2 Context We believe that educational visits are an integral part of the entitlement of every pupil to an effective and balanced curriculum. Appropriately planned visits are known to enhance learning and improve attainment, and so form a key part of what makes Birchwood Primary School a supportive and effective learning environment. The benefits to pupils of taking part in visits and learning outside the classroom include, but are not limited to: Improvements in their ability to cope with change. Increased critical curiosity and resilience. Opportunities for meaning making, creativity, developing learning relationships and practicing strategic awareness. Increased levels of trust and opportunities to examine the concept of trust (us in them, them in us, them in themselves, them in each other). Improved achievement and attainment across a range of curricular subjects. Pupils are active participants not passive consumers, and a wide range of learning styles can flourish. Enhanced opportunities for real world learning in context and the development of the social and emotional aspects of intelligence. Increased risk management skills through opportunities for involvement in practical risk-benefit decisions in a range of contexts. ie. encouraging pupils to become more risk aware as opposed to risk averse. Greater sense of personal responsibility. Possibilities for genuine team working including enhanced communication skills. Improved environmental appreciation, knowledge, awareness and understanding of a variety of environments. Improved awareness and knowledge of the importance and practices of sustainability. Physical skill acquisition and the development of a fit and healthy lifestyle. Application Any visit that leaves the school grounds is covered by this policy, whether as part of the curriculum, during school time, or outside the normal school day. In addition to this Educational Visits Policy, Birchwood Primary School: 1. Adopts the Local Authority s (LA) document: Guidance for Educational Visits and Related Activities with National Guidance & EVOLVE (All staff have access to this via EVOLVE. 2. Adopts National Guidance (as recommended by the LA). 3. Uses EVOLVE, the web-based planning, notification, approval, monitoring and communication system for off-site activities. All staff are required to plan and execute visits in line with school policy (ie this document), Local Authority policy, and National Guidelines. Staff are particularly directed to be familiar with the roles and responsibilities outlined within the guidance.

3 Types of visit There are three types of visit: 1. Routine local visits in the Extended learning locality (See Appendix 1). Staff will submit a signing out sheet on their way out of school (See Appendix 1). 2. Day visits within the UK that do not involve an adventurous activity. 3. Visit that are either overseas, residential, and/or involve an adventurous activity. Roles and responsibilities Visit leaders are responsible for the planning of their visits, and for entering these on EVOLVE (where required, local visits noted in appendix A do not need to be added on EVOLVE). They should obtain outline permission for a visit from the EVC or Head Teacher prior to planning, and certainly before making any commitments. Visit leaders have responsibility for ensuring that their visits will comply with all relevant guidance and requirements. Visit leaders need to first familiarise themselves with the trip risk assessments for all school trips and also add their own EVENT SPECIFIC NOTES (See Appendix 2).to assess any additional risks for their trips. If the venue/ provider does not hold an LOtC Quality Badge is not on EVOLVE then they will need to complete provider form for external providers. (See Appendix 8). The Educational Visits Coordinator (EVC) is Rose Bowers who will support and challenge colleagues over visits and learning outside the classroom (LOtC) activities. The EVC is the first point of contact for advice on visit related matters, and will check final visit plans on EVOLVE before submitting them to the Head. The EVC sets up and manages the staff accounts on EVOLVE, and uploads generic school documents, etc. The Head Teacher, Steve Cloke, has the final responsibility for authorising all visits and for submitting all overseas, residential or adventurous activity visits to the LA for approval at least a month before the visit is to take place, via EVOLVE. The Governing Body s role is that of a critical friend. Governors will receive a yearly update of trips taken place. Individual governors may request read-only access to EVOLVE. The Local Authority is responsible for the final approval (via EVOLVE) of all visits that are either overseas, residential, and/or involve an adventurous activity. Staff Competence We recognise that staff competence is the single most important factor in the safe management of visits, and so we support staff in developing their competence in the following ways: An apprenticeship system, where staff new to visits assist and work alongside experienced visit leaders before taking on a leadership role. Supervision by senior staff on some educational visits. Support for staff to attend training courses relevant to their role, where necessary.

