Non-hydrocarbon real GDP growth slowed in the second quarter (2Q2017), mainly due to the construction, finance and real estate sectors. The country s inflation was unchanged at 0.2% in November as higher food prices were offset by lower housing and utilities costs, QNB Group stated. The current account surplus widened to 2.4% of GDP while the financial account fell into deficit. Qatar s imports rose to an alltime high in October, growing by 52.9% MoM and 11.2% YoY. In a stronglyworded statement issued, QCB s Governor, HE Sheikh Abdulla Bin Saoud Al Thani said the central bank knows that the blockading countries and their agents are attempting to manipulate and undermine Qatari Riyal, securities and derivatives, as part of a coordinated strategy to damage Qatar s economy. We will not stand by while our country is attacked in this manner, Al Thani said. The central bank has engaged international law firm Paul, Weiss, Rifkind, Wharton & Garrison LLP to lead an investigation into economic manipulation. A number of financial institutions and individuals have been asked to preserve documents in advance of legal proceedings. (Peninsula Qatar) QFC: Blockade sees increase in Qatari business Qatar Financial Centre (QFC) is seeing an increase in business as Qataris register more of their assets at home and multinationals navigating a blockade of the country boost their local presence, according to QFC s CEO, Yousuf Al Jaida. State-owned companies, or companies owned by mostly Qatari shareholders, and individuals are redirecting their investments to the QFC. It reflects a desire by international companies to maintain close ties with the world s biggest liquefied gas producer. The trend, Al Jaida said, has seen migration from Dubai, which was traditionally the hub for companies doing business across the Gulf, from Saudi Arabia to Kuwait. The shift to Qatar is the result of the diplomatic and trade boycott of Qatar. Al Jaida said, The immediate action was that a lot of the companies that had their special purpose vehicles set up in Dubai International Financial Centre were re-routing their investments in (to) the QFC because they wouldn t know what the uncertainty factor would lead to eventually and how long this will go on for. They would rather hold those international assets from Qatar rather than face uncertainty there because of their Qatari background or nationality. (Gulf-Times.com) QCB plans deposit protection framework, cybersecurity lab Qatar Central Bank (QCB) is seeking to establish a deposit protection framework as well as develop a cybersecurity lab as part of efforts to ensure sound and resilient financial sector. Highlighting the core objective of strengthening financial stability, the Second Strategic Plan (SSP) for the financial sector said one of the action points is to establish a depositor protection framework in the form of deposit insurance scheme and create a fund for protection of investors. On the need to ensure consumer and investor protection, the report suggested developing consistent policies and procedures as well as harmonized consumer/investor dispute resolution mechanism for the financial sector. It also recommended establishing a compulsory arbitration mechanism. QNB Group s Turkish unit aims to grow loans and deposits by about 20% in 2018, according to QNB Finansbank s CEO, Temel Guzeloglu. The industry wide average expected for next year is 15%. 3 discussions with its departments, accounting and law firms and QFC entities to discuss the recent amendments to the source rule under the QFC tax regulations and rules. The move comes in the wake of amending the definition of local source profits to exclude profits from services used outside Qatar. This was yet another incentive introduced by the QFC to support firms in their regional and international expansion while remaining in line with international tax standards. QFC Authority s Chief Finance and Tax Officer, Hamed Al Saadi said, At the QFC, we are committed to supporting our firms and operate as a fully transparent entity. The purpose of these awareness sessions is to increase knowledge, which in turn, supports all relevant stakeholders in understanding the amendments. QFC is now gearing up to host another round of discussion relating to value added tax and common reporting standard. (Gulf-Times.com) Moody s: Qatar s prudent 2018 budget credit positive Qatar s prudent approach to 2018 budget planning is credit positive, Moody s Investor service stated, noting it reduces the risk of fiscal slippage that would increase the government s debt burden at potentially higher