Year 1 will be focused on an extensive planning process to determine goals and strategies for Year 2 Year 2 will be focused on implementation of those strategies THIS APPLICATION IS FOR YEAR 1 ONLY It is not focused on programs or interventions you want to do. Contingent upon: Availability of state funds Completion of required products Approved application Financial Management Funds are reimbursed to the PACC monthly based on the Financial Status Report (FSR). PACCs are responsible for tracking their own expenditures. The NCCI Coordinating Center must approve of any changes made to a PACC s budget & budget narrative.

33 Eligibility requirements Eligible applicant organizations: 501(c)3 Local agencies, non-profit organizations Tax-exempt educational institutions Local partnerships, alliances, coalitions and collaboratives Communities recently mobilized to address local concern Existing coalitions that have not: systematically assessed risk and protective factors developed a logic model mapped out a multi-year strategic plan developed plans to evaluate and sustain their efforts Coalitions from the same community are strongly encouraged to work together to submit one application

34 Eligibility: Coordinator Sites will be required to have a dedicated coalition coordinator At least part-time (e.g., 20 hours per week) Attend and participate in ALL required trainings, TA, and evaluation

35 Ineligible sites Previous NCCI (Cohort 1 and 2) grantees Strategic Prevention Framework-State Incentive Grant (SPF-SIG) & Drug Free Community (DFC) awardees PACCs residing in the identified SPF-SIG or Drug Free Community counties may apply if they have not received SPF-SIG or DFC funding

Building individual and PACC capacity 3. Developing a strategic plan that focuses on environmental strategies 4. Implementing your evidence-based plan 5. Evaluating the plan s effectiveness

41 SPF: Assessment Describe for your community: Nature and extent of substance use problems Use data from existing sources (i.e. Pride Surveys, YRBS, focus groups, law enforcement, local health department, ER) Social, cultural and geographical factors contributing to the problems Environmental factors contributing to the problems Example: how, where, and when alcohol and drugs are available

43 SPF: Planning Demonstrate/describe your community s: Experience in developing plans for program implementation Highlight evidence-based strategies, including environmental strategies If none, explain how you will build coalition knowledge and skills in the environmental approach to ensure effective planning Previous planning efforts to: Maintain coalition activities Maintain or increase member involvement Obtain funding and/or other resources

44 SPF: Implementation Describe: Any previous efforts in implementing evidence-based, including environmental, strategies to address the substance abuse problem(s) identified. Experience involving youth, parents and the faith-based community in your implementation efforts. If none, discuss plans or opportunities to include sectors

45 SPF: Evaluation Describe: Previous efforts to assess coalition effectiveness If none, describe any efforts made by partners/ coalition members Express your commitment to participate in the NCCI evaluation, which includes a web-based system to track monthly progress

46 Program Narrative: Formatting Program Narrative (including all five required sections) Must be 2 5 pages Single-spaced Standard 12 point font (Arial or Times New Roman) 1 inch margins **Application will not be reviewed if formatting requirements are not followed.

Budget Worksheet & Narrative Total available: Up to $30,000 (includes direct and indirect) for 7/1/12-6/30/13 REQUIRED Costs to budget for: Part-time Coordinator Travel and lodging costs for up to 3 coalition members at the 4 required weeks of trainings: 3 week non-consecutive CADCA trainings 1 week Implementation & Sustainability training Follow state per diem rates provided in RFA

49 Allowable Costs Salary support and fringe benefits for other project staff Meeting costs (i.e. materials, meeting space) Planning costs Website development Telephone and postage Purchase of durable equipment (e.g., furniture, computer) Only for designated staff identified in the budget Purchases cannot exceed a total of $5,000 Must be in accordance with state budget guidelines Indirect costs of up to 10% of directs Total budget cannot exceed $30,000

50 Allowable Costs (cont.) Encouraged but not required: Travel and lodging costs to attend other trainings (with prior NCCI approval) Travel and lodging costs to attend the CADCA National Forum (February 2013; see for more details) Annual CADCA membership (NCCI will pay up to $200)

52 Budget Narrative Justify, in detail, the items listed in the budget worksheet Example: OPERATIONAL EXPENSES General Travel: CADCA Academy: 3 mbrs. x per diem ($100.25) x 14 days = $4, miles x $.555 x 3 trips = $230 Subtotal: $4,441 CADCA Forum: 2 mbrs. x food per diem ($38.75) x 4 days = $310 1 room x conf per diem (265.64) x 4 days = $1,063 2 mbrs. x airfare (approx. $250) = $500 2 mbrs x r/t airport/hotel transportation ($40) = $80 Subtotal: $1,953

53 5. Assurance and Certification Applicants are required to review and accept the Assurances and Certifications. Verify the name, address, phone number, fax number, and address of the authorizing official are correct. Individuals signing this document are agreeing to the guidelines and obligations. Required Signatures: Coalition Project Director, Host Agency Director (If different from Coalition Project Director), Fiscal Agency Director Failure to comply may result in the withholding of funds, termination of the award, or other sanctions.

Commitment to programmatic approach Evidence-based strategies to reduce illicit drug, underage alcohol use Strategic focus on environmental strategies