4 In deciding whether a member of staff is competent to be a visit leader, the Head Teacher will take into account the following factors: Relevant experience. Previous relevant training. The prospective leader s ability to make dynamic risk management judgements, and take charge in the event of an emergency. Knowledge of the pupils, the venue, and the activities to be undertaken. Approval The approval process is as follows for each type of visit: A. Local visits follow the Extending learning locality policy (Appendix 1). B. Day visits within the UK that do not involve an adventurous activity. These are entered on EVOLVE, and must be submitted to the EVC for checking at least 14 days (2 weeks) in advance, and then forwarded to the Head for approval. C. Visits that are overseas, residential, and/or involve an adventurous activity (see LA guidance for definition of adventurous ) are then submitted by the Head to the LA for approval at least 4 weeks (a month) otherwise it will be too late for LA approval. Emergency procedures- See Appendix 3 A critical incident is any incident where events go beyond the normal coping mechanisms and experience of the visit leadership team. The school has an emergency plan in place to deal with a critical incident during a visit (see Appendix 3). All staff on visits are familiar with this plan and it is tested at least bi-annually and following any major staffing changes. There are safeguarding forms and the cumstomer first number included in the first aid packs and rucksacks. When an incident overwhelms the establishment s emergency response capability, or where it involves serious injury or fatality, or where it is likely to attract media attention then assistance will be sought from the local authority. Educational Visits Checklist- See Appendix 4 Birchwood Primary School s Educational Visits Checklist forms part of the risk management process for visits and off-site activities. This has been adapted from the LA s generic checklist. A visit should only go ahead if the answer to all relevant questions is YES. 5 Parental Consent The school obtains blanket consent at the start of each year for activities that fall within the Extended learning locality (see Appendix 1) through a traditional paper consent form. Specific, (ie. one-off), parental consent must be obtained for all other visits. For these visits, sufficient information must be made available to parents (via letters, s, meetings, etc), so that consent is given on a fully informed basis. As above, parents consent through a traditional paper consent form. Inclusion Appendix 5 Birchwood work hard to ensure all children can join on school trips, taking additional adults where necessary, ensuring medical care is considered when planning trips and working through a reasonable adjustments plan if staff are unsure whether taking a specific pupil will be safe and feasible. Charging / funding for visits Birchwood primary will ask for voluntary contributions to help fund trips where cost occurs. Transport Coaches and buses are hired from a reputable company. The company should be able to offer assurances to support the service that they offer and will be able to direct you to other, similar users who can confirm this. One way to check the suitability of transport is to look for companies who are approved by the Local Authority or who have some form of third party accreditation. Use of staff cars and private cars to transport pupils (Appendix 6.) Refer to the LA s guidance document. Staff and parents/volunteers are only allowed to transport children, other than their own, if they have submitted Use of Private Car form and if guardians of the children being driven by them have signed consent form for their child to be driven by a staff member or driving volunteer of school i.e. parent. Insurance Appendix 7 Public liability and indemnity insurance is free to all maintained schools and is in place 24 hours and 7 days a week. Trips must be logged on EVOLVE or listed on a spreadsheet called Travel Declaration form which is then ed to insurance@suffolk.gov.uk at the end of each term. Travel insurance must be in place by the companies in use or private staff cars in use. Other topics Swimming Lessons Specific swimming lesson letters will be sent out to individual classes when their class is going to take part in swimming lessons. Dismissal of pupils after evening activities The lead adult will ensure all children are picked up and if any children are left, will ring family contacts on the pupils contact sheet to see when someone will be here to pick the child up. In the event of the child not being picked up and not being able to get hold of any of the childs contacts, the lead adult will then notify the police.

