Agenda Approval: Trustee Bird moved to approve the meeting s agenda as submitted. Trustee VanNess seconded. All approved. Without further discussion, the motion passed by unanimous vote. Minute Approval: November 14, 2018 Trustee VanNess moved to approve the minutes for the November 14, 2018 meeting. Trustee Bennett seconded. Without further discussion, the motion passed by unanimous vote. November 28, 2018 Trustee VanNess moved to approve the minutes for the November 28, 2018 meeting. Trustee Bennett seconded. Without further discussion, the motion passed by unanimous vote. Public Comment: Dr. Laurel Kennedy conveyed appreciation to the Trustees on behalf of Denison University for Fire Chief Curtis work during the recent incident of a student s passing; Dr. Kennedy commended his professionalism, and read a note of personal gratitude. Bill Caskey, Granville Chief of Police, also praised Fire Chief Curtis. He offered an update on the firing range proposal: Mike King, Village Law Director, had no issues about the proposal Proposal was scheduled to be on the Village Council agenda the first meeting in January, 2019 Did a follow-up sound test; David Bailey s committee could only hear small pops; residents heard nothing Firing Range would probably be started in Spring, 2019 Shared one dog with the Police Department died from an injury and was replaced Ron Howard, 46 Clover Court, expressed safety concerns about Route 16 and Old Columbus Road, between Kendal and Owens Corning Tech Center. Mr. Howard reported accidents at the eastern entrance to Old Columbus Rd. from Route 16, and suggested a guardrail be put on either side of the driveway to the old Middleton House (a new development). Mr. Howard contacted

2 1 2 / 1 2 / ODOT, as he would like to see a 45 mph speed limit up to the traffic light at Owens Corning Tech Center, regardless of the traffic light going in at the entrance to Kendal. Mr. Howard requested the Trustees contact ODOT. Trustee Bennett stated the Township could contact ODOT, but did not promise anything. Evan Noth, senior at Granville High School, and Boy Scout from Troop 65, said he hoped to have the cost covered for a zoning permit he needed for an Eagle Scout project. Mr. Noth thanked the Trustees for relaxing the fee so he could put in two new bridges and open a trail for students to use. Fire Department: Chief Curtis reported the following: 2074 runs year-to-date, a decrease of 1% from the same period in 2017 Attended an ODOT meeting; Ty Thompson approved pre-emption of all the trucks and devices; ODOT wouldn t pay for the installation of traffic control devices; Chief Curtis anticipated putting a remote control inside the building. Was working with Denison University on the summer internship program and was focused on 1 or 2 Denison students Attended a Hazmat safety program Attended a Union Township meeting; the contract was approved by Austin Lecklider and Union Township Was working on budgeted items for 2018 and 2019 There was discussion about a special Union Township Trustees meeting that was held. Update on Union Township s EMS/Fire Contract with Granville Township: Trustee Bennett summarized the Union Township contract as a two-year contract with a 90-day cancellation agreement after the first year. Trustee Bennett moved to approve the contract submitted by Union Township Trustees to provide fire protection for up to two years. Trustee VanNess seconded. Without further discussion, the motion passed by unanimous vote. Trustee Bird reported the solar plan presentation by Denison University students would be December 13, Fire Station Progress Report Trustee VanNess reported: Heard from civil engineer and Village s engineer (Bird and Bull): there wouldn t have to be underground storm water devices ODOT would pay for traffic signal devices FO Miller described fire station financing: Met with the United States Department of Agriculture (USDA) regarding the loan application Granville Township was on track to get approval by the end of 2018

3 1 2 / 1 2 / Reviewed financing options, noting the USDA was concerned the Township s share of money might not be enough, should unexpected costs arise (i.e. site cleanup). FO Miller suggested moving another $1,000,000 from the FD Operation Fund to the Fire Station Fund, to show the USDA the Township was committing to the project. FO Miller noted, any unspent money could be returned back to the FD Operation Fund, at the end of the project. Trustee Bennett moved to authorize FO Miller to move $1,000,000 from Fire Station Operations (Fund 2191) to the Fire Station Project (Fund 4901). Trustee VanNess seconded. Without further discussion, the motion passed by unanimous vote. FO Miller explained: The length of the loan couldn t be longer than the lease of the property (30 years with options to extend by 5 years); suggested working with the Village At the project s completion, it had to be out of the 500-year flood plain, and the Township would have to elevate the dip in the road USDA staff would be involved in construction and financing Trustee VanNess asked Village Manager Steve Pyles to waive the tap and capacity fees; he requested Mollie Prasher make sure the request would be on the next Village Council agenda FO Miller had a bill from Bird and Bull for $ and asked Trustees to allocate up to $1000 to pay Bird and Bull. Bird and Bull is a civil engineering company that reviews projects for the Village. Trustee Bennett moved to authorize an amount not to exceed $1000 for FO Miller to pay the Bird and Bull bill. Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote. Granville Township Road District: Superintendent Binckley reported the following: Finished chipping brush from ice storm Repaired bad spots on berms and some driveways on Canyon Road Engineering Request form for Traffic Light at SR 16-Granville/Kendal intersection needed to be put out for bid Worked in the shop doing cleaning and switching everything to winter gear Kendal Traffic Light Update: (Was reported earlier during Road District Report) Cemetery Department - Superintendent s report Superintendent Binckley reported: Had two (2) burials since the November 28, 2018 meeting Sold six (6) graves since last meeting; have two (2) deeds to be signed Cemetery Improvement Project Update:

