1 Highlights Employee Parking Rules The Sarasota Manatee Airport Authority Employee Parking/I.D. Badge Office is located on the first floor of the terminal building across from the waterfall. Office hours are: Monday through Friday 8:00 a.m. to 4:30 p.m. The office is closed on holidays. The office can be reached by telephone at (941) Hangtags are issued for six-month periods, January through June, and July through December A current SRQ ID badge or an official airline ID is required in order to obtain a hangtag No person shall park a private vehicle in the Employee Parking Lot for more than 30 consecutive days The complete SMAA Employee Parking Policy, as adopted by resolution of the Authority s Board of Commissioners, follows below: SMAA EMPLOYEE PARKING POLICY PURPOSE The purpose of this policy is to provide vehicular parking for employees of airlines and other tenants who work at the Sarasota Bradenton International Airport (SRQ). The policy will help identify parking facilities for use by airport employees and the procedure for the authorization and sale of employee parking permits or access for the assigned parking areas at SRQ. POLICY Employee parking shall be provided to active employees of airline/airport tenants (Employees) who secure a local SRQ ID badge from the Sarasota Manatee Airport Authority (SMAA). Such parking privileges shall extend to those Employees who are based at SRQ (Based Employees) as well as those Employees who are not based at SRQ (usually commuting flight crew members) provided they are permanent residents of the airport's service area consisting of Sarasota, Manatee, Pinellas, Hillsborough, Polk, Hardee, Desoto, and Charlotte Counties (Non-based Employees). Employee Parking shall not be provided to retired personnel. PROCEDURES Access to the employee parking lot shall only be available by use of a preprogrammed airport D badge or a special parking card. In order to obtain a hang tag for the vehicle, each Based Employee must present a valid Airport I.D. Badge to the ID Badge/Parking Office on the first floor in the terminal. The ID Badge will be programmed by the ID Badge/Parking Office to open the parking lot gate. Authorized access to the employee parking lot will end on the hang tag's expiration date or the Employees' ID badge expiration/deactivation date, whichever shall first occur. Prompt renewal of the hangtag or ID badge will be necessary to renew access to the parking lot. Non-based Employees who are permanent residents of the airport's service area may purchase a hang tag whereupon they will be eligible to receive a parking lot access card.
2 The employee lot and hang tags are to be used only by the authorized person. Hangtags are NOT to be transferred between other Employees, spouses, friends or relatives. Valid hang tags must be displayed at al} times on vehicles parking in parking lots requiring hang tag identification by hanging it on the rearview mirror. Parking authorizations will automatically expire on the last day of the month shown on the hang tag. Ali vehicles parking in SRQ lots must be currently licensed with a valid, non-expired, license plate. VIOLATIONS AND ENFORCEMENT In order to keep our lots safe and well-maintained, we ask you to read and follow the rules below. Failure to follow these rules could result in a ticket without warning and/or towing at the owner's expense at the sole discretion of the Airport Police Department: All must display a valid parking permit (exception: motorcycles/mopeds/scooters need to register their license plate numbers at the SMAA ID Badge/Parking office). No vehicle will be abandoned or stored in the lot (for more than 30 consecutive days). No vehicle maintenance, washing of vehicle, changing of vehicle fluids or storage of such fluids will be allowed (Oil, Antifreeze, Brake Fluids, and Transmission fluids). Do not park vehicles which are leaking any fluids in the lot. Do not damage any SRQ property as this will be cause for prosecution. This will apply for any employee caught breaking the entry (or exit) gate arm(s) and/or tampering with the hang tag. Any employee parking authorization may be revoked if the interest of the Sarasota Manatee Airport Authority so requires. Vehicles which are allowed to park in the Employee Lot are limited in size to occupy one vehicle parking space and are considered the normal vehicle of transport used by the employee to/from the airport. Vehicles such as, but not limited to, campers, commercial or delivery type trucks, and vehicles with trailers are prohibited. No vehicle will park in a drive lane, fire lane, aisle, or in any manner as to obstruct traffic. Strict enforcement will be used. LOST/STOLEN/DAMAGED Lost or stolen hang tags must be reported in person to the SMAA ID Badge/Parking Office immediately. There shall be a $15.00 non-refundable replacement fee* for lost or stolen hang
3 tags. (*This fee shall be due upon replacement. It shall not be billed to your company nor waived. The replacement fee shall be subject to change without notice.) NOT SUFFICIENT FUNDS (NSF) CHECKS There will be a $20.00 charge fee per transaction on all checks returned by the bank for any reason of non-collection. EMPLOYMENT TERMINATION OR RESIGNATION: A tenant employer shall notify the SMAA D Badge Office as soon as its employee has been terminated or has resigned, so that the ID Badge Office may disable the ID badge to prevent unauthorized access to the parking lot or other restricted areas. The date of notification shall be documented in the computer system and a refund for any pre-paid unused time shall be issued. Employees shall return their hang tag to their employer, who will forward it to the SMAA ID Badge/Parking Office within 7 days of such termination or resignation. FEE STRUCTURE New Employee Procedures: new Employees shall be issued a temporary pass, valid for up to two weeks, along with a temporary access card. A hang tag shall be issued upon issuance of the ID Badge, at which point the temporary access card shall be surrendered. if an employee is terminated or resigns within the first two weeks of employment, the Airport Authority shall refund the payee in full upon proper notification. Based Employees of airport terminal tenants, in order to exercise Employee parking privileges, shall pay a fee of $60.00 (equal to $10.00 per month) for a hang tag, valid for 6 months at a time. The time periods are: from January through June 30 and from July through December 31 of each year. Every 6 months, the Employees must purchase a new hang tag to enter the parking lot. if an employee starts after January 1 or after July l, the fee will be prorated based on the month the employee purchased the hang tag, with halfmonth increments of $5.00 each. For example, if