6 Appendix 1 - Extended Learning Locality Local Learning The following visits/activities are covered by the blanket letter to parents at the start of each year, although it is advised a text/ is sent out to make guardians aware of their child learning locally. Local sports fixtures during school hours (Letters will be required for travel permission) Local learning area visits such as to local parks, libraries, museums etc. Regular curriculum-based adventure activities (e.g. climbing as part of the PE curriculum) Activities/visits outside normal school hours, where blanket consent is appropriate, such as local sports fixtures out of school hours Local learning area visits could include: The Square and shops The green and wooded area St Michael Church Tesco, Next and other shops nearby Suffolk Constabulary The Heath Gorseland Primary School BT and Adastral Park We use this extended area on a regular basis for a variety of learning activities, and approved staff are allowed to operate in this area without completing the EVOLVE visit approval process, provided they follow the below Operating Procedure. Operating Procedure for Extended Learning Locality The following are potentially significant issues/hazards within our extended locality: Road traffic. Other people / members of the public / animals. Losing a pupil. Uneven surfaces and slips, trips, and falls. Weather conditions. Activity specific issues when doing environmental fieldwork (nettles, brambles, rubbish, etc).

7 These are managed by a combination of the following: The Head must give verbal approval before a group leaves. Only staff judged competent to supervise groups in this environment are approved. A current list of approved staff is maintained by the EVC and office. The concept and Operating Procedure of the Extended learning locality is explained to all new parents when their child joins the school. There will be a minimum of two adults. Staff are familiar with the area, including any no go areas, and have practiced appropriate management techniques. Pupils have been trained and have practiced standard techniques for road crossings in a group and younger pupils have recently practiced this on the playground. Where appropriate, pupils are fully briefed on what to do if they become separated from the group. All remotely supervised work in the extended learning locality is done in buddy pairs as a minimum. Pupils clothing and footwear is checked for appropriateness prior to leaving school. Staff are aware of any relevant pupil medical information and ensure that any required medication is available. Staff will deposit the signing out sheet in the office a list of all pupils and staff and an estimated time of return. A school mobile is taken with each group and the office have a note of the number. Appropriate personal protective equipment and a medical kit is taken.

I understand that: Such activities will normally take place within the school day, but that if, occasionally, they are likely to extend beyond this, adequate advance notice will be given so that I may make appropriate arrangements for my child s return home. My specific permission will be sought for any out-of-school activities beyond those outlined above and which could involve commitment to extended journeys or times, expense or adventure activities. My child will be under an obligation to obey all directions given and observe all rules and regulations governing the visit/activity and will be subject to all normal school discipline procedures during the visit/activity. 9 Medication administration on visits Depending upon the duration and type of visit, it is likely that some participants will require medication for the prevention or treatment of minor ailments. 16 Appendix 3 Emergency Procedure The school s emergency response to an incident is based on the following key factors: 1. There is always a nominated emergency base contact for any visit (during school hours this is the office). 2. This nominated base contact will either be an experienced member of the senior management team (DSL or ASL), or will be able to contact an experienced senior manager at all times. 3. For activities that take place during normal school hours, the visit leadership team will be aware of any relevant medical information for all participants, including staff. 4. For activities that take place outside normal school hours, the visit leadership team and the emergency contact/s will be aware of any relevant medical information and emergency contact information for all participants, including staff. 5. The visit leader/s and the base contact/s know to request support from the local authority in the event that an incident overwhelms the establishment s emergency response capability, involves serious injury or fatality, or where it is likely to attract media attention. 6. For visits that take place outside the extended learning locality, the visit leader will carry an LA Emergency Card (see EVOLVE Resources). 7. This Emergency Procedure is tested through both desk top exercises and periodic scenario calls from visit leaders.

