1 CAREER PATH TRAINING SERVICE INSTRUCTIONS FOR CUSTOMERS Welcome to the training programme! You are participating in the Uusimaa TE Office s Career Path training service which is implemented by a service provider collaborating with the TE Office. The purpose of this training is to support you in your job search and help you find yourself a job. The Career Path consists of fifteen (15) days of career coaching that takes place in groups and of a consequent Extended Path lasting approximately three months. This brochure of the Uusimaa TE Office contains a summary of the essential issues of the service relating to economic support, participation and absences. Please note that the instructions and support measures are different for the career training and for the Extended Path. Participants shall take part in the training service in accordance with the programme You must agree to participate in the Career Path service. You are obligated to do so under the Unemployment Security Act. Therefore, the group career coaching and the following Extended Path shall not be interrupted without a valid reason (valid reasons include always employment or, for example, a long-term medical condition, of which a medical certificate is required). When you undertake to participate in the training, you meet the obligations imposed on jobseekers under the above-mentioned Act, but, above all, you obtain useful support and services. The service is free of charge. GROUP CAREER COACHING (DURATION FIFTEEN DAYS) In career coaching, you will get information, counselling, guidance and support for clarifying your vocational guidance and career options, applying for education and developing working life competences. During the coaching, you prepare a feasible career and employment plan for yourself. The group coaching also includes individual guidance. The service is implemented in groups during a period of fifteen (15) days. Under the Unemployment Security Act, the group coaching constitutes a service that promotes employment for which you can receive the following benefits.
2 Economic support for the duration of group coaching Unemployment benefits For the period of group coaching, you can receive the same unemployment benefit (earnings-related unemployment allowance, basic allowance or labour market subsidy) to which you are entitled during unemployment. For a person receiving labour market subsidy or basic allowance, the unemployment benefit is 32.40/day, which means approximately 679/month. In addition, you may receive a child supplement. You can apply for an unemployment benefit from Kela or your unemployment fund with the same form as during unemployment. During the coaching, information about the service (Career Path coaching) is filled out on the form for each day of participation. Increased unemployment benefit If participation in the training is included in your employment plan prepared with the TE Office, you may receive a higher unemployment benefit for the period of the group training than you would during unemployment. For a person receiving labour market subsidy or basic allowance, the supplementary allowance is 4.74/day, which totals to approximately 102/month. Persons receiving earnings-related unemployment allowance can get an increase on the earnings-related amount in accordance with the paid allowance. The increased benefit is paid for a total of 200 days at most. The decision on paying the supplementary allowance is made by the party paying the unemployment benefit. Expense allowance During the training, an expense allowance of 9/day (taxes excluded) will be paid for the days of participation. The party paying the allowance (Kela or unemployment fund) will pay you the expense allowance without a separate application. General conditions of the unemployment benefit To receive an unemployment benefit during the training period, you must be unemployed and registered as a jobseeker at the TE Office. Persons who are working or studying part-time or who have started entrepreneurial activities during unemployment may receive an unemployment benefit under certain conditions. If you are not entitled to an unemployment benefit prior to the training due to, for example, a set period during which benefit is not paid, an obligation to work, or a waiting period, these payment impediments are ignored, and the unemployment benefit can be paid for the training period.
3 The discretionary granting of labour market subsidy is not applied during the training. Unemployment allowance paid for the training period is included in the maximum period of receiving unemployment allowance. If the maximum period is exceeded during the training, the TE Office shall be notified of the matter. In such a case, the benefit will be paid as labour market subsidy until the end of the training period. Receiving a wage or other labour income reduces the amount of the benefit. Half of any labour income exceeding the amount of 300 euros is reduced from the full benefit. No benefit is paid for a full-time work period exceeding two weeks. Persons under 25 years of age without a vocational education are obligated to apply to an educational programme. If a customer has not fulfilled their obligation, they can lose their right to unemployment benefit from 1 September onwards. If the customer participates in training on said date, the right to unemployment benefit ends when the training is over. During the training service period, you must apply for the submitted work and education opportunities and react to any TE Office contacts (regarding, for example, the updating of your employment plan). If during a service that promotes employment you, due to improper conduct related to the labour market, receive a labour policy statement that prevents the payment of the unemployment benefit, you will not receive the benefit for the rest of the service period. If you are still unemployed when the training ends, you must apply for the unemployment benefit again. THE EXTENDED PATH OF THE TRAINING SERVICE (DURATION APPROXIMATELY THREE MONTHS) The Extended Path service starts immediately after the career coaching period. At the end of the career coaching period, you will prepare a follow-up plan with your coach, in which you determine measures for the Extended Path. This plan will also be updated when you complete the training in case you have not find employment. The plan shall include your objectives related to working and studying, as well as other steps to take after the training. The plan shall also be submitted to the TE Office. Please note that you must also participate in the Extended Path, the duration of which is approximately three months. The service may be discontinued earlier if you find employment or are admitted, for example, to an education programme or some other service useful for you. For additional information on the content of the Career Path service, please contact your service provider.
4 Economic support during the Extended Path For the period of the Extended Path, you can receive the same unemployment benefit (earnings-related unemployment allowance, basic allowance or labour market subsidy) to which you would be entitled during unemployment. No expense allowance or increased benefits are paid for the duration of the Extended Path. However, you may notify the party paying your unemployment benefit of your activeness during the Extended Path, such as meetings with your coach. The payer will consider whether the activity fulfils the activation model requirement. ABSENCES AND DISCONTINUING THE TRAINING SERVICE As a jobseeker at the TE Office, you are obligated to participate in both the group coaching and the Extended Path in accordance with the service provider s instructions. Please contact the TE Office if you are forced to interrupt the training or your absence from the service is prolonged. Absences during the group coaching A notification of any absences shall be submitted to the coaching instructor and to the party paying your unemployment benefit in the benefit application. The training service provider is entitled to request a medical certificate of your sick leave starting from the first day of absence. The training service provider is obligated to report your absences to the party paying your unemployment benefit at a two-week interval. If there is no valid reason defined in legislation for the absence, you are not entitled to the unemployment benefit and expense allowance for the day of the absence. The TE Office can interrupt your career training if you have been absent from the training without permission for a continuous period of five training days or if you have so many absences that the goals set for the training are not achieved. The TE Office can also interrupt the training for other compelling reasons. Absences during the Extended Path of the training The training instructor shall be notified of all absences. If an absence prevents the implementation of the service, the service provider is obligated to notify the TE Office which will investigate the matter further. Discontinuing and interrupting the training service The training service can be discontinued when you find work or start an education programme or other service, or it may be discontinued for another acceptable reason. Otherwise the service will continue for three calendar months after the month when the service was started. You must notify the training instructor or the TE Office if you interrupt the training.
5 The training may be interrupted on the grounds of finding employment or starting a vocational training, or for some other acceptable reason. Interrupting the training without an acceptable reason may cause you to lose your unemployment benefit for a fixed period of time. OTHER INSTRUCTIONS It is not necessary to renew your job search during the training, as the job search remains valid in accordance with the previous agreement. You can check the validity period of your job search in the E-Services portal at Please submit a notification if you find employment and of other possible changes (your address, telephone, sick leave etc.) to the TE Office through the E-Services, via to kirjaamo.uusimaa@te-toimisto.fi or to the TE Office telephone service +358 (0) (Mon Fri 9:00 16:15). The telephone service will also provide instructions on the use of the online services. During the career training (group coaching, 15 days), you are insured under a group liability insurance and accident insurance taken out by the Ministry of Economic Affairs and Employment. During the training service period, you must apply for the submitted work and education opportunities and react to any TE Office contacts.
