women. 7.4 Labrador Innu Initiatives Impacts and Benefits Agreement (IBA) Implementation Activities During the month of September, 153 Innu were employed at Muskrat Falls and transmission line sites in Labrador. Innu employees were working in a wide range of occupations, including construction trades, labourers, camp accommodations and food services. The Innu workforce included persons occupying management, apprenticeship, foreperson and shop steward positions. 7.5 Community Engagement Public Inquiries LCP has established multiple venues for members of the public to ask questions, seek employment information, and get details about the Muskrat Falls development. LCP has a website for people to apply for jobs (muskratfallsjobs.com) as well as a website that provides information on project construction activities (muskratfalls.nalcorenergy.com).