costs. Moreover, Moody s sees upside potential for Qatar s revenue in 2018 based on its higher oil price projections. The 2018 state budget increases total spending by 2.4% YoY to QR203.2bn. The lion s share of total spending QR97.5bn or 48% will be allocated to capital expenditures, including QR11.2bn for projects related to the 2022 FIFA World Cup. Spending on wages and salaries is expected to grow the fastest at 8.8% and reach QR52.2bn while the rest will be allocated to other current expenditure. This is broadly in line with Moody s projections of total government spending of QR205bn around 32% of GDP in 2018, although it is assuming a slightly higher share in current spending. On the revenue side, given the unchanged oil price assumption from the 2017 budget, next year s budget foresees hydrocarbon revenues increasing only marginally by 2.3% to QR133.1bn, on account of slightly increased gas production. Therefore, the rating agency forecasts a small fiscal surplus of QR2.3bn (0.4% of GDP) in 2018, compared to the authorities estimate of QR28.1bn (4.4% of GDP) deficit. (Gulf-Times.com) QCB hikes interest rate by 0.25% after Fed s hike Qatar Central Bank (QCB) increased its interest rates by 0.25%, in line with the US Federal Reserve s decision to hike the rates. Accordingly, overnight lending rate has been increased from 4.5% to 4.75% and deposit rate from 0.75% to 1%, effective as of the date hereof, the QCB stated. The deposit and lending rates are announced by the QCB on overnight deposit and loan transactions between the QCB and local banks through the Qatar Money Market Rate Standing Facility, respectively. The Qatari banking regulator also amended the repo rate to become 2.25% and reduced the maturity date of the repo rate for public securities from fourteen to seven days. In its risk perception survey, the QCB had found that 40% to 60% of banks viewed higher liquidity risk impact in 2016 on the US rate rise. Given that the Riyal has fixed exchange parity with the Dollar, which makes the domestic monetary policy rather a function of the US policy, the interest rate hike has already been factored in, market sources said. (Gulf-Times.com) Public sector deposits in banks recorded YoY increase of 67.8% in October Public sector deposits in banks recorded an annual increase of 67.8% in October. 6 TECHNICAL ANALYSIS OF THE QSE INDEX Source: Bloomberg The Index rebounded sharply in the past two weeks; it ended this week up by almost 5% from the week before and stopped at 8, The current upswing could continue on the back of recent strong weekly candlesticks and may result into a U-shaped rally. DEFINITIONS OF KEY TERMS USED IN TECHNICAL ANALYSIS RSI (Relative Strength Index) indicator RSI is a momentum oscillator that measures the speed and change of price movements. The RSI oscillates between 0 to 100. The index is deemed to be overbought once the RSI approaches the 70 level, indicating that a correction is likely. On the other hand, if the RSI approaches 30, it is an indication that the index may be getting oversold and therefore likely to bounce back. MACD (Moving Average Convergence Divergence) indicator The indicator consists of the MACD line and a signal line. The divergence or the convergence of the MACD line with the signal line indicates the strength in the momentum during the uptrend or downtrend, as the case may be. When the MACD crosses the signal line from below and trades above it, it gives a positive indication. The reverse is the situation for a bearish trend. Candlestick chart A candlestick chart is a price chart that displays the high, low, open, and close for a security. The body of the chart is portion between the open and close price, while the high and low intraday movements form the shadow. The candlestick may represent any time frame. We use a one-day candlestick chart (every candlestick represents one trading day) in our analysis. Doji candlestick pattern A Doji candlestick is formed when a security's open and close are practically equal. The pattern indicates indecisiveness, and based on preceding price actions and future confirmation, may indicate a bullish or bearish trend reversal. Shooting Star/Inverted Hammer candlestick patterns These candlestick patterns have a small real body (open price and close price are near to each other), and a long upper shadow (large intraday movement on the upside). The Shooting Star is a bearish reversal pattern that forms after a rally. The Inverted Hammer looks exactly like a Shooting Star, but forms after a downtrend. Inverted Hammers represent a potential bullish trend reversal. Page 6 of 8
