2 NAV is responsible for the implementation of the labour- and welfare policy NAV s main goals: A functioning labour market with a high employment participation Ensure financial security for the individuals More people in work and activity, fewer on benefits Youth, long-term unemployed and immigrants are prioritized groups Youth guarantees Labour market measures (incl short term LMT) to be adjusted according to individual needs and the labor market demand To meet the needs for labour in businesses with vacant jobs NAV, Side 2
3 NAV- depending on close collaboration to fulfill the goals The Partnership between state and municipality is one of the main grips in the NAV-reform, with joint responsibility to run the NAV-offices and ensure coordinated services to users. The NAV office is obligated by the Act of Social Services in NAV to take care of municipal tasks. Cooperation with health sector increased mental disorders showing up in sick leave and disability pensions more among youth More cohesive and coordinated services NAV- health and education needed NAV, Side 3

But overlapping goals and mission of NAV and the education authorities: to supply the labour market with qualified and adaptable manpower based on policy division of duties Cooperation based on agreements Employers the key to open doors into the labour market NAV, Side 4
5 Basis for guidance activities and Youth guarantees Continuous efforts to improve quality of NAV s mission, conduct and services: - The Corporate Strategy states the main focus of work-first. A job-match is mandatory in all initial contact with job-seekers. Regarding youth guarantees, the completion of upper secondary school however may be considered a crucial step towards the work first strategy. A new Standard and procedures of work-directed follow up of users by NAV is implemented in The aim is to improve quality and to ensure statutory steps of follow-up being performed. Guidance is of crucial significance in the process. - A Platform for guidance in NAV will be implemented at all NAV offices to improve competence and quality of follow up services. - A platform for Labour market competence in NAV NAV, Side 5

8 Basis and implementation of the guidance platform Guidance in NAV is connected to the NAV s social mission which entail some defining features: relevance to a broad specter of life situations from «birth to grave» Inclusion of a work directed focus to meet the «work first» strategy efforts to meet users in a similar way, valuing respect and a sincere needs identification To succeed in providing guidance whatever situation the user experiences, guidance skills need to be further enhanced by the staff - to which the platform provides a basis Implementation plan of the Guidance Platform: Training program in all NAV offices over 4 mth NAV, Side 8

10 Youth Guarantees revised from 2013 Young people under the age of 20 who are neither at school nor in employment are entitled to be followed up and assured the offer of participation in a labour market measure (continued). Young job-seekers aged with Situation specific effort shall have an approved activity plan within one month of registering as a job seeker. 90 percent of young people aged with Specially adapted effort (reduced work ability) shall have an approved activity plan. Classification based on needs clarification and work ability assessment Interaction routines between local actors like NAV office, Follow-up Services in schools, career centres, social and health services in the community targeted collaborative measures and projects NAV, Side 10
11 Many providers of career guidance services within their specific missions NAV: work directed follow-up of «their» own users, limited capacity and resources to career guidance delievery Municipalities and County Educ Adm: Counseling in school: socialpedagogian and educational choices. Curricula of specific subjects like the Subject of Education Choices, Follow up Service of youth at risk of early leaving school mandatory early identification and contact Some providers of vocational rehabilitation (sheltered schemes): offer career guidance as part of the programme Universities and Univ Colleges: career guidance linked to their own study programmes Private suppliers: career guidance services at the individual s costs Public career centers: collaboration between County Edu Adm and NAV free of charge NAV, Side 11
12 County agreements- and partnerships for career guidance developed in the counties from early 2000 providing a basis for the emerge of career centers, owned and mainly funded by the county administration and operated in cooperation with NAV. utilizing the competences of both NAV and the education system as a basis for career services complementary to counseling in school and work directed services from NAV the need for a system of national coordination resulted in the establishment of National Unit for Career Guidance at Vox from 2011 administering overall regulations enhancing equivalent career guidance services in all counties enhancing knowledge and professionalism, etc NAV, Side 12

14 Example: Project 300, combining career guidance and training for young unemployed without completed upper sec education Collaboration between NAV and County edu. adm in Nordland, i.e. career centres Part 1: Six weeks of career guidance, motivation and validation of completed work- and education experience, leading towards a realistic career plan. The plan forms the basis for further qualification aiming at completing upper secondary education and /or getting a job; part 2. By end of June 2013, 580 unemployed young people between years had participated during the period from About 2/3 successfully have achieved intended upper sec school/ VET certificate in this period. Followed by a further developed course consept. User survey: motivation had increased from approx. 30% to 85% for resuming training and completing school. - Increased knowledge about requirements for, and importance of training, - individual plan for further progress.