an employee starts between April and April 15, they must pay $30.00 ($10.00 each for April}, May, and June). If an employee starts between April 16 and April 30, they must pay $25.00 ($5.00 for April, and $10.00 each for May and June). Purchase of parking access on a per month basis will only be allowed for Employees who work temporary short assignments at the airport. Based Employees of non-airport terminal tenants and Non-based Employees of either airport terminal tenants or non-airport terminal tenants, in order to exercise Employee parking privileges, shall purchase a 6-month hang tag at the cost of $ (equal to $25.00 per month). Purchase of parking access on a per month basis shall also be allowed. The time periods and the prorated fee procedures are the same as set forward in the paragraph above. Motorcycle/Moped/Scooter Parking: No hang fag or sticker shall be required for any motorcycles/mopeds/scooter that constitutes the employee's secondary vehicle, provided the primary vehicle has been issued a current hang tag. However. all motorbikes shall register their license plates with the SMAA ID Badge/Parking Office. If, however, the motorcycle is the primary means of transportation, it shall be subject to the hang tag fee. The Airport Police Department shall check the parking lot(s) daily for any violation of this Parking Policy. All motorcycles/mopeds/scooters shall have valid
4 registration. If an employee already purchased a hang tag and a motorbike/moped/scooter is the employee's secondary vehicle, it shall be free of charge. Bicycle Parking: Bicycles may park free of charge in the employee parking lot. All bicycles should be secured to one of the SMA A bicycle racks in the lot and are not allowed to be secured to trees, sign poles, or other items not intended for that purpose. Payment Methods: Employees may pay for the hang tags by cash, by check, or by credit card (Visa or MasterCard only). Refunds will be issued if the hang tag is returned or notification of employment termination/resignation is received by the ID Badge/parking Office. If the hang tag was purchased by credit card, the card will be credited. The refund amount will depend on the day and month of return and will follow the same structure as described in paragraphs I and 2 of the Fee Structure. EMPLOYEE DISABILITY PARKING Any disabled employee of the Authority or its terminal tenants may receive a Disability Parking Permit. This permit will authorize the disabled employee to park in the short-term parking lot at no additional charge. Permanent and temporary disabled permits are available. Disabled Employees must still purchase a hang tag as set forth in the fee structure for both based active Employees of airport tenants and non-based airline/airport tenant Employees. Permanent Disability Parking Employees issued a valid Florida Disabled Certificate of Vehicle Registration may receive a permanent disability permit. Permits will be issued for the valid term of the disabled employee's airport I.D. badge. Upon expiration of the employee's airport I.D. badge, the disabled employee must repeat this procedure. The disabled employee will return the disability parking permit to the Airport Operations Department when the permit expires or upon termination of employment at the Airport, whichever comes first. The disabled employee must present a copy of the valid Florida Disabled Certificate of Vehicle Registration along with a current airport I.D. badge to Airport Operations. The Operations Department will prepare a GREEN Airport Disability Parking Permit. The Internal Audit Department will place a numbered validation sticker on the back of the card and the card will be laminated. The Internal Audit Department wilt keep records on ail disability validation permits issued and will provide the Parking Management Contractor with a list of these eligible Employees. Upon exiting the parking lot, the disabled employee will write his permit number on the voucher and sign it. The disabled employee must then present the voucher and the employee's current airport issued I.D. badge to the parking lot attendant. The Parking Management Contractor will not be authorized to accept disabled employee parking validations that do not follow this procedure and must report any improper attempts to validate vehicle parking by use of this procedure to the Director of Properties. The Parking Management Contractor will keep all non-revenue vouchers separate.
5 Temporary Disability Parking Occasionally, an airport or tenant employee may have a condition which inhibits his ability to walk short distances or maneuver around obstructions. In such a case and under the conditions listed below, the employee may be eligible to receive a temporary disability permit. Permits will not exceed thirty (30) days. Upon expiration of the temporary disability permit, the employee must repeat this procedure. The temporarily disabled employee will return the disability parking permit to the Airport Operations Department when the permit expires or upon termination of employment at the Airport, whichever comes first. The temporarily disabled employee must first obtain a doctor's and employer's statement requesting a temporary disabled permit. The statement must explain the nature and anticipated duration of the condition. The temporarily disabled employee will then present the doctor's and employer's statement along with a current airport I.D. badge to the Operations Department. The Operations Department will prepare a RED Airport Temporary Disability Parking The Internal Audit Department will then place a numbered validation sticker on the back of the card and the card will be laminated. The Internal Audit Department will keep records on all disability validation permits issued and will provide the Parking Management Contractor with a list of these eligible Employees. Upon exiting the parking lot, the temporarily disabled employee will write his permit number on the voucher and sign it. The disabled employee will then present the voucher and the employee f s current airport issued I.D. badge to the parking lot attendant. MISCELLANEOUS SMAA reserves the right to close or move a parking facility or lot at any time for any reason it deems appropriate. The Manager, Airport Operations at SRQ reserves the right to cancel or reassign any parking assignment. SMAA assumes no responsibility or liability for injury or damage to any person(s), vehicle(s), or property therein, while using its parking facilities. All Employees must notify the SMAA ID Badge/Parking Office if a hang tag is lost, stolen, or simply forgotten. A temporary pass will be issued for no more than one (l) day and must be displayed ai all times in the front window of the vehicle.
