2 To what extent are nonprofit institutions (NPIs), cooperatives, social enterprises, and volunteer work covered in the statistical system of your country? Each NPI that exhibits economic activity can be found in our business register and possesses a NPI flag By linking business register information with other statistics the following data is available for every NPI - Net sales -> Turnover tax statistic - Gross wages -> Pay slip statistic - Number of jobs -> Pay slip statistic But no regular information exists regarding - Investments - Intermediate consumption - Donations, membership fees, public subsidies - Volunteer work slide 2 31 May 2015
3 To what extent are these various components of the third sector visible in your statistical reporting? For NPISH (S.15) the following information is available from annual National Accounts publications - Output (P.1) - Intermediate consumption (P.2) - Value added (B.1) - Non market output (P.13) - Compensation of employees (D.1) - Investment activity - Employment But no data for NPIs classified in other institutional sectors (S.11, S.12) are being displayed separately slide 3 31 May 2015
4 What progress has been made in your statistical institute towards implementing the UN Handbook on Nonprofit Institutions in the System of National Accounts? In 2006 and 2014 Statistics Austria and the Vienna University of Economics and Business conducted two non-mandatory surveys among selected NPIs (S.11 and S.15) The main results were (respectively will be) published via press release and as articles in journals Additional production accounts for NPIs (S.11) for selected NACE divisions (e.g. 87, 88) were integrated in national accounts What progress has been made in your statistical institute towards implementing the ILO Manual on Measurement of Volunteer Work? Based on the two surveys several indicators for volunteer work among NPIs could be (will be) derived and published Questions relating to volunteer work were included in the 2006.Q4 micro census and results were published in the 1. Report on Voluntary Engagement slide 4 31 May 2015
5 What barriers, if any, stand in the way of implementing these statistical guidance documents in your institute? Constraints of human and financial ressources In Austria most NPIs are not obliged to participate in surveys What steps would be needed to overcome these barriers? Additional external financing needed for implementing and running a NPI satellite account To collect extensive data mandatory inquiries among NPIs would be needed slide 5 31 May 2015
6 What are the prospects for making headway on this implementation over the next 18 months? If extra costs for collecting NPI data more frequently will be financed it should be possible to publish annual data with much higher quality for the production account for all NPIs regardless of their institutional sector classification But even with additional funding Statistics Austria will not implement the whole NPI satellite account in the near future slide 6 31 May 2015