17 8. The customer first number and safeguarding forms will be included in the trip packs. The above emergency card can be found in the trip packs. 22 Appendix 7 Insurance Suffolk County Council Insurance Learning outside the classroom activities and educational visits (Not for academies and free schools) The County Council provides the following insurance policies to protect staff involved in educational visits. Section 1 Cover listed in this section is already in place for all Type 1 & 2 educational visits. Travel Insurance is not automatically included. Section 2 Travel insurance is required for all residential visits 1.1 Liability Insurance The County Council maintains liability policies that provide cover for: payment of compensation and costs and expenses for death, disease, injury or illness sustained by employees arising from their employment payment of compensation and costs and expenses for death, injury, illness, disease, nervous shock, invasion of privacy or damage to property to third parties. In either case, negligence of the County Council or its employees must be proven for a claim to succeed. The policies protect teachers, other staff and volunteers who, through their negligence, cause injury or loss to pupils or allow pupils to cause injury or loss to others. 1.2 Personal Accident The County Council provides personal accident insurance for employees whilst involved in extra-curricular activities. The policy extends the cover provided under 1.1 above to all occasions when employees have responsibility for the care of pupils. Cover is also provided for employees on all such occasions against the risk of assault. Personal accident insurance is also provided for volunteers whilst working on behalf of the County Council. The County Council s liability and personal accident policies together provide cover for employees and volunteers wherever and whenever an activity takes place, provided that they are acting with the authority of the head teacher and on behalf of the County Council. These policies provide no personal accident insurance for pupils.

23 1.3 Motor Insurance for County Council owned vehicles (or vehicles hired on the Council s behalf) The Council s Motor Vehicle Insurance Policy permits the Council s vehicles to be driven by teachers, employees and volunteers on the Council s behalf with prior approval whilst carrying out official duties on behalf of the Council. Official duties include all educational visits approved by the head teacher. The normal third party protection is afforded to all passengers. Reference should be made to the current edition of the County publication The Use of Minibuses. 1.4 Use of privately owned or hired vehicles Teachers, employees and voluntary helpers who use their own vehicles on behalf of the County Council, must ensure that their Motor Vehicle Insurance Policies specifically permit such use. Should an employee or volunteer fail to make such an arrangement and an accident occurs resulting in a claim, their insurers may declare the policy void. In addition, the teacher or volunteer may be prosecuted for failing to affect adequate cover. Similar care must be taken when hiring vehicles to ensure that adequate insurance is arranged. Section 2 County Travel insurance required for all residential visits. County Regulations require that travel insurance, additional to the automatic cover in section 1, is affected for all participants in residential visits. Cover must be affected through the County travel insurance policy, or an alternative acceptable to the Insurance Team Leader. 2.1 County Travel Insurance County premium - costs based on per person per day. Cat A 0.25 pp Sports events, field trips and places of interest in the UK Cat B 1.00 pp Overseas Sports events, field trips and places of interest Cat C 1.00 pp Adventurous Activities in the UK Cat D 2.00 pp Overseas Adventurous Activities including Winter Sports To arrange cover under the County travel insurance policy simply complete the Insurance section in Suffolk Evolve or complete and return the Travel Insurance Declaration Form available via Schools Choice. The insurance team will collect the accumulated premiums on a termly basis. Full details of the County travel insurance policy, including the current scale of premiums and benefits, are available from the Insurance Team Leader or via Schools Choice. This information should be made available to visit organisers, and to the parents of pupils covered by the policy, if requested. Details of the policy

