4 Dear Customer Welcome to your software update for April 2019/2020. This update of the software includes some new features and enhancements. These notes provide information on all the improvements. For information on the legislation behind the changes made in the April release, read the PAYE Legislation Guide. 5 Earnie IQ April 2019 Release Version Release Notes Welcome to your software update for April This update of the software includes some new features and enhancements, together with any necessary legislative changes. These notes provide information on all the improvements to the software. For detailed information on legislative changes, click here. If you encounter any difficulties, please visit: PAYE Legislation Changes The rates and bands in the software, for tax, National Insurance, Statutory Payments, Student Loans, Minimum Wage etc., have been updated for 2019/2020 During the Year-end Restart, the software will uplift tax codes as follows: Prefix Uplift L 65 M 71 N 59 P60 forms have been updated to report for year end 2018/2019 New bands for Earnings Arrestment Scotland have been added Welsh Tax Codes From April 2019, the Welsh Government will be able to vary the rates of income tax payable by Welsh taxpayers. Responsibility for many aspects of income tax will remain with the UK, and HMRC will continue to collect the tax. A Welsh taxpayer will have a C prefix to their tax code e.g. 1250L will be C1250L. For further information on Welsh Tax Codes, click here. Postgraduate Loans From April 2019, Postgraduate Loans (PGL) are due for repayment via PAYE. The repayment threshold is set at 21,000 with repayments at a rate of 6%. Similar to the current Student Loan start (SL1) and stop (SL2) notices, Postgraduate Loan start (PGL1) and stop (PGL2) notices will be downloaded with other HMRC Messages. 5

6 A borrower could be liable to repay a Student Loan and Postgraduate Loan concurrently, as they are separate loan products. This means that, where applicable, employers must deduct both Postgraduate and Student Loan deductions. Company Payment/Deductions We have added a new Payment/Deduction Category of Postgraduate Student Loan Refund to the payroll software. To use this new Category: 1. Go to Company Alter Payments/Deductions 2. Click Add to create a new entry, selecting No to using the Wizard 3. From the Category drop down, select Postgraduate Student Loan Refund 4. The rest of the form will be completed for you Employee Details To-date tab We have added a new Student Loans To-Date frame containing to-date fields for Student Loan, Postgraduate, and Total Student Loans. We have also renamed the Earnings fields in the NI todate frame to their current accepted HMRC descriptions. Student Loan Screen We have added the following new fields to a new Postgraduate Student Loan frame on Employee Details Tax/NI Student Loan: Start Date End Date Continue Postgraduate Student Loan Starter Details Screen We have added a new Postgraduate Loan tick box field to the Present Circumstances frame. 6

7 Messages from HMRC The payroll software will be able to download the new Postgraduate Loan forms: PGL1 Postgraduate Student Loan Start Notice PGL2 - Postgraduate Student Loan Stop Notice Reports Payslips Postgraduate Loans and Student Loans display separately on payslips. If you use a standard payslip from the library, you will need to reselect it in order to have the newest version. To do this, go to Reports Library Selection Payslips and select your payslip again. P45 If an employee has Postgraduate Loan, Student Loan plan 1 or Student Loan plan 2 the *Student Loan deductions to continue* indicator will be set on the P45. P45 (Online) Report P45 Pre-Printed Laser P45 (OpenPayslips) RTI Earlier Year Update and Full Payment Submissions For amendments to data for the 2018/2019 tax year onwards, HMRC have removed the restriction of the 19 th April, allowing you to submit an FPS to update their records For the tax year 2018/2019 you can submit either an EYU or an FPS to report amended data, however, you must choose only one method for reporting amendments for the whole of that tax year An EYU will still always be required if you are amending data for tax years prior to 2018/2019 Tax Year Send EYU Send FPS 2017/2018 Yes No 2018/2019 Yes Yes 2019/2020 onwards No Yes Please Note: starting with tax year 2019/2020, you will no longer be able to use Earlier Year Update (EYU) to amend data. All changes will need to be made via FPS. 7

8 EYU - Changes for 2018/2019 The EYU schema has been updated for tax year 2018/2019 FPS - Changes for 2019/2020 The FPS schema has been updated for tax year 2019/2020 EPS - Changes for 2019/2020 The EPS schema has been updated for tax year 2019/2020 New Starter Details We have removed references to P46 from the software. Starter Details On the Employee Select Employee Tax/NI Starter Details screen, we have renamed P46 Not Complete to Employee Statement not completed. Audit & Audit report We have renamed the following Data Items on the audit/report: P46 - Statement A to Employee - Statement A P46 - Statement B to Employee - Statement B P46 - Statement C to Employee - Statement C We have also added a new field to audit/report for when Employee Statement not completed is ticked or unticked. Starter Checklist Reports We have removed the following reports from Reports Library Selection Employee Reports: P45/P46 Status Report Plain Paper P46 Plain Paper P46 (Expat) 8

9 Plain Paper P46 (Short) We have added the following new reports to Reports Library Selection Employee Reports section: Starter Checklist Starter Checklist (Blank) Starter Checklist Expat Starter Checklist Expat (Blank) Pensions Option to round up a fraction of a penny for pension calculations We have added the option to round any fraction of a penny up for percentage-based employee and employer pensions. For example, if the result of a percentage pension calculation is , some pension schemes would require this to be rounded up to , because is less than the minimum contribution. Percentage Settings screen The Round Contributions Up option appears on the Percentage Settings screen where Payment/Deduction Type = Percentage or Percentage Auto Enrolment and the Pension box is ticked. Occupational Pension Value We have added the Pensioner - 9

