DECEMBER 1, 201 RESIDUAL MARKET RATE AND VOLUNTARY MARKET LOSS COST FILING INDEX TO CLASSIFICATION EXHIBITS 1 Composite Pure Premium Multipliers 2 Per Claim and Catastrophe Limitations 3 Credibility - 100% Expected Loss Standard 4 Expected Loss Credibility Table 5 Payroll Conversion Factors 6 Payroll Credibility Table 7 Table V - Total 8 Proposed Loss Cost Selections 9 Aircraft Procedure 10 Supplemental Class Book Pages - Combined Classifications Note: As described in Exhibit 15, for low credibility classifications, an alternative approach may be employed to derive classification rating values. In those instances the final indicated rating value will generally be different than that shown in the Class Book.
2 December 1, 2018 Residual Market Rate and Voluntary Market Loss Cost Filing Calculation of Composite Pure Premium Multipliers Manufacturing Contracting and and Other Item Utilities Quarrying Industries (1) Pure Premium Test Correction Factor (2) Off-Balance Factor (Collectible Prem Ratio) (3) Expense Provision ( = 1 / ) (4) Effect of 7/1/19 Benefit Change (5) Rate Test Correction Factor (6) Composite Pure Premium Multiplier (1)*(2)*(3)*(4)*(5) 1
3 CALCULATION OF PER CLAIM AND CATASTROPHE LIMITATIONS All Death, Permanent Total and Major Disability claims in the Delaware experience for Manual Years 2011 through 2015 were translated using composite multipliers, yielding an average claim value of $ 1,098,905. Using twice this value as unity and using the indicated Hazard Group Relativities produced the following results: Hazard Hazard Group Per Claim Limit Per Accident Limit Group Relativities * (2) * $1,098,905 (3) * 2 (1) (2) (3) (4) A ,135 1,736,270 B ,058 1,890,116 C ,032,971 2,065,942 D ,120,883 2,241,766 E ,219,785 2,439,570 F ,329,675 2,659,350 G ,450,555 From Delaware 12/1/18 excess loss analysis materials 2
4 CREDIBILITY The classification relativity criteria for 100 percent credibility for the various categories of loss are as follows: Serious: 175 * Average Cost of Serious Case (including Medical) Non-Serious: 500 * Average Cost of Non-Serious Case (including Medical) Medical: 10 Percent of the Non-Serious The following calculations are based on the figures in Table V, Section B. AVERAGE No. INDEMNITY MEDICAL TOTAL COST Cases AMOUNT AMOUNT AMOUNT (4) / (1) (1) (2) (3) (4) (5) Death 29 17,968,300 5,873,200 23,841, ,121 Permanent Total 15 26,123,500 63,399,900 89,523,400 5,968,227 Major 1, ,751, ,565, ,316, ,469 Total Serious 1, ,843, ,838, ,681, ,099 Minor 3, ,385, ,040, ,426, ,444 Temporary 6,519 73,060, ,587, ,648,100 39,216 Total Non-Serious 10, ,446, ,628, ,074,200 63,271 Accordingly, the criteria for 100 percent credibility will be: Indicated Selected Criteria Average Average for 100% Cost Cost Credibility Serious 809,099 1,098, ,308,375 * Non-Serious 63,271 66,528 33,264,000 ** Medical N/A N/A 3,326,400 *** * Serious Credibility = 175 x Selected Serious average cost ** Non-Serious = 500 x Selected Non-Serious average cost *** Medical = 10% of Non-Serious credibility criteria 3
