Feddern Financial Consulting Group TODAY'S NEWS: Investors are betting on the oil price staying lower for even longer after OPEC's decision to ditch a formal production ceiling, pushing U.S. crude futures for delivery nearly 10 years away below $60 a barrel. This could possibly harm the ability of U.S. shale producers, among the casualties of OPEC's strategy of pumping hard to retain market share, to lock in profitable prices for future deliveries. U.S. crude futures for front-month delivery fell below $40 per barrel on Monday after the Organization of the Petroleum

2 Exporting Countries failed last week to agree on an output target to reduce a bulging oil glut that has cut prices by over 60 percent since In the run-up to the OPEC decision, oil derivatives showed investors had, unusually, been willing to pay more to protect against a surprise rally in the price, than a surprise fall. That bet has now been unwound, meaning they are once again expecting a higher likelihood of further declines than that of a bounce back. The most popular options contract is one that gives the holder the right to sell crude oil futures at just $35 a barrel. "Oil is going to make lower lows and lower highs for the foreseeable future and, in terms of market reaction post-opec, I'm not surprised, but it does leave the door open for prices to fall," Gain Capital analyst Fawad Razaqzada said. 5 Bruce's Comment Can you say "Schizophrenic"...what a crazy market. Jobs Report was good 211,000, in the range of what was expected. It "appears" that a rate increase with the Dec. meeting of the Fed (Dec 16,17) it will be announced. The market "must" like that the Fed is going to raise... expecting that the economy is doing better and can stand a rate increase. Or is today just an over reaction to yesterday? Or will the Bulls step back in on Monday and take us to new highs? Or will the Bears get their act together over the weekend? OPEC did a big "nothing" today at their meeting... no cuts to oil production. The 800lb. gorilla (Saudi) wants to keep market share...they also want to but a "hurt" on Russia, Iran, American frackers. Will Santa have a run into the end of the year? We are in cash... we are back above the 20MA... so "if" we open up and trade up, we will enter the SSO, if not we will stay in cash and watch. Small Caps for Year-End??? The following is from DorseyWright: We all know the popular refrain, "It's beginning to look a lot like Christmas...", but during the month of December, we could easily rephrase that to, "It's beginning to set up for a Small Cap rally..." Going back to 1990, we looked at the monthly performance of the S&P 600 Small Cap Index (SML) compared to the S&P 500 Index (SPX) to see if there were any notable trends. The graphic below displays the excess returns of SML versus SPX in each month. As you can see, SML outperformed SPX significantly in the month of December, with February, June, and August also being of note. Along with being a month with historically high excess returns, the month of December also turns out to be the best performing month on average for SML, as the Index averages gains of 3.27%. One way to participate in Small Cap stocks is with the PowerShares DWA SmallCap Momentum Portfolio (DWAS). The Point & Figure chart of DWAS, on an intermediate term basis, shows an overall positive trend with a recent double top buy signal at $40 in November, demonstrating that demand is getting stronger. As well, the average score of All Small Cap funds, which is simply the average fund score of all Small Cap ETFs and mutual funds categorized on the DWA system, is 3.23 and DWAS is scoring well above that at Recall that Dorsey Wright scores all ETFs and mutual funds on a scale of 0 to 6, with 6 being the best. The strongest funds for new positions are those with scores above 4, while those with scores below 3 are funds we would want to avoid or underweight in a portfolio. The Point & Figure chart below would suggest that a stop be placed at $38, as this would be a violation of the bullish support line dating back to October 2011 lows.

6 Another development we saw during the month of November was a breakout to the upside by the PowerShares DWA Developed Markets Momentum Portfolio (PIZ). International Equities have had a tough run in 2015 as the MSCI EAFE Index (EAFE) posted a loss of -2.08% and the MSCI Emerging Markets Index (MSCIEMERG) is down % (through November 30th). Utilizing Momentum to determine which stocks to buy within these areas improved performance - the PowerShares DWA Developed Markets Momentum Portfolio (PIZ) was only down -1.04% and the PowerShares DWA Emerging Markets Momentum Portfolio (PIE) was down %. The Point & Figure chart of PIZ shows a higher bottom was produced in September, followed by a double top buy signal in December at $24. We would like to see the trend move to positive, which would happen with a move to $24.50, but overall this is the first positive action we've seen from international markets in months. PIZ has seen its fund score climb as well.
