1 Request For Qualifications Center Theatre Redevelopment City of Monroe, NC The City of Monroe seeks to hire a Professional/Consultant Design Team for Architectural/Engineering/Design Services (full architectural, engineering, and theatre specialty services) for the proposed redevelopment, and renovation of the historic Center Theatre. Parcel Numbers: & The City of Monroe is seeking a qualified, multi-disciplinary Professional/Consultant Design Team for Architectural/Engineering/Design services in the redevelopment, and renovation of the historic Center Theatre in downtown Monroe, North Carolina to develop design, construction documents and cost estimate. The selected Design Team will reference the Feasibility Study by Webb Management Services regarding repurposing the Center Theatre as a multi-use cultural arts venue that addresses a wide variety of community needs. The Design Team will develop cost effective solutions and plans for the space for performance opportunities to include stage design, lighting, acoustics, dressing room, loading dock and backstage needs; as a venue for community meetings, lectures, two-way video conferencing; digital cinema for movie features; provide space for ticketing and office staff; accommodate concession, liquor sales and lobby needs; and retail space and other rental opportunities. This request for qualifications will address; architectural design, structural and engineering and estimate facility cost to construct. The goal is to construct a facility to achieve self-sustainability, enhance cultural and economic vitality in the downtown and contribute to rich urban life experiences. The construction budget for the completed project is not to exceed $6 million (firm). Interested firms are requested to submit written statements of qualifications as directed in this RFQ. Page 1
2 PROJECT INFORMATION Project Overview and Description The Center Theatre is located in the 100 block of South Main Street in the heart of Historic Downtown Monroe, North Carolina. Designed by Earle G. Stillwell, Architect of Hendersonville, NC and built in the Art Moderne style it is one of the chain of Center Theatres designed by Stillwell. Art Moderne is a more streamlined style than Art Deco, the Moderne style was dominated by slick lines conveying movement, agility and speed. Having been constructed in the late 1930 s, the Center theatre opened its doors to the public with a soft opening on February 9, 1940 with the showing of Congo Maisie with Ann Southern. February 12, 1940 was Grand Opening night which featured the motion picture Remember the Night: starring Barbara Stanwyck and Fred McMurray. After years of continuous use as a movie theatre, the Center closed its doors in December of Having since been through several ownership changes and partial interior demolitions, the theatre was purchased in 2013 by the City of Monroe, Tourism Development Authority. Upon purchase the City undertook critical stabilization efforts in efforts to mothball the structure. In 2015 the City of Monroe, Tourism Development Authority purchased adjacent property to facilitate the redevelopment of the Center Theatre. The non-profit group, Center Theatre Development, Inc., has since partnered with the City to assist raising funds for repurposing of the theatre and adjacent property into a Cultural Arts Center. CTD will play a significant role in the future management and programming of the facility. All efforts to be environmentally friendly should also be considered. During this selection process, no other contact will be accepted with any member of the City. The Center Theatre will serve as a cultural arts center and is committed to promoting the fullest possible participation by all citizens in access to employment and contracts as well as in visitation. Candidates should be prepared to demonstrate how their innovations in the design of other projects have resulted in well executed, cost-effective, state-of-the-art facilities. The Selection Committee will be interested in teams with the following experience and qualifications: Page 3 Excellence in technical design and execution. Have proven capability to provide creative, functional, flexible, and technologically sound design solutions with an economy of means producing a cost effective solution within the project budget. Demonstrated relevant experience and commitment of Principal-in-Charge, Project Manager, Project Architect and other theatre professionals as required. Technical expertise in developing high quality, well-coordinated construction documents for complex projects, and excellent follow-through during construction.
4 Comparable Experience 1. Experience in recent, large and complex building projects of similar facilities and with multiple stakeholders. 2. Experience in addressing the architectural challenges of theatres and multi-use cultural arts venues that will address a wide variety of community needs. The consultant must analyze the space for performance to include stage, acoustics, lighting, seating, dressing rooms, loading dock and backstage needs; analyze the space as a venue for community meetings, lectures, and two-way video conferencing; explore multiple programming options; digital cinema for movie features; office space for ticketing and staff; concession, liquor and lobby needs; retails space and other rental opportunities. 3. Experience in working with clients from non-profit institutions and governmental entities. 4. Experience coordinating with diverse contractors and staff of a project. 5. Have demonstrated firm and individual team member capability to work creatively and sensitively within an existing, operational facility in an existing campus context. 6. Demonstrated experience adaptive re-use of an existing structure. 7. Demonstrated ability to understand the building's program and be responsive to program issues. Page 4 Demonstrated attention to problem solving. Ability to be responsive to multiple inputs in a timely fashion. Demonstrated experience with sustainable design, including completed projects that received LEED certification, or completed projects that demonstrably conserve energy and other resources. Demonstrated excellence in adhering to limited project budgets and in meeting critical schedules from design through construction. Demonstrate the availability of personnel who would be assigned to this project, based on a presentation of the current and projected workload of the firm. Selection Process The City will convene a Selection Committee. The City will contact the short-listed firms to schedule a site tour, briefing and to schedule interviews. The City may visit one or more buildings by the firm(s) and speak with past clients and/or references.