10 Annual Pension field to Quick Report Writer and Global Changes. Option to determine which AE Thresholds are in use Currently, the payroll software determines which auto enrolment thresholds to apply using the Pay Reference Period Start Date, Automatic Enrolment Date or 22nd Birthday Date. At most points in the year this is the same as using the current tax year parameters. However, at the beginning of a new tax year, the parameters in use could be from different tax years for different employees in the same pay period. For example: Monthly paid employees Auto enrolled Tax Parameters used Employee 1 1 st April /2018 Employee 2 7 th April /2019 We have now added the option for you to choose which method the system should use in these circumstances. Configure Auto Enrolment screen We have added a new dropdown box named AE Thresholds, to select the method used to determine the auto enrolment parameters in use. The AE Thresholds field can be set to: Use Pay Reference Period Use Tax Year If AE Thresholds is set to Use Pay Reference Period the assessment will use the first day of the Pay Reference Period, Automatic Enrolment Date or 22nd birthday date to determine the parameters in use, as it does now. If the AE Thresholds option is set to Use Tax Year the assessment will use the parameters from the current tax year thresholds. Warning when Occupational pension is ticked with no value reported On Employee Details Tax/NI Starter Details Pensioner tab, the software now gives a warning if you try to save the data on the screen, when Annual Pension value is zero and Receiving Occupational Pension is ticked. 10

11 XML Schemas for NEST Integration We have implemented the new schemas for NEST integration. Standard Life Headers in the Standard Life WPH Joiners file have been updated Standard life have confirmed that for the new WPH contributions files, when no deduction is made, the Salary Sacrifice field should be left blank Reports New fields added to Quick Report Writer We have added Age, Length of Service and Surname fields to the Main Standard section of the Configure Quick Report screen. Publish P45s to IRIS OpenPayslips This facility allows you to publish P45s from Earnie IQ to IRIS OpenPayslips if you have a valid licence to do so. To install the new report, go to Reports Library Selection Employee Reports, and select E- P45 (Online) Report from the list. When printing P45s, select the E-P45 (Online) Report and click the Publish button on the Print P45 Reports screen. Show Hourly Pay on Print Input Summary Timesheet Style Reports We have added a new total line for Hourly Pay to Timesheet Reports Print Input Summary Timesheet Style, where that timesheet includes linked Hours and Rates columns. The total line displays the sum of all employees hourly pay for the entered hours/rates. Columns that contain a Rate do not now display a total in any analysis level or company level totals. 11

12 Student Loan Refund added to Statutory Payments Summary We have added Student Loan Refund to the Statutory Payments Summary. Plain paper P60 We have replaced the ampersand (&) in HM Revenue & Customs with the word and in the section To the employee on: Plain paper (laser) P60 E-P60 Other Improvements Import option to skip header rows We have added the option Skip Header Rows to the Import Data Import File General Options tab. Tick the Skip Header Rows box to enable the number of rows to skip field, and enter a number between 1 and 99. The import begins after ignoring the specified number of rows. Car Benefit Explanation We have added a detailed explanation and breakdown of the Car Benefit calculation to the Pay Preview screen. To see the explanation: 1. During the payroll run, click Preview 2. Click the Car Benefit button 3. The screen displays the details of all car allocations contributing to the benefit value calculated in the payroll run The new button will only be visible if a payment/deduction meeting the following criteria has been processed in the pay period: Car Benefit option selected Car Allocation exists in the current pay period Value of the payment/deduction is not zero i.e. there is a benefit to explain 12

13 All fields on the screen are for your information only: Allocated the date the car was allocated to the employee in the current tax year (unless the car is being viewed historically) Withdrawn - date the car was withdrawn from the employee Cash Equivalent - value of the Cash Equivalent for the Car Allocation + Cash Equivalent for the Fuel for Private Use Benefit Recovered - the amount that was processed through payroll prior to the current pay period Benefit This Period - the amount of benefit calculated in the period for the car If the car has been withdrawn and this is the final residual payment, the text will read Balance for car withdrawn, otherwise it will be Standard value per pay period. Total Benefit This Period - the total benefit being calculated for payroll i.e. the sum of the benefit for each car and the default value that would appear in the payroll run The function also works historically, if car data is available for the period viewed in Pay History. Update to password security for GDPR General Data Protection Regulation (GDPR) is an EU regulation in which the European Parliament, European Council and European Commission have strengthened and unified data protection for living individuals. GDPR came into effect on 25th May To assist you with this, when a default username / password is detected at login, the payroll software will inform you that default passwords are not secure and offer you the chance to change it. If you choose to change your password, the payroll software will display a screen enabling you to do so. Enhanced Holiday Pay Audit The audit facility will now record information accurately for employees using the Enhanced holiday functions. Changes will only happen when Enable Enhanced Rate Holiday Pay is ticked in the Company Holiday Set-up and the employee s Holiday Type = Per Hour, Per Day or Per Week. Knowledge base search on Support Hub We have added a knowledge base search field to the Support hub. Click Support on the main menu to open the Support hub. 13

14 Additional Software and Services Available IRIS AE Suite The IRIS AE Suite works seamlessly with all IRIS payrolls to easily manage auto enrolment. It will assess employees as part of your payroll run, deduct the necessary contributions, produce files in the right format for your pension provider* and generate the necessary employee communications. IRIS OpenPayslips Instantly publish electronic payslips to a secure portal which employees can access from their mobile phone, tablet or PC. IRIS OpenPayslips cuts payslip distribution time to zero and is included as standard with the IRIS AE Suite. IRIS Auto Enrolment Training Seminars Choose from a range of IRIS training seminars to ensure you understand both auto enrolment legislation and how to implement it within your IRIS software.
