Project Number: PL Title: Cross border environmental protection and disaster prevention in Swinoujscie and Police poviats and the town of Szczecin, and German districts of Ostvorpommern, Uecker-Randow and the town of Greifswald: stage Sector: Environment 1.4 Location: Poland, West Pomerania Province, Police Poviat, Swinoujscie, Szczecin 2. Objectives 2.1. Wider Objective: Establishment of a coherent system of hazard counteraction and prevention, and liquidation of disaster effects in Swinoujscie and Police poviats and the town of Szczecin, and German districts of Ostvorpommern, Uecker-Randow and the town of Greifswald; environmental conservation and protection of natural resources in the cross-border zone in all the poviats/districts, as well as adaptation of the National Fire Brigade capability to respond to ecological disaster to standards established in the European Union Immediate Objectives: Making the rescue/extinguishing actions more effective by shortening the approach time and reducing the equipment failure frequency Priorities of Accession Partnership and National Program of Administrative Adaptation Accession Partnership (AP) medium-term objectives: Inclusion of the sustainable development principles applied in the area of environmental protection into the conceptions and implementation of all other sector policies. Moreover, the project is in line with organisational changes in Polish National Fire Brigade and will speed up introduction of those changes in the West Pomerania region Cross border impact Implementation of this project will ensure proper environmental protection in the border zone. The project will enhance contacts between Polish and German partners in the area of disaster prevention in poviats/districts of Police and Uecker-Randow; the German part is implemented under the INTERREG nr project. The project is fully supported by the German part which has assured the Polish part of its willingness to co-operate (see attached documents). 3. Description 3.1. Background and Justification PL CBC PL/D Environmental disaster prevention Szczecin p.1

2 Social and political transformations which took place in Poland and Germany in 1989 led to natural development of co-operation between fire brigades of both countries. This process was reflected in Agreement on Poland Germany cross border cooperation during fire brigade actions in order to protect against hazards in the border region signed on 22 December After signing of the document, the German party commenced implementation of a project called Cross border environmental protection and disaster prevention in Ostvorpommern and Uecker-Randow districts and the town of Greifswald (D) and Swinoujscie and Police districts and the town of Szczecin (PL) within the framework of the INTERREG II program. In response to that action Provincial Headquarters of National Fire Brigade, Szczecin developed a compatible project, legitimacy of which was proved by financial support it obtained under the PHARE CBC Poland Germany 2000 program. The objective of both projects is to create a coherent hazard analysing system and a computer/alarm system equipped with data processing functions. But full implementation of the aforementioned objective requires replacement of the completely used up rescue/extinguishing equipment in the period of 2001 to 2004, as well as improved working conditions of the Polish National Fire Brigade poviat units. Standard service life of rescue/extinguishing equipment is: 10 years for extinguishing cars and 15 to 20 for specialised vehicles. Therefore, implementation of the 2 nd stage of the initiative called Cross border environmental protection and disaster prevention in the poviats of Swinoujscie and Police, and the town of Szczecin, and German districts of Ostvorpommern and Uecker-Randow, and the town of Greifswald should be regarded as a follow-up to the Provincial Headquarters of National Fire Brigade, Szczecin project of year The proposed project anticipates purchase of rescue/extinguishing equipment and vehicles and construction of a new building for Poviat Headquarters of National Fire Brigade, Police at Tanowska street. This task results from an appalling condition of the equipment and technical back-up facilities of the unit and poor social and living conditions in Poviat Headquarters of National Fire Brigade, Police. At present Poviat Headquarters are located in substitute premises owned by the Police Community. The premises do not meet required parameters in terms of garage spaces for fire brigade cars and have no appropriate social and office facilities. 3.2 Linked activities The project implementation is in line with provisions resulting from implementation of the INTERREG II project No The project forms a follow-up (2 nd stage) to the actions taken previously under the project called Cross border environmental protection and disaster prevention in the poviats of Swinoujscie and Police, and the town of Szczecin, and German districts of Ostvorpommern and Uecker-Randow, and the town of Greifswald cofinanced under PHARE Cross Border Co-operation Programme Poland Germany 2000 The project results from implementation of priorities defined in joint partial program JPD concerning disaster prevention and liquidation of disaster effects in the Poland- Germany border land. 3.3 Results Implementation of the program guidelines will result in establishment, in co-operation with the German partner, of a compatible early disaster warning system, and rationalisation of activities taken during joint rescue/extinguishing actions. Purchase of modern equipment will reduced the failure frequency by at least 20% and allow the units of Poviat Headquarters of National Fire Brigade, Police to get to a disaster hazard area quicker (there continues to be a hazard related to operation of Police Chemical Plant). Deployment of larger quantities of fire brigade equipment in Police will facilitate access to hardly accessible areas located on both sides of the border. Construction of the new Poviat Headquarters of National Fire Brigade, Police equipped with state-of-the-art alarm and computer systems will improve difficult working conditions of the unit stationed there and accelerate the start of rescue/extinguishing unit actions by 10% at least. 