Announcement of Filing Meeting Notice and Posting of the Agenda in Accordance with the Open Meeting Act. The OKEEHI Group Board of Trustees met in regular session at 10:00 a.m., June 14, 2017, at State Regents, 655 Research Parkway, Oklahoma City, Oklahoma. Notice of the meeting had been properly filed with the Secretary of State by December 15, 2016, and a copy of the Agenda posted by 10:00 a.m. on June 13, 2017, in compliance with the Open Meetings Act. a. Call meeting to order Chair Dennis Westman (MSC) called the meeting to order at 10:10 a.m. b. Approval of minutes of OKHEEI Board Meeting: Patti Neuhold (UCO) made the motion, seconded by Christy Landsaw (NSU), to approve the minutes of the May 4, 2017 Meeting. Blue Cross Blue Shield 2016 Medical Review - Marvin Bontrager (BCBS) Marvin Bontrager of BCBS went over the 2016 fully-insured OKHEEI Medical Plan. He reminded the group that members do not have an annual maximum number of mammograms that they may get, nor is there a minimum age to be covered at a preventative rate. Slide 11 The PMPM Costs are high because the overall utilization on OKHEEI plans is high in general. Slide 13 Tricia Latham (WOSC) asked for clarification on the average cost listed for specialty prescriptions. Marvin reinforced that the average price, per filled OKHEEI Specialty Prescription, is accurate at an insurance cost of $5, June 2018 NFP Presentation - Rachel Kanady (NFP), Kelley Harmon (NFP), David Spence (NFP) NFP went over the 2017 year-to-date self-insured OKHEEI Medical plan analysis and provided a projected rate increase for 2018 based on 5 months worth of data.

3 David Spence (NFP) stated the projected increase for 2018 is 8.71% if OKHEEI leaves all medical plans the same as current. This rate increase was forecasted prior to receiving the admin renewal rate, StopLoss renewal rates from SunLife and BCBS, and the Rx rebate for With those numbers, this amount will probably decrease. The 8.71% mostly represents medical trend plus a 1% increase. Slide 13 7/10 of the most utilized OKHEEI prescriptions have to do with diabetes Stop Loss Slide 14 NFP states that it would be bizarre if we hit the aggregate stop loss amount because of our size. Slide 19 If OKHEEI s Loss Ratio at the end of the year is less than 70%, SunLife will refund ½ of the amount that we are below 70%, up to 10%, back to us. Benefits of moving Stop Loss to the Administrator of the plan includes: o Getting immediate credit for reimbursement o Ease of payment o Admin doesn t question whether a claim is for a valid member they will automatically know o BCBS won t laser anyone (just like SunLife) o SunLife won t lock in our renewal rate until days out from plan renewal and BCBS will lock in the rate now. o Fee to have a file transfer from BCBS to SunLife Significant increase in renewal rate with SunLife. They will now have to pay more claims under the renewal contract, so they know the cost will increase. Renewal is based on a 24/12 contract versus a 12/12 contract as we were initially quoted for o 24/12 Claims incurred in 2017 and 2018 will be paid in 2018 Trend is part of increase Higher renewal than NFP expected, but not by a lot BCBS s Stop Loss quote is significantly less than the renewal quote with SunLife Usually, the carrier in place has the most knowledge to predict upcoming claims NFP recommends that OKHEEI moves to BCBS for 2018 Stop Loss coverage. Online Enrollment NFP cannot provide quotes for technology due to all of the facets that OKHEEI will want included and all of the decisions that need to be made Recommend forming a small group for 2019 technology discussions Fee subsidization wouldn t know actual cost until after enrollment There are free options that are very basic and OKHEEI can use for now, if wanted.

Discussion and possible action on 2018 medical and pharmacy plans Some of the OKHEEI institutions budgeted a 0% increase for 2018, so the OKHEEI Board would like to see plan design changes and the respective savings to the plan. This includes increasing deductibles, adding a CDHP, and seeing what the plan would look like if there was no increase in rates. Hoping to have something by the next OKHEEI meeting. b. Discussion and possible action on 2018 self-funded medical renewal rate Not ready yet. i. Discussion and possible action on 2018 Stop Loss insurance and renewal rates Wait until July meeting to choose between keeping Stop Loss with SunLife or moving to BCBS c. Discussion and possible action on Electronic Enrollment options for 2018 and 2019 Have benefit coordinators discuss at the coordinator s meeting on June 26 th and come back to the group with their thoughts. The OKHEEI Board s initial thought is to wait until 2019 for any type of Electronic Enrollment. 4. Status Update on ZeroCard Claims ZeroCard sent a summary utilization report on May 2, They are still working on providing a detailed report that includes member institution, procedure, procedure code, ZeroCard cost, ZeroCard admin fee, PPO Average cost, location of procedure, and savings amount. This will be used to calculate the actual savings to OKHEEI. Based on the summary report provided by ZeroCard, the estimated savings-to-date is $345,000. They are estimating that this will amount to just over $1M by the end of the plan year. Dr. David Pecha wanted Whitney Popchoke to ask ZeroCard about the contract status of the hospitals in Alva and Woodward. Tricia Latham wanted Whitney Popchoke to look into the status of the hospital in Altus. 5. Benefit Coordinator s Report Whitney Popchoke (OKHEEI) stated that the BCBS 2017 Plan Document has gone through the first review and BCBS stated they would have it back to OKHEEI for another review by the end of the month. 6.