5 The City reserves the right to request any further documentation that it deems appropriate and necessary for the selection process. The City shall have no obligation to any company or firm or the successful proposer(s) unless or until the City and the successful proposer(s) fully execute a final and definitive contract between the parties and meet all City contractual and insurance requirements. SUBMITTAL FORMAT Firms submitting their qualifications for the project must follow the format below. Material must all be in 8-1/2 x 11 inch format-no foldouts. Firms may choose to submit supplemental material; such additional material will be reviewed at the option of the Selection Committee. Provide six (6) bound copies, 1 unbound copy, and a digital pdf version on disc or flash drive. Cover Letter (maximum of 1 page) Identify team Provide name of contact person, phone, , and fax Summarize qualifications most relevant to this project Relevant Firm Qualifications (maximum of 2 single-sided or one double-sided page) Firm overview and summary of qualifications that are relevant to this project Provide short, focused paragraphs by topic (i.e., building type; technical aspects; BIM, sustainability / LEED; etc.) Submit proof of North Carolina Architectural/GC and any other License required by the State. Describe the team's proximity to the project site and your ability to provide appropriate staffing on site during construction. Relevant Project Experience (maximum of 10 single-sided or 5 double-sided pages) Provide photos / illustrations and briefly state relevance of each project in regards to the criteria desired for this Project. Specify the role of the firm or individual if work was not exclusively by the firm (i.e., joint venture, association). Projects where the person who led the effort is no longer with the firm shall not be considered in the assessment of the candidate's capability. If the work was done by individuals while with other firms, this must be clearly stated. Strong preference will be given to qualifying projects done by the submitting firm, led by individuals while employed at that firm, and that such individuals shall be a part of this project team. In addition, provide a list of the following for each project: Page 5 Project name and location Beginning and ending dates of project (including construction) Size / square footage Main program elements
6 Summarize sustainable features or LEED level achieved List non-owner initiated change orders with brief explanation List contractor and engineering consultants Provide Owner name with name of contact person, telephone, and Indicate if you have had experience working as the lead consultant where there was a separate Design Architect, providing the Design Architect name and name of contact person, telephone, and . Note: Projects that are currently in design or under construction are acceptable, but completed projects may carry more weight in the evaluation. Project Team Summary (maximum of 2 single-sided or one double-sided page) Identify key team members at a minimum for the Principal-in-Charge, Project Manager, and Project Architect. For each team member: i) State their qualifications relevant to programming services and the scope of this project ii) Describe their past project roles with the specific project examples. iii) Submit key team member resumes. If you envision any unique consultants that may be required for this type of project, indicate what they might be. Legal Provide proof of your ability to comply with the following: a. Insurance Contractor shall maintain insurance policies at all times with minimum limits as follows: COVERAGE Workers Compensation MINIMUM LIMITS Statutory Limits Employers Liability $500,000 General Liability $1,000,000 per occurrence/ $2,000,000 aggregate Automobile Liability $1,000,000 Professional Liability (E & O) $1,000,000 per occurrence/ $2,000,000 aggregate Contractor shall provide the City with a Certificate of Insurance for review prior to the issuance of any contract or Purchase Order. This should be an ACORD form Page 6
7 (example attached). All Certificates of Insurance will require thirty (30) days written notice by the insurer or contractor s agent in the event of cancellation, reduction or other modifications of coverage. In addition to the notice requirement above, Contractor shall provide the City with immediate written notice of cancellation, reduction, or other modification of coverage of insurance. Upon failure of the Contractor to provide such notice, Contractor assumes sole responsibility for all losses incurred by the City for which insurance would have provided coverage. The insurance certificate shall be for the initial contract period of one (1) year and shall be renewed by the contractor for each subsequent renewal period of the contract. The City shall be named as an additional insured and it is required that coverage be placed with A rated insurance companies acceptable to the City. Statement should read City of Monroe is to be added as an additional insured as evidenced by an endorsement attached to this certificate. Failure to maintain the required insurance in force may be cause for contract termination. In the event that the contractor fails to maintain and keep in force the insurance herein required, the City has the right to cancel and terminate the contract without notice. b. Contractor shall provide proof that a Drug-Free Workplace Program is in place. c. Conflict of Interest. The applicant must identify any conflict of interest that may arise from providing services to City of Monroe. The City reserves the right: (1) to disqualify any individual or firm or reject any submittal at any time solely on the grounds that a real or perceived legal or political conflict of interest is presented; (2) to require that individual or firm to take any action or supply information necessary to remove the conflict; or (3) to terminate any contract arising from this solicitation if any such relationship would constitute or have potential to create a real or perceived conflict of interest that cannot be resolved to the City s satisfaction. Fees Submit a schedule of hourly rates by employee classification, including terms and rates of overtime for additional work if requested. References Submit four firm references and contact information for each reference. Of these, 2 should be Client references and 2 Contractor references. In addition, please provide 2 references each for the Principal-in-Charge, Project Manager, and Project Architect. Evaluation Criteria Applicants will be evaluated on their ability to demonstrate: Experience: Previous experience with location and development of cost effective solutions/plans design, preservation and rehabilitation of historic theatres. 8 Quality of Work: Previous work projects will be viewed and/or customers interviewed to determine the quality of work provided. Public Sector Knowledge: Previous experience and knowledge of current North Carolina public construction laws, bid specifications and bidding procedures. Sustainable Design: Previous experience and knowledge of sustainable design. Capacity: The ability of the applicant to undertake and complete the project within the time frame and construction budget established. Financial Statement: Submit a statement from an independent certified public accountant stating that he/she has examined the applicant s internal auditing controls. Other Information Please submit other comments or information, which the consultant would like to make a part of this proposal.
