Box 8001 Lompoc, CA Dear Mr. McCune: I am writing to inquire about the City of Lompoc s interest in administering the Clean Air Express commuter bus service. SBCAG has received notice that the City of Santa Maria intends to terminate the Memorandum of Understanding between the city and SBCAG for administering the service before expiration of the MOU term in June The City of Lompoc was the Clean Air Express administrator in FY2009/10. Discussions between our staffs indicate that the City of Lompoc may have the capacity and willingness to once again administer the service. We are proposing a one year MOU with two annual options for the MOU to be extended, making the term a maximum of three years. Included in the MOU would be annual CPI adjustments. Please review the attached Cost Factors & Specifications sheet for the Clean Air Express, and its attachments. If the City is interested, please provide me with a letter of interest and estimate of the cost for FY 12/13 including cost the City would charge for administering the service. For the sake of simplicity in estimating the cost, please assume that Lompoc would operate the service for a complete fiscal year. Attached to this letter you will find a table showing the format for submitting an estimate. Please submit your response by August 17, Time is of the essence as the City of Santa Maria is hoping to end its administration of the service in October As you know, the net cost of operating the service (after deducting fares), would be funded by the Measure A North County Interregional Bus program. 3 ATTACHMENT 2. Clean Air Express Cost Factors and Specifications General Specifications of Service: Vehicles Publicly owned vehicles are provided to operate the service. See Attachment 2A, Fleet Composition. Routes 13 round trips each weekday: 5 between Lompoc and Goleta/UCSB 2 between Lompoc and Santa Barbara 3 between Santa Maria and Goleta 2 between Santa Maria and Santa Barbara 1 between Solvang and Goleta See Attachment 2B, Schedule. Revenue hours annual revenue hours. There are currently revenue hours per service day and between service days per year. There may be up to three days per year with a reduced service schedule during the Christmas holiday period. No service is provided on New Year s Day, President s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day (and the following Friday), Christmas Eve, Christmas Day, and other holidays as designated by SBCAG. Deadheading Revenue miles Performance measures Daytime bus storage It is critically important to minimize the use of fuel and operation of vehicles while not in service ( deadheading ). Members of the public sometimes question the value of a taxpayer service when buses are operating empty. SBCAG will strongly discourage deadheading buses, for instance, from South Coast to the North County for repairs during the day, due to the high cost of fuel necessary to do this. 387,000 (estimated) Farebox ratio: 85% Ridership: 55% of seats Fuel use: less than 84,000 gallons annually Daytime storage costs are currently free. Buses have traditionally been parked on street subject to local parking regulations; the County and the city of Santa Barbara have designated parking for CAE vehicles at the county complex on Calle Real and in downtown Santa Barbara, respectively.
4 Costs to be included in the hourly contractor rate: Tires, vehicle repair, and maintenance Wireless systems Included in hourly contractor rate. Managing and maintaining WiFi sytems and service using SBCAG provided hardware and wireless cards is the responsibility of the CAE administrator or contractor and should be included in the hourly rate. Replacement of lost or stolen cards or equipment is the responsibility of the administrator\ operator. Insurance requirements Maintenance facility The cost of insurance must be included in the hourly contractor rate. See Attachment 2C, Insurance. SBCAG does not provide a maintenance facility. Vehicle maintenance and repair should be conducted in the Goleta area while the vehicles are not in service. Any costs related to providing maintenance facilities should be included in the hourly rate. Costs to be included in the city administrative fee: Pass sales The CAE administrator is responsible for servicing pass sales outlets in Santa Maria, Lompoc, Buellton and/or Solvang, and Santa Barbara, for administering a mail-based invoicing system for customers, and for collecting and reporting all pass sales and fare revenue collected. Diamond fare boxes are installed on all vehicles. GPS installation Customer service A Prop 1B Transit Security Grant for $22,458 has been awarded to install GPS on CAE buses. All administrative, installation and hardware costs are to be charged to the grant, not the CAE. The CAE administrator will be responsible for reporting requirements for the Prop 1B Grant. Maintaining a high level of customer service is crucial to maintaining the reputation and attractiveness of the Clean Air Express. SBCAG maintains the Clean Air Express website but the administrator is responsible for responding to all phone and based customer service requests. The cost of providing customer service should be included in the CAE administrative fee or the contractor hourly rate. Miscellaneous Administrative Costs Costs related to invoicing SBCAG, managing the operator contract, attending meetings of the SBCAG subregional and Board (assume two\year), providing annual performance reports to SBCAG (one\year), should be included in the CAE administrative fee.
5 Costs not included in the hourly contractor rate or city administrative fee: Fuel Overnight and weekend bus storage Major engine and transmission repairs and replacements Dedicated phone line Fuel is not to be included in the hourly contractor rate or CAE administrative fee. Fuel costs are paid directly by SBCAG if vehicles are fuelled through the County. If alternate fuel sources are used, fuel costs are included on the monthly invoice to SBCAG. The annual goal is less than 84,000 gallons. Buses are parked at the airport in Lompoc, at the SMAT yard in Santa Maria, and at a private facility in Solvang. The CAE administrator is responsible for securing bus storage facilities; storage costs are paid by SBCAG outside of the hourly rate. Catastrophic engine or transmission repairs (not caused by operator error) are paid by SBCAG outside the hourly rate. Included on monthly invoice as a pass through cost. Pass printing Included on monthly invoice as a pass through cost when needed.

11 ATTACHMENT C Insurance Requirements Administrator s contractor shall provide the following insurance. The cost of this insurance should be included in the hourly rate. A. Workers' Compensation Insurance with Statutory Limits. This policy shall include employer's liability insurance with limits of at least $1,000,000. B. Commercial General Liability Insurance in the minimum amounts indicated below, including, but not limited to, Contractual Liability Insurance, Products-Completed Operations Hazard, Personal Injury (including bodily injury and death), and Property Damage for liability arising out of contractor s work operating the Clean Air Express. Said insurance shall have minimum limits for Bodily Injury and Property Damage Liability equal to the policy limits, but not less than $1,000,000 each occurrence and $2,000,000 aggregate. The service administrator shall require that SBCAG be named an additional insured on the service contractor s general liability insurance policy. C. Automobile Liability Insurance against claims of Personal Injury (including bodily injury and death) and Property Damage covering all owned, leased, hired and non-owned vehicles used in the performance of providing the Clean Air Express, with minimum limits for Bodily Injury and Property Damage Liability equal to the policy limits, but not less than $1,000,000 each occurrence. Coverages shall include 'any auto'. D. Professional Liability (Errors and Omissions) Insurance, for liability arising out of, or in connection with, the performance providing the Clean Air Express, equal to the policy limits, but not less than $1,000,000 per claim and $2,000,000 aggregate. E. Additional Insured for Commercial General Liability and Automobile Liability. Administrator and Contractor insurance shall include a separate endorsement (Form CG or similar) naming SBCAG and its board members, officials, officers, agents, and employees as additional insureds. F. 30-Day Cancellation Notice The above stated insurance coverages shall be maintained by the contracted services provider until the completion of all of contracted services provider s obligations under any agreement, and shall not be reduced, modified, or canceled without thirty (30) days prior written notice to the Certificate Holder. Contracted services provider shall immediately obtain replacement coverage for any insurance policy that is terminated, canceled, non-renewed, or whose policy limits have been exhausted or upon insolvency of the insurer that issued the policy. G. Primary and Non-Contributory All insurance carried by the contracted service provider shall be primary and non-contributory with any insurance carried by SBCAG. The policy must be endorsed to include this verbiage and evidence of coverage provided with the certificate.
