4 April 2017 Patch Release Notes v Government Gateway IMPORTANT - HMRC has recently changed the website address (URL) the software connects to automatically when processing RTI submissions. All the changes required for your software are included within this update. If you do not update to this version or later, you will be unable to send your RTI submissions to HMRC. HMRC will deactivate the existing URL by February 2018 however IRIS recommends you update your software as soon as possible. April 2017 Patch Release Notes v NI Prefixes NI Prefixes have been updated in line with legislation. April 2017 Patch v Reports Payroll Summary If the tax code week 1 indicator is applicable, it will be included correctly when printing the Payroll Summary in portrait format. FPS Details Report The FPS Details Report will no longer print blank pages. RTI EYU Tax Codes with an N or M suffix can now be submitted via an EYU. EPS Quarterly EPS Submissions will now display the correct Apprenticeship Levy. 4
5 Pensions Pension Output Files The Reason for Reduced Contributions screen will no longer appear when Add Employees contributions to Employer s Contribution and Ignore employee underpayment is ticked. Now Pensions Employees who have opted out in the previous year will no longer have their pay period changed to 0. It will display the period you created the pension file for. 5
6 April 2017 Release v PAYE Legislation Apprenticeship Levy Funding for apprenticeships is changing and some employers will be required to contribute to a new apprenticeship levy. The new Apprenticeship Levy has been introduced from the 2017/2018 tax year. Details on the legislation changes can be found in the Legislation Guide. Changes to the software to incorporate Apprenticeship Levy are detailed below. If Apprentice Levy in Company Details is not set, Levy will not be calculated and values will not be populated into the new fields for Apprenticeship Levy; Pay Bill, Allowance and Levy. Levy allowance can be split across multiple companies with the same PAYE Reference but the maximum allowance must not exceed 15,000. You will pay the levy if your pay bill exceeds 3million per tax year, pro-rated on a monthly basis. If you are moving a company mid-tax year onto IRIS PAYE-Master, you must enter the Pay Bill YTD and the Levy Paid YTD in the Apprenticeship Levy screen. The Apprenticeship Levy Allowance (currently 15,000) and Apprenticeship Levy Rate (currently 0.50%) has been added to the System Parameters. Year-End Clear Totals Process When moving into the new tax year (2017/2018 only) using the Year-end Clear Totals process, you will receive a message asking you to confirm the value of Apprenticeship Levy Allowance being claimed. In future years, if the default allowance is set to the current maximum, it will be set to the current maximum in the new tax year. During the Year-end Clear Totals process: Company Details Sundry Apprentice Levy will be set by default You must choose the maximum or minimum allowance for the 2017/2018 tax year or enter the value of allowance you require which cannot exceed 15,
7 Company Details To cater for the new Apprenticeship Levy Allowance, the following new fields have been added to the Company Details Sundry tab under the section Apprenticeship Levy: Apprenticeship Levy indicator Apprenticeship Levy Allowance this field will only be enabled if Apprenticeship Levy is set Pay Apprenticeship Levy A new menu item, Apprenticeship Levy, has been added to the Pay menu. This opens a new Apprenticeship Levy screen where you can view the Pay Bill, Allowance and Levy Paid data for each tax month. From this screen you can also view Pay Bill YTD, Allowance YTD and Levy Paid YTD. If you started using IRIS PAYE-Master part way through the tax year, transferring from another payroll system, you can enter the values on this screen. Apprenticeship Levy Reports The following reports have been amended to include the new Apprenticeship Levy and Apprenticeship Levy Allowance fields: Government/Pension Parameters report Company Details report PAYE Remittance A new Apprenticeship Levy Values Report has also been added to the software. This report will contain the following information: Month Pay Bill Pay Bill YTD Allowance Allowance YTD Levy Paid Levy Paid YTD This report will include periods that have been finalised only. National Insurance Following legislative changes, the payroll software will now accept KC National Insurance Number prefixes. 7
