2 Overview The Johnson City Housing Authority has 752 Public Housing units that are inspected and serviced by our Pest Control team. Pest Control is a function of the Modernization & Inspection Department and assists other functions within the department to achieve our work goals. The department performs five key functions for the Housing Authority: Capital Fund Project Management HVAC Modernization Inspections (PH & HCV) Pest Control

3 Overview Pest Control employees are trained to perform other tasks while in the unit conducting pest control service. Some examples would be: Conducting Unit Inspections Monitoring Health & Safety Issues Monitoring Lease Violations within the Unit HVAC Filter Replacement

4 Overview Pest Control employees are not Maintenance Mechanics, however we do work closely with our Physical Services Department (Maintenance) regarding maintenance issues encountered. Many of our Pest Technicians do have maintenance experience or training and are available if needed including performing on-call service.

9 IPM & Pest Control Policy The Goals of Integrated Pest Management (IPM) are to manage pest damage by the most economical means, and with the least possible hazard to people, property, and the environment. HUD supports and encourages the practice of IPM.

10 IPM & Pest Control Policy Key components of IPM are as follows: 1. Inspection of units for pest identification and causes. 2. Education and counseling of both residents and employees concerning pest issues. 3. Enforcing lease provisions concerning resident responsibilities such as sanitation, clutter, unit preparation, etc. 4. Inspection and upkeep of building and grounds such as ceiling cracks, elimination of moisture intrusion/ accumulation. 5. Monitoring and recordkeeping of pest control activity 6. Use of non-chemical treatment methods when possible (glue traps, steam, heat, etc.), only using pesticides when necessary, and applying in accordance with all State and Federal regulations.

26 Daily Route & Treatment (8:00am-4:30pm) At 8:00 a.m., the Coordinator meets with the team and distributes route assignments for the day. One Technician starts the daily route of Roach and General pest Treatment (approx. 40 stops). The Technician will conduct a visual inspection/apply proper treatment/look for damages, health, and safety issues/ counsel tenant on relevant issues if tenant is home or leave a door tag or instruction form should the tenant not be home.

27 Daily Route & Treatment A two man team (Lead Technician and Technician) begin their route for bedbug treatment. Two men are helpful due to moving furniture or bedding during the inspection and treatment. A visual of bedbugs are noted according to severity on the paperwork and treatment begins. The primary method is steaming infested areas. The whole process is slow due to the thorough inspection and treatment. The timeframe could run between 1-3 hours depending on the situation. Chemicals may sometimes be applied in conjunction with steam if warranted. Technicians will explain to residents the importance of maintaining a unit with minimum clutter to decrease harboring areas.

28 Daily Route & Treatment We advise residents that any infested furniture that is discarded should be spray painted and/or cut to discourage other residents from picking up the used furniture. We also will remove the furniture for them and call our Grounds Crew to quickly remove the item from the property and transport to the local landfill.

29 Daily Route & Treatment After the Technicians begin their day, the Coordinator begins his daily activities of conducting annual inspections, filing completed inspections, providing assistance to technicians, monitoring severity of pest issues, updating records, checking inventory, etc.

30 Daily Route & Treatment In the event of a pending new resident move-in from our Unit Turnaround Department, a Pest Control employee will inspect the unit and if necessary provide treatment. The apartment is certified to be pest free before the move-in of a new resident. New residents are advised to refrain from acquiring used furniture from unknown sources including furniture rental businesses. Any knowledge of new residents with pests are addressed by a Pest Inspection/Treatment at move in.

31 Progress Tracking & Recordkeeping During an inspection of a unit with bedbugs, Technicians will evaluate the severity of the situation and record accordingly. The three levels of severity are: Level 1: 1-5 bedbugs observed Level 2: 5-10 bedbugs observed Level 3: 10 or more bedbugs observed Severe Units (Level 3) are top priority. Efforts are focused on keeping bedbugs from spreading to other units with the ultimate goal of elimination.

32 Progress Tracking & Recordkeeping These levels give us a better understanding of the severity of the situation and provides a way to gauge the progress of our treatment. In 2010 there were approximately 100 units with bedbugs and we began a new plan of action. By February 2012 our bedbug status was 56 active units (7.4%). As of April 2014 the count was down to 7 units (0.93%). As our numbers fall we continue to provide assistance in other areas such as HVAC filter replacement, inspections, etc.

33 Community Outreach We recognize the importance of resident participation regarding pest issues and continually counsel our residents on these issues. Some of the topics included in these conversations are: Housekeeping Clutter control Emptying trash containers regularly Sweeping of floors and counter to remove food crumbs Refrain from acquiring used furniture from unknown sources

34 Community Outreach In addition to one on one counseling with residents, we occasionally participate in Resident Council meetings and Community Health Fairs to provide informative handouts and pictures of pests (bedbugs, etc.).

35 Community Outreach Samples of exterminated bugs are also provided for viewing in a clear glass container. By informing and discussing these topics with our residents, we hope to gain their trust and allow them to feel comfortable in reporting these pest issues.

36 Contracted Treatments In the past, The Housing Authority has experimented with contracted services for Heat Treatment regarding bedbugs.

37 Contracted Treatments One example was on 2/1/2012 when we hired a Pest Control company to provide heat treatment to a unit with bedbugs. The cost was $1,584 and took ten hours including unit prep, equipment setup, treatment, monitoring, etc. Several dead bedbugs were found after treatment. However, the following day our staff inspected the unit and found one live bedbug on a mattress and eight live bedbugs behind the baseboards.

38 Unsuccessful Bedbug Methods Contracted Heat Treatment Only (Heat method alone doesn t work, it is time consuming and very costly. Over the counter Foggers and Aerosol sprays (Tenants using these sprays counter our treatment and run pests deeper into hiding). Waiting on a Tenant to report Bedbugs (It is better to be pro-active and inspect for pests when in a unit).

39 In-House Pest Control We have determined that it is in our best interest to have in-house staff regarding pest control. Our bedbug numbers have steadily declined and other pests such as roaches are a rare occurrence. In addition, the staff has been able to take on other roles such as inspectors and contribute in other areas.

Sanitation will be checked closely and if deemed necessary, unit may be photographed and condition documented during this time. Damage, pets, and any lease violations will also be monitored. If any repairs are needed, Physical Services will be notified and begin repairs within 7 business days (Monday-Friday, 8:00 AM 4:30 PM). Resident will be charged for any repairs or damages that are deemed resident responsibility. Thank you for your cooperation. All units must be treated in order to maintain pest problems and access must be provided to all rooms and closets. Resident(s) may not treat, (fog or spray), their units. If resident is not home the unit will still be treated. Please leave night chains off and screen doors unlocked. Failure to provide access will be considered a lease violation and further action may be warranted. In order to minimize Pest Control Problems, we ask residents to do the following: Keep unit clean and neat. Do not leave food lying around and clean up all food crumbs on floors and counters. Keep unit clutter free. Clutter provides pests with places to hide and makes treatment difficult. Report any potential bedbug activity to Pest Control. If bedbugs are identified in your unit, our technician(s) will provide additional treatment and counsel you with specific details on treatment. Refrain from using used furniture from unknown sources. Used furniture from yard sales, used furniture stores, rental stores, giveaways, or discarded with trash all have potential for bedbugs.. Adam Williams-Pest Control/Inspections Coordinator