4 1 2 / 1 2 / Trustee Bennett reported he met with Ryan Badger (ADR) about the amount of asphalt and paving needed. Trustee Bennett added a retaining wall was needed. Zoning Superintendent Binckley reported: Wrote one (1) permit since November 28, 2018 meeting for 4525 Philips Road for an accessory structure; had a complaint from a resident about property owner putting up an accessory structure without a permit; talked to APA Austin Lecklider; owner agreed to remove bed and then go through proper channels to put in a Bed and Breakfast Board of Zoning Appeal (BZA Superintendent Binckley reported: BZA hearing on October 30, 2018 for Canyon Road resulted in a variance for road frontage being approved Anticipated two (2) issues forthcoming for BZA, and Amy Huddleston would need variances Zoning Commission: No Report Parks Trustee Bennett reported GRD Director Andy Wildman hoped to construct a pavilion at Raccoon Park for bathrooms and concessions. Trustee VanNess explained the challenge would be keeping things out of the flood plain. Trustee Bennett reported the refrigerator on the rental property had deteriorating and suggested purchasing a used refrigerator. The Trustees agreed to spend up to $150 for a used refrigerator. Land Management / Open Space Trustee Bird reported the following: Planned to meet with Rob Schaadt on December 17, 2018 to look at two (2) properties Attended Open Space meeting. Reported the Open Space Committee minutes were not being submitted correctly to FO Miller Economic Development Trustee Bird reported: MOU was in review and had been sent to APA Austin Lecklider Village Council would vote on the MOU at January 2, 2019 meeting Went to the Economic Development Conference on December 7, 2018

5 1 2 / 1 2 / Correspondence received or sent: FO Miller reported: Received note from county engineer s office regarding the upcoming annual meeting Announced the County Township Trustee meeting would be January 5, 2019; Trustees Bennett and VanNess agreed to attend, and maybe Trustee Bird Requested approval to join the Licking County Township Association for the whole group, and money for attending events. Trustee Bennett moved to approve membership for all Trustees into the Licking County Township Association and have all expenses reimbursed. Trustee VanNess seconded. Without further discussion, the motion passed by unanimous vote. Elected Officials Reports: FO Miller Had a list of checks which included $2660 for $35 per meeting for each member who attended a BZA or Zoning Commission meeting FO Miller asked to move $2660 from Contingency to Line Item. Trustee VanNess moved to authorize FO Miller to move $2660 from the Contingency Fund to the Line Item Fund. Trustee Bennett seconded. Without further discussion, the motion passed by unanimous vote. FO Miller provided a list of the warrants and payroll checks issued and requested approval for the warrants, withholding vouchers, debit memos and EFT s, which were issued. On a motion by Trustee Bennett to authorize the payment of checks for the period of November 29, 2018 to December 12, 2018 and a second by Trustee VanNess, by a unanimous affirmative vote the following warrants, withholding vouchers, debit memos, EFT s, and if applicable, then and now purchase order certificates were approved for payment and processing:

Miller, Fiscal Officer Trustee Bennett reported: Nothing Further to Report Trustee VanNess reported: submitted applications to the Village for two (2) parcels at the cemetery; issue should be on the agenda at the January 10, 2019 BZBA meeting. Trustee Bird reported: Went to ODOT meeting with Chief Curtis; explained a Phase 1 change about the exit and on ramps being closed during construction; the traffic flow would go via Cherry Street and use Thornwood Crossing to go south on Route 37. A traffic light would have been installed at Kendal by that time ODOT would pay for the aesthetic upgrades, but not the fencing, which was to cost about $150,000 (splitting 1 or 2 ways, depending on whether funding was received from Denison University); wanted to talk to Village Council since the bridge would be in the Township s jurisdiction Pathway was moving forward Old Business 2019 Board Appointments Trustee Bennett shared a list of board appointments for 2019, which had been previously agreed upon. Trustee Bennett moved to approve the 2019 board appointments as previously listed with the change of John Whittington being full-time on the BZA, Jonathan Downes becoming an alternate for the BZA, and contingent on Kristine Rainey serving as an alternate. 10 1 2 / 1 2 / Zoning Inspector Trustee Bennett moved to approve the extension of Travis Binckley to be Zoning Inspector for 2019, expiring December 31, Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote Temporary Budget FO Miller presented the temporary budget as being 50% of the annual allotment, with the exceptions of items which must be paid in the first quarter of calendar year 2019 (i.e. property taxes). FO Miller noted he received a bill from MORPC for membership and suggested allotting $4,700 and considering joining. Trustee Bird suggested joining because they are helpful with Economic Development. Trustee Bennett moved to authorize any pre-existing memberships prior to the end of Trustee Bird seconded. 13 1 2 / 1 2 / End of Year Business: Trustee Bennett reminded the Trustees they would need to meet in January, 2019 to make permanent budget decisions. The Trustees agreed to have FO Miller advertise their 2019 Township Trustee meetings schedule as the 2nd and 4th Wednesdays of each month. FO Miller will reach out to Rob Schaadt, chairman of the Zoning Commission to advertise their meetings as well. FO Miller discussed the holiday schedule for Trustee VanNess moved to approve the holiday schedule per past practice. Trustee Bird seconded. Without further discussion, the motion passed by unanimous vote. FO Miller reviewed doing payroll for the end of 2018, and closing purchase orders for the end of With no further business, the meeting adjourned at 8:21 PM.
