Under this project 8500 hectare area will be brought under Drip/Sprinkler Irrigation System benefitting 14,000 farmers Agriculture Providing of 50 per cent subsidy for construction of Lift Irrigation Schemes and installation of Bore-Wells by individual or group of farmers for irrigation purposes Agriculture Setting up of a Standing Committee headed by the Agriculture Minister, having Secretaries and HoDs of Agriculture, Horticulture, IPH and Rural s along with Experts on Irrigation Agriculture 1. Providing of Soil Health Cards to One Lakh Farmers of the State Agriculture/ Horticulture 2. Establishment of three new Mobile Soil Testing Laboratories to provide services in interior and far-flung areas. Two lakh square meter area will be covered under Poly-Houses under Dr. Y.S. Parmar Kisan Swarozgar Yojana. Proposal to extend this scheme for construction of High Tech Poly-House having Temperature Control Facility with separate subsidy for such equipments Agriculture Launching of the new Scheme named Establishment of Centres of Excellence for Vegetable Nursery Production by farmers to raise the vegetables seedling, flower and other valuable plants under controlled environment to provide better planting material to the farmers and to provide gainful employment to the farming youth. 2

Proposal to bring 1000 hectare area under the revamped Apple Rejuvenation Project. 2. Additional budget for import of good quality root stocks including new polliniser varieties of good market value. 3. Provision of 30 per cent subsidy by the State Government to promote pollinisation through honey bees Horticulture Announcement for extension to cover all the blocks of the State under Weather Based Crop Insurance Scheme Horticulture Conversion of existing Cold Stores at Rohroo, Oddi and Patlikhuhal into CA Cold Stores, by HPMC. 3

4 ANIMAL HUSBANDRY Animal Poly-Clinics in Una and Bilaspur will be Husbandry established to provide specialized services to the livestock breeders Animal Husbandry Consitution of the Gauvansh Samvardhan Board in the State to frame suitable policies and programmes for Milch Cattle especially the cows Animal Husbandry/ Dairy Animal Husbandry Milk procurement price will be enhanced by Re per litre from 1 st April, Dairy Co-operative Societies to be provided 60 per cent subsidy for setting up of Milk Processing & Chilling Facilities. 2. The Societies will also be provided subsidy on Plant & Machinery for making by-products like Ghee, Paneer, etc. of surplus milk. FISHERIES Fisheries Proposal to construct more fish landing centres and provision of better facilities in the existing ones. FORESTS Forest & Wild Life ENVIRONMENT, SCIENCE & TECHNOLOGY Env. Electricity Duty for the specified Extra High Tension (EHT) category consumers to be reduced from existing 15 per cent to 13 per cent. 2. Exporters making purchases of industrial inputs within the State for export purpose will be provided the facility to purchase goods tax free within the State on submission of requisite form. 3. The CGCR tax levied on packaged water bottles to be reduced. 4. Ensuring refund of VAT refunds within the time limits fixed by the State Government. 9

The mothers of the students will decide the menu and in rotation, one mother will supervise the preparation and serving of food to the students in school. 2. Health check-up will be done in Schools and Anganwaris on regular basis. 3. The distribution of Supplementary Nutrition in ICDS for the child and pregnant women will be monitored by involving Ward Committees and providing regular information to Gram Panchayats. 4. Intensive Awareness Campaign about food behavior, hygiene and diseases to be launched all over the State. Honorarium of part time water carriers Higher Net Books/Lap Tops will be given to the meritorious students of 10 th & 12 th Clases Higher Employment & Career Guidance/Counseling to be started in all 10+2 Schools & Colleges of the State Higher 1. 12 TECHNICAL EDUCATION Tech. 1. Starting of demand driven and employment oriented trades in the existing Government ITIs new State of the Art ITIs will be opened in the State. 3. Up-gradation of two of the existing Government ITIs located at Nalagarh (Solan) and Baroh (Kangra) as Model ITIs Tech. Incentives from the State Government for setting up ITI in tribal, hard areas and the backward Panchayats in the State Tech. Granting of equivalency in respect of qualification of National Trade Certificate and National Apprenticeship Certificate being awarded by the NCVT, GoI, to that of +2 in order to facilitate ITI students of the State. LANGUAGE, ART & CULTURE Language, Art & Culture Language, Art & Culture Language, Art & Culture YOUTH SERVICES & SPORTS Youth Services & Sports Youth Services & Sports Temple Trusts and Charitable Organization to be encouraged to open Go-Sadans for stray cattle with suitable assistance by the Government. Old Temples/Monuments of architectural significance to be provided grant for restoration of the old glory, as per the requirement. Construction of Indoor Auditoriums at all district Head Quarters, where such facility does not exist for organizations of various cultural events. 1. Construction of multipurpose Indoor Sports Complexes at district headquarters where this facility does not exist. 2. Setting up of a Football Academy at Dharamshala. Part time workers on completion of eight years of service as on 31 st March, 2015 will be made Daily Wagers. 4. The honorarium of Part Time Water Carriers will be increased to Rs. 1700/- per month Personnel/ Health / Finance 1. All Contractual employees, who will complete five years of service as on 31 st March, 2015 will be regularized. 2. Maternity leave to the contractual female employees to be increased to 135 days from Daily Wage Workers, Part Time Workers, Anganwari Workers/ Helpers and Mid Day Meal Workers, not covered under the RSBY, will be covered under the Mukhya Mantri State Health Care Scheme. 19
