1 Review of Debt New Issues and Trading 2002 in Review INVESTMENT DEALERS ASSOCIATION OF CANADA Mixed Results in 2002 April 2003 The year was marked with poor equity markets and increasing global uncertainty on the economic and political fronts. The Bank of Canada tightened monetary policy in the first half of The yield curve flattened, with short rates rising and long rates falling during the year. The average term to maturity of Federal government debt increased (from 6.4 years in March 2001 to approximately 6.5 years in March 2002) due to an increase in the fixedrate share, the reduction of Tbill stock, and continued issuance of 30year bonds. Spreads between corporate and government bond rates widened over the year, predominantly at the long end, with increased uncertainty and many firms switching from shorter to longer term debt financing. Government of Canada gross bond issuance was 29% higher in value in 2002, with $61.4 billion and 114 issues, than in Trading was similar to 2001, at $3.81 trillion. Provincial gross bond issuance was 6% higher in value in 2002, with $19.3 billion and 161 issues, than in Trading, at $320 billion, rose slightly from Corporate debt financings in 2002 totaled $33.1 billion with 229 issues, down 14% in value. Significant issuers were GE Capital Canada Funding Company with nine issues totaling over $2.7 billion (9.5% of corporate issuance) and BCE Inc. with three issues totaling $2.0 billion (6.0% of corporate issuance). The Financial and Real Estate sector was the most active sector, accounting for 54% of corporate issuance. The year saw active corporate bond trading, 25% more active than last year, at $127 billion. Trading in money market instruments was down 4% in 2002 at $4.7 billion. While Tbill trading was up by %, trading of commercial paper and bankers acceptances was down by % and 4%, respectively. 2 Canadian Interest Rates The Bank of Canada tightened monetary policy in the first half of 2002, raising rates three times between April and July. The yield curve flattened over the year. Shorterterm interest rates in Canada rose during the year (1month Tbill rates were up by 60 bps). Longerterm rates declined during the year, with year Canadas down by 56 bps. Spreads between corporate and government bond rates widened over the year, predominantly at the long end, with many firms switching from shorter to longer term debt financing. 5 Corporate Bonds: Trading and Issuance Corporate bond trading was 25% more active in 2002, at $127 billion, than 2001, at $2 billion. Corporate debt financings totaled $33.1 billion with 229 issues in 2002, down 14% in value from 2001, at $38.5 billion with 255 issues. (Note: this data excludes capital trusts) Significant issuers were GE Capital Canada Funding Company with 9 issues totaling over $2.7 billion (9.5% of corporate issuance), and BCE Inc., leading corporate issuance with a $1 billion issue, for 3 issues totaling $2 billion (6.0% of corporate issuance).
