1 New provisions in Act n. 183 of 2014 (s.c. Jobs Act) Act n. 183/2014 is a delegation Act, so we shall wait for the detailed delegated Legislative Decree in order to have a clear picture of the new legislative instruments In Act n. 183/2014 we already find general principles and criteria (concerning the reform of and new active labor market policies) that the Italian Government has to follow in adopting the subsequent Legislative Decree The major aim of the reform Rationalization of employment services and active labor market policies

2 Establishing, without new financial burdens for the public budget, the National Agency for Employment (hereinafter the Agency), participated by the State, the Regions and the autonomous provinces, supervised by the Ministry of Labor and social affairs, employing civil servants already operating within the above mentioned public bodies Involving social partners within the definition of the general action program of the Agency Attributing to the Agency the competences referring to the management and the delivery of employment services and active labor market policies

3 Rationalizing local administrative bodies operating in the field -s.c. Centri per l impiego - but: 1) Without new financial burdens; 2) Public servants assigned being equal (no hiring) Possibly re-employing in the Agency civil servants already employed by the above mentioned rationalized administrative bodies, providing them with a specific agency collective agreement Enhancing the synergy among private and public employment services as well as non-profit organizations operating in the field, education and university institutions in order to guarantee a better interaction between education and training, on the one hand, and labor demand and supply, on the other, fixing authorization and accreditation criteria for private entities operating within the labor market and the defining essential levels of delivery to be guaranteed by public employment services

4 Activating all job-seekers and all beneficiaries from earning integration founds in order to stimulate their active research of an employment by providing individualized programs in education, training and work also by relying on users segmentation systems into group, based on statistical analysis Introducing active labor market policy principles providing the promotion of a link between income support measures in favor of the unemployed persons and measures aimed at bringing them back to work Increasing the recourse to IT in the management of active and passive labor market policies and the monitoring of benefits provided thereof, also by the introduction of a Personal Electronic File collecting information on education, training and work periods, on the entitlement to social security benefits and on the social insurance contributory record of each potential beneficiary Rationalizing the already existing set of incentives to the hiring, to be focused on sectors in which, according to statistical surveys, employment is more difficult to find; Rationalizing the already existing incentives to self-employment and to selfentrepreneurship (also in the form of supporting workers to take-over the in crisis company they are employed by) to be inscribed within a national legal framework

5 The Re-employment Contract Legislative Decree n. 22 published on the Italian Official Journal on 6 March 2015 (the first of the two Legislative Decrees adopted till now in order to implement Act n. 183 of 2014), has introduced an experimental instrument, aimed at stimulating the placement of jobseekers, named Re-employment Contract Each unemployed person is eligible to receive a voucher ( individual endowment of reemployment ), whose amount is proportionate to their employability profile, which gives the right to receive a tailored job search support program from Public Employment Services or from authorized private Work Agencies by the conclusion of a personalized Re-employment Contract. The worker is obliged to comply to all the activities proposed by the provider in order to maintain the eligibility for the support program. Services provided within the contract are financed by the State or by the Regions.
