3 Changes in the Bureau since last meeting. One year ago at PhilaKorea 2014 Prakob Chirakiti was elected to the FIP Board. As Bureau member for FIAP he is now replaced by Yau Khai Weng Prakob Chirakiti is now the FIP Board representative for the Traditional Philately Commission. Prakob Chirakiti Yau Khai Weng

9 The Guidelines for Importance in Traditional Philately Exhibition In assessing the importance of the exhibit consideration is given to: A. B. The significance of the subject within the philately of the country area exhibited. C. The significance of the subject on a worldwide scale.

Essays and proofs, first issues of the specific stamp, archival material, the stamp used as it was intended when issued, varieties explaining or documenting the printing process. C. Items well known within the philately

What is the significance of the material shown in the exhibit relative to the selected area 3. What is the significance of the selected area relative to the national philately of the country 4. 14 Importance vs. Rarity Traditional Philately Exhibition GREV: The criteria Rarity" require an evaluation of the rarity and the relative difficulty of acquisition of the selected material. SREV: SREV does not state anything to change the understanding of rarity

15 Importance vs. Rarity Traditional Philately Exhibition Guidelines: The rarity of the whole issue or one value from the issue counts normally higher than the rarity of a small variety. The rarity and importance of varieties is not the same for different countries or areas. This has to be taken into the consideration when judging the exhibit.????

16 Importance: Traditional Philately Commission Importance vs. Rarity Traditional Philately Exhibition Does the exhibit show the most of the key material you can get to cover the selected area exhibited? Rarity: Is the material shown difficult to obtain and at the same time relevant to the selected area exhibited? Is it so difficult to obtain, that it is difficult to duplicate for another exhibitors?

17 Importance vs. Rarity Traditional Philately Exhibition A first day cancelled stamp of a specific value of a specific issue known in 10 copies is a higher rarity than the same value stamps on an only known mixed franked cover to small foreign destination for a Traditional Philately Exhibit. Why: Both items are difficult to obtain and difficult to duplicate. The first day cancelled stamp more relevant for Traditional Philately because it document the day the specific stamp are taken into use. The cover is less relevant. It does not show more than the usage of the stamp value and not even reason why the stamp value was issued. Conclusion: The first day cancelled stamp scores higher on rarity than the foreign destination cover in Traditional Philately.

18 Importance vs. Rarity Traditional Philately Exhibition Important things to notice: Rarity and value is not the same! Rarity is about the numbers available and desirability Does the exhibitor explain why a specific item is rare? Rarity statement is allowed and a good guidance of the jury, but it should be based on valid research. Examples: Earliest known usage, largest blocks known, rare usages, minor printing volumes, special varieties in stamp and overprint Abnormalities in paper, watermarks, perforations

20 Update of guidelines for Traditional Philately Exhibiting Example: The introduction of three time periods has solved some of the problems with the importance. The time periods has been discussed in the Bureau and no conclusion or time periods has been found relevant for Traditional Philately. Postal stationery if they are printed with the same cliché as postage stamps and stationery outcuts, if they are used as postage stamps This topic has earlier been discussed - what do we mean by same cliché and can we judge if it is the same cliché or just similar cliché? Collections of borderline postage items such as letter-culture, letter closing. We have had some difficulties explaining exactly what is letter-culture and what do we mean by letter closing?

22 Changing process: Traditional Philately Commission Update of guidelines for Traditional Philately Exhibiting The bureau will discuss the different input and together with own input draft new Guidelines The new draft Guidelines will be presented on an upcoming Commission meeting for approval The new Guidelines will be coordinated with the FIP Board representative for Traditional Philately and implemented.
