6 Reform of National Employment Two courses of reform Service - improve the quality of services offered by the NES to employers and to job seekers: improving the quality of labour intermediation and the quality of case management - improve the effectiveness of ALMPs: in the way ALMPs are targeted to beneficiaries and in the way ALMPs are monitored and evaluated Goal: increase the number of job opportunities for registered unemployed (increasing the number of NES-registered unemployment cases transitioning into formal jobs)
7 Enhancing the effectiveness of NES services 1. Increase the number of NES staff working in direct contact with employers and active job seekers (balance the caseload per case worker across NES branch offices, redistribution of administrative staff to the front line as case workers, introduce a new list of active job seekers) 2. Capacity building of NES staff - certifying NES case workers 3. Increasing collection of vacancies among employers increase frequency and number of employers contacted by the NES 4. New methodology of profiling registered unemployed individuals adopted by NES management

During ½ of 2014, employers have expressed the need for filling out vacancies, while in ½ of 2015 demand for persons was registered, which represents an increase of 93.85% compared to Amendments to the Law on employment and unemployment insurance adopted Rulebook on professional development and training and job introduction for NES employees adopted by NES On 28 th of August 2015, total number of NES employees is Total number of employment case workers is 618. The average case load per employment case worker was Special registry of unemployed persons who are temporarily prevented from working established by NES Action plan to enhance the quality of employer services and case management adopted by NES Case load management in NES branch offices improved / 85% of the total number of NES case workers as of December 31, 2017 are certified according to newly adopted standards under NES Action Plan Amendments to the Law on employment and unemployment insurance adopted Finalization of the Rulebook on the criteria, method and other issues of importance for the implementation of active employment policy Staffing reforms adopted by NES for 2016 are implemented, and targets on case load per branch office are published on the NES website Standard deviation of mean case load per branch office is 300 or less Number of employers contacted by the NES within the last 12 calendar month period: 23,000 Number of NESregistered unemployed individuals transitioning into formal jobs within the last 12 month calendar period: 280,000 Standard deviation of mean case load per branch office is 250 or less
9 Improving the effectiveness of ALPMs Profile registered unemployed in order to better segment them according to their risk of becoming long-term unemployed - change the way of targeting programs and measures Monitoring performance of NES branch offices and systematic use of evaluations of ALMPs Extensive data collection through monitoring of ALMPs in order to analyze the effects of active employment programmes and measures
10 Improving the effectiveness of ALPMs Effectiveness of ALMPs improved through statistical evidence DLI 8 Long term unemployed Rulebook redefining lowrisk group of its current risk profiling as requiring minimal to no NES services, taking into account registered unemployed individuals self-assessment of service needs, adopted by NES NES registry data (average 2014) Amendments to the Law on employment and unemployment insurance adopted Finalization of the Rulebook on the criteria, method and other issues of importance for the implementation of active employment policy NES registry data (average I-VI 2015) Action plan on monitoring, evaluation and redesign of ALMPs and on profiling of registered unemployed individuals approved by NES management 50% of unemployed individuals registered in NES as of 31 st of December 2017 have a risk profile according to the new methodology NES starts pilot of a re-designed ALMP, taking into account evidence from previous evaluations of ALMPs undertaken by NES At least 1 service provider for labor market trainings hired based on a performance based contract First time job seeking
11 Conclusion Modern National Employment Service with long term improved capacities improved quality of NES services and improved system for targeting, developing and implementing active employment programmes and measures