3 Implementation of the whole project will create favourable administrative conditions for introduction of the European Union acquis communautaire law in the area of environmental protection Outputs Purchase of rescue/extinguishing equipment and vehicles. Construction of a new Poviat Headquarters building for National Fire Brigade, Police along with parking spaces, exercise yard, multifunctional sports ground, and fuel and gas storage facility Inputs Due to high costs and wide scope of the project it has been divided into two parts covered by the contracts: 1. Purchase of extinguishing cars and specialised vehicles for the total amount of 1.60 MEUR. 2. Construction of Poviat Headquarters of National Fire Brigade, Police at Tanowska street plus surroundings for the total amount of 1.25 MEUR. 4. Institutional Framework: The equipment purchased under the project and the newly built Police headquarters building will be owned by the Treasury and administered by Provincial Headquarters of National Fire Brigade. Rates of Return Financial rate of return was not calculated due to a public character of the project: National Fire Brigade is fully financed from the Treasury. Economic Internal rate of return is 9.79%. Feasibility analysis was made in Investment Criteria Catalytic Effect The project has a direct impact on implementation of the assumed wider objectives. The project can be a catalyst for other projects aimed at disaster prevention and liquidation of disaster effects. Through increased safety of economic operations in the border zone, the project has a positive impact on enterprise growth in the region. This study, called Environmental Impact Assessment (EIA), was produced for conception of a project called Cross border environmental protection and disaster prevention in the poviats of Swinoujscie, Police, Szczecin (Poland), and districts of Ostvorpommern, Uecker-Randow, and Greifswald (Germany) (CBEP). Its purpose is to determine environmental burden and set guidelines for design and implementation requirements related to CBEP. Project location arrangements The list of contaminating substances presented in Appendix No 1 to decree about admissible concentrations of contaminating substances in the air issued by Minister of Environmental Protection, Natural Resources and Forestry, Thus, for the aforementioned reasons the background for other contaminating substances specified in Appendix No 1 to the said decree, items 26 to 172 is taken into consideration at the level of up to 0 % of NDS value. items 1 to 25, includes contaminating substances emitted by processes applied in case of CBEP. At the distance of x = 10 hmax there are emission sources of other organisation units which emit into the air contaminating substances similar to those listed in Appendix No 1 items 1 to 25, but there are no sources emitting substances specified in items 26 to 172. According to arrangements made in the decree issued by Minister of Environmental Protection, Natural Resources and Forestry, the admissible noise levels for potential noise emission sources located in the surroundings of the CBEP area are partially standardised. The area is classified as a farmstead region. This environmental impact assessment assumes that the noise levels are as follows: daytime for 8 least favourable hours 50 db(a), night-time for the least favourable hour 40 db(a). Location and external conditions 1. General findings concerning the proposed CBEP location: In the local spatial development plan the area is related to functioning of areas with a dominating function building development areas. The areas discussed in the analysis are not subject to historical spatial structure protection. Morphological transformations related to the CBEP area: Out-of-control anthropogenic embankments can be found there. They remained after construction activities carried out in the past, related to erection of housing buildings and organisational unit facilities and construction of the existing land development structures (utilities). Because of existing remnants of past infrastructure projects the top layer of Holocene formations in the area is mostly anthropogenic. Topographic profile deformations have a complex spatial structure: a linear character project. All that results in changed soil and water conditions. The chemical mechanism of underground waters at upper levels is distorted too, because of contamination of soil layers situated near the surface. The nearest superficial waters are out-of-class ones (the Odra river). Biogenic substance concentration levels are typical for the condition of polytrophy, excessive anthropogenic water mineralisation and bacteriological contamination can be observed. The hydrographic system of the analysed area will not be distorted by operation of CBEP. The chemical mechanism of superficial waters which receive treated sewage from CBEP will not be distorted, either. conclusions concerning localisation conditions Table No 11. The area is classified as an area situated in the downtown zone of a town with population exceeding 100,000, compact housing settlement and concentration of commercial and service facilities. Soil and water environment is contaminated from the surface. Individual compound concentrations correspond to geogenic concentrations in similar geological formations. The CBEP area is not related to underground water intake protection zone. 4. Underground waters 5. Flora No conflicts. Introduction of a joint information exchange system to be used for transmission of necessary hazard data, determination of force and resource co-operation methods, and facilitation of joint rescue actions. 2. In order to implement the project it is necessary to: Build a modern Poviat Headquarters of National Fire Brigade and equip it with appropriate computer and communication systems. Findings: Potential effects of emergency situations are hard to determine. It is necessary to establish European standards for environmental protection and disaster prevention in border areas. It is necessary to accelerate the start of rescue actions taken by specialised units. It is necessary to create a long-term environmental protection and disaster prevention system on both sides of the border in the poviats of Swinoujscie, Police, and Szczecin (Poland), and the districts of Ostvorpommern, Uecker-Randow, and Greisfwald (Germany). Determination of hazards and creation of computer-based hazard classification and notification system on the Polish side along with a quick and reliable Poland-Germany information transmission system to facilitate joint rescue actions. Create a long-term environmental protection and disaster prevention system on both sides of the border in the poviats of Swinoujscie, Police, and Szczecin (Poland), and the districts of Ostvorpommern, Uecker-Randow, and Greisfwald (Germany). Determine hazards and create a computer-based hazard classification and notification system on the Polish side along with a quick and reliable Poland-Germany information transmission system to facilitate joint rescue actions. Improve working conditions for Poviat Headquarters of National Fire Brigade due to construction of a modern headquarters building, purchase of computer hardware and means of communication, and replacement of worn rescue/extinguishing equipment; as a result the start of actions taken by rescue/fire-fighting units will be accelerated by 10 %. Purchase new specialised equipment; as a result the equipment failure frequency ratio will be reduced by 20 %. Introduce a joint information exchange system to be used for transmission of necessary hazard data, determination of force and resource co-operation methods, and facilitation of joint rescue actions. 4. In order to implement the project it is necessary to: Build a modern Poviat Headquarters of National Fire Brigade and equip it with appropriate computer and communication systems.