8 Tax, NI, SSP, SMP, SAP, SPP & ShPP The rates for tax, NI and statutory payments have been updated for 2017/2018. Student Loan Student Loan Thresholds The annual thresholds are for 2017/2018 are: Plan Type 1-17,775 Plan Type 2-21,000 Student Loan Refund A new feature has been added to the software, Student Loan Refund. This is an after Tax and NI payment. A new button Refund has been added to Attachments Employee Details. This button is disabled if Type is not set to Student Loan. Click Refund to open the new Student Loan Refund screen. Here you enter the amount of the Refund. If you select Pensionable, the Student Loan Refund value will be included in the employee s pensionable earnings and if you tick Qualifying, the refund will be included in the employee s qualifying earnings. Processing the Student Loan Refund will automatically reduce the Attachments of Earnings Student Loan Paid YTD value until it reaches the minimum of There may be occasions when you need to refund more than the year to date value, for example if you are refunding Student Loan deducted in the previous tax year. If you attempt to refund an amount greater than the year to-date value a message will be displayed asking if you want to continue. To stop the Student Loan continuing you need enter an End Date for the individual. Please Note: Your FPS will reflect any Student Loan Refund. However, if you refund in Student Loan in the current tax year and also include an amount taken in a previous tax year we would advise that you send an EYU to correct the previous year s Student Loan to-date value. 8
9 Pensions Transitional Period The Transitional Period for pension schemes with defined benefits will be withdrawn from 30 th September Any employees with the Transitional Period indicator set will therefore be assessed for Auto Enrolment on or after the 1 st October Postponement may be applied to these employees the same process as if they were a new employee. Opt-out Date If an employee s Opt-out Date falls within the period that you are creating a pension file for, they will now be included in the file. If the Opt-out Date is earlier than the period the pension file is being created for, and there were pension contributions in the period immediately prior to this, these employees will also be included in the pension file. RTI Employer Payment Summary (EPS) Following legislative changes, from the 2017/2018 tax year, the EPS will now include Apprenticeship Levy values. For instances where you didn t send an EPS on time or it was sent incorrectly, changes have been made to the software to allow you to send an EPS to HMRC for an earlier month. This is only if no employees were paid in the earlier month. Please Note: If you have sent a later EPS, you cannot send an EPS for an earlier month if there were Statutory Payment recovered/compensation values. Earlier Year Update (EYU) The EYU has been updated in line with schema changes. When sending an EYU for 2016/2017 onwards the following fields have been removed/added: Removed ECON SCON PT to UAP UAP to UEL NI Rates D, E, L, I and K 9
10 Added Flexible Drawdown Group Flexibly accessing pension rights Pension death benefit indicator Flexible drawdown taxable payment Flexible drawdown non-taxable payment PT to UEL NI Rate H Full Payment Submission (FPS) The FPS has been updated in line with schema changes for tax year 2017/2018. Reports Government/Pension Parameters Report Employment Allowance has been added to the Government/Pension Parameters report P60 Report The P60 has been updated in line with legislative changes. Payslips Payslips have been amended to display Student loan refunds. This will appear on payslips as Sdnt Loan Ref. Earlier Year Update Employee YTDs Report The following data has been added/removed from the Earlier Year Update Employee YTDs Report: NI Earnings 1d has been removed Flexible Drawdown Taxable Payment has been added Flexible Drawdown Non Taxable Payment has been added Flexibly Accessing Pension Rights has been added Pension Death Benefit has been added 10
11 Additional Software and Services Available IRIS AE Suite The IRIS AE Suite works seamlessly with all IRIS payrolls to easily manage auto enrolment. It will assess employees as part of your payroll run, deduct the necessary contributions, produce files in the right format for your pension provider* and generate the necessary employee communications. IRIS OpenPayslips Instantly publish electronic payslips to a secure portal which employees can access from their mobile phone, tablet or PC. IRIS OpenPayslips cuts payslip distribution time to zero and is included as standard with the IRIS AE Suite. IRIS Auto Enrolment Training Seminars Choose from a range of IRIS training seminars to ensure you understand both auto enrolment legislation and how to implement it within your IRIS software.