24 change from time to time, and this up-to-date information should be consulted. It is recommended that the summary of cover, included in the information available from Insurance Team Leader, is issued to the parents of all pupils insured under this policy. This policy may also be taken out to provide cover for staff, including adult/young volunteers. It can also, if taken out for the extra period, cover staff involved in a reconnaissance visit. 2.2 Alternative Travel Insurance arrangements Travel Insurance Offered by Tour Operators and External Providers In certain circumstances, a visit organiser may wish to insure participants other than through a Suffolk County Council policy. Commonly, this will be where a tour operator or external provider offers a package including travel insurance. The visit organiser or EVC must send details, with as much notice as possible, of the alternative insurance policy to the Insurance Team and gain approval before commencing the visit Insurance Offered through the Duke of Edinburgh s Award Scheme The Duke of Edinburgh s Award Scheme automatically insures all participants and adult helpers, whilst participating in Award activities. However, the scale of benefits is low and the policy is not intended by the Award Scheme to offer primary cover. 27 Appendix 8 Insurance For completion by external providers used by PROVIDER FORM Providers that do not hold an LOtC Quality Badge and that are to be used by Suffolk County Council schools, are required to complete and return this form in advance of the establishment making a commitment. The provider or tour operator providing services to the establishment named above is asked to give careful consideration to the statements below and sign in the space at the end of the form to indicate that the standard of service will meet the conditions listed. Please tick all specifications you can meet, indicate by a cross any you cannot meet, and write N/A against any specifications which do not apply to your provision. Section A should be completed for all visits. Sections B (adventure activities), C (tour operators) and D (expeditions) should also be completed if applicable. SECTION A - ALL VISITS Health, Safety, and Emergency Policy 1. The provider complies with relevant health and safety regulations, including the Health and Safety at Work Act 1974 and associated regulations for visits taking place in the UK, and has a health and safety policy and recorded risk assessments which are available for inspection. 2. Accident and emergency procedures are maintained and records are available for inspection. Vehicles 3. All vehicles are roadworthy and meet the requirements of relevant regulations in the country in which they are being used. Staffing 4. All reasonable steps are taken to check staff who have access to young people for relevant criminal history and suitability to work with young people. 5. There are adequate and regular opportunities for liaison between establishment staff and the provider s staff and there is sufficient flexibility to make changes to the programme if necessary and the reasons for such changes will be made known to establishment staff. 6. The provider has never been dismissed from any employment or had a contract ended. Insurance 7. The provider has public liability insurance for at least 5 million with a clause giving indemnity to principal. (it may be necessary for a copy of the insurance certificate to be provided) Accommodation (if provided) 8. UK accommodation has a current Fire Risk Assessment and is safe from the hazards of fire. 9. If abroad, the accommodation complies with fire, health and safety regulations which apply in the country concerned. 10. There are appropriate security arrangements to prevent unauthorised persons entering the accommodation. 11. Separate male and female accommodation and washing facilities are provided and staff accommodation is close to participants accommodation. SECTION B - ADVENTURE ACTIVITIES AND FIELD STUDIES IN OUTDOOR ENVIRONMENTS 12. Adventure Activities Licensing Authority (AALA) Licence covering dates of visit YES OUT OF SCOPE 13. If YES, AALA Licence number R For AALA licensable activities in the UK, the specifications in this section are checked as part of the AALA inspection. However, providers licensed with AALA are asked to consider these specifications with respect to any activities or aspects of provision not covered by the licence.

28 Activity management 14. The provider operates a policy for staff recruitment, training and assessment which ensures that all staff with a responsibility for participants are competent to undertake their duties. 15. The provider maintains a written code of practice for activities which is consistent with relevant National Governing Body guidelines and/or, if abroad, the relevant regulations of the country concerned. 16. Staff competencies are confirmed by appropriate National Governing Body qualifications for the activities to be undertaken, or staff have had their competencies confirmed in writing by an appropriately experienced and qualified technical adviser. 17. Where there is no National Governing Body for an activity, the provider has a Code of Conduct for that activity which is in line with current good practice within the UK, and this includes appropriate instructor competencies. 18. Participants will at all times have access to a person with an appropriate First Aid qualification. Staff are practiced and competent in accident and emergency procedures. 19. There is a clear definition of responsibilities between providers and visiting staff regarding supervision and welfare of participants. 20. All equipment used in activities is suited to task, adequately maintained in accordance with statutory requirements and current good practice, with records kept of maintenance checks where necessary. SECTION C - TOUR OPERATORS Where a tour operator delivers services to establishments using other providers eg. ski establishments, transport operators or accommodation, the tour operator must ensure that each provider meets the relevant specifications outlined in Sections A and B of this form and that these providers operate to standards which meet the relevant regulations which apply to the country of operation. 22. Sections A and B of this form, as appropriate, have been completed to show that checks have been made. Records are available for inspection. 23. The Tour Operator complies with the package travel regulations, including bonding to safeguard customers monies. 24. ATOL, ABTA or other bonding body name and numbers.... SECTION D - OVERSEAS EXPEDITIONS 25. The provider complies with Guidance for Overseas Expeditions, Edition 3 (GOE3).
