1 REGISTRAR S REPORT TO COUNCIL Prepared by Charles Joyner, AScT, Registrar January, 0 This report covers the period from September 5 to December, 0 and provides statistical data for 0. Board of Examiners The fifth and final meeting of 0 of the Board of Examiners (BOE) was held in November. The BOE assesses application certification and approves registration for AScT and CTech designations. The BOE is also responsible for of 8 technical specialist designations. Implementation of the Technology Registrations Canada (TRC) online registration process continued throughout 0 with ASTTBC applicants, registration staff, file reviewers and the BOE members increasing their use of the TRC process. In 0, approximately on quarter of all applications for new members and reclassifications were processed through TRC. A comparison between December 0 and 0 of key actions taken by the Board of Examiners (BoE) for AScT and CTech registrations is presented in Table. A complete list of ASTTBC members by discipline or technical specialization is presented in Annex. The decline was partially offset by a 5. percent increase in technical specialist registrations. The number of AScT and CTech members with a technical specialist or dual designation increased by. percent in 0 compared to 0. As of December, 0, ASTTBC membership was,9 AScT or CTech and,0 Technical Specialists of which were also an AScT or a CTech. The overall change in combined membership in 0 was down by 8 members or.8 percent. The combined grand total at the end of 0 was 9,0 members. Figure illustrates the membership trends. House and Property Inspection (CHI, CPI), Building Design (CRD, RBD), Steel Detailer (ASD, CSD, RSD) and Site Improvement Surveys (RSIS).
2 Figure : Membership changes in 0 Grand Total AScT + CTech Tech. Specialists Dual Designation Practice Review Board (PRB) The PRB ended 0 with complaint files closed and in progress. The general trend has been fewer complaints received but the complexity of the complaints is increasing. In 0, greater effort was made to process complaints in a timely manner. A statistical comparison of the various types of complaints and their outcome is provided in Annex. Complaints against Registered Fire Protection Technicians (RFPT) tend to be from other RFPTs or from non-asttbc registered people working in the field of fire protection. Many of the complaints are underpinned by the competitive nature of the fire protection business. For example, in 0 the start-up of a new company in an area already serviced by well-established companies resulted in multiple complains. Such complaints typically involve business practices that breach the ASTTBC code of ethics. The technical competency of RFPTs is generally secondary to issues involving improper use of stamp or tags, reports and business ethics. Complaints involving Registered Onsite Wastewater Practitioners (ROWP) have decreased significantly during 0. A possible explanation for the reduction may be increased awareness of the responsibility that ROWPs have to comply with the policy, procedures and standards specified in the Standard Practice Manual. Another contributing factor to the improved situation is the prompt action frequently including coaching by the Manager, Onsite Wastewater Registrations. Complaints against Certified House and Property Inspectors have declined. The most likely reason for the decrease is a slower real estate market with fewer houses being sold. In the last quarter of 0, complaints involving CHI or CPI were being investigated by Ken Mayo, CHI with the assistance of Peter Link, CTech, CPI. This change in duties was to increase ASTTBC staff capacity in managing the Property Inspection Certification programs and to allocate additional resources to develop new programs and services for members. Technical Specialist Boards Construction Safety Registrations in the Construction Safety (CSO and TSC) designations increased from 8 to or. percent in 0. An outline agreement has been reached with the BC Construction Safety Alliance regarding the future of the CSO and a cooperative management of construction safety certifications in British Columbia. A separate report has been submitted to Council for the January 0 meeting.
3 Fire Protection Certifications Board In 0, the number of municipalities that have enacted a bylaw requiring all inspection and testing of fire protection systems and apparatus to be done by ASTTBC Registered Fire Protection Technicians increased from to 8. An advocacy campaign directed at all Fire Chiefs and Chief Fire Prevention Officers in British Columbia will continue in 0. The number of RFPTs increased.9 percent from 5 to 90 in 0 and is likely to continue through 0. The fire alarm (AL) and emergency lighting (EM) disciplines frequently involve inspection and testing of equipment connected to an electrical supply. RFPTs with the AL and EM disciplines will be required to apply for Electrical Work Practitioner (EWP) certification in 0. The EWP certification requirement is province-wide and is expected to result in increased demand to register with ASTTBC. The RFPT Board has submitted to Council recommended policy adjustments that: i) Will remove reference to manufacturer training as meeting the education requirements; ii) Change the number in fire alarm systems that need to be inspected and tested to 0, currently it is non-zones and/or 0 zones systems, this is confusing when you trying to determine nonzones versus zoned; iii) Interim certification currently requires the technician to complete education requirements within years. Added to this requirement is that if the technician does not complete the required education in years he or she reverts back to Trainee; and iv) Reinstatement, limit the time allowed for reinstatement to a maximum of years beyond which the technician needs to write the challenge examination in each discipline he or she is reinstating in. This requirement will ensure that the RFPT will be competent in current inspection and testing of fire protection equipment and systems. Property Inspection Certification In 0, the number of CHI and CPI registrants declined 5.8 percent from 90 to 9. The decline coincides with the reduced number of house and property sales in BC. Offsetting the demand for inspections is a new regulation by the BC government requiring strata properties to contract a qualified person to prepare a depreciation report that includes estimates of reserve funds for repair and replacement of assets. In September 0, Council approved in principle, the Registered Reserve Fund Analyst (RRFA) designation. At the same time, increased mandatory requirements for CHI and CPI were introduced for all new applicants effective January 0 and for existing CHI and CPI by January 0. News of the mandatory requirements raised concern with some existing members who questioned the process and the content of the changes. A review of the certification requirements and revision to future decision making for Property Inspection matters have been completed and submitted to Council for the January 0 meeting. A significant change in the policy is proposed establishment of a Property Inspection Certification Board (PICB). The Board will set standards for certification, evaluate applications, certify members for registration and advise on Property Inspection policies. Onsite Wastewater Practitioners In 0, the number of Registered Onsite Wastewater Practitioners (ROWP) increased slightly from 5 to 5 (.%). Concern over the assessment of applications based on experiential learning rather than education or training programs has led to the possibility of preparing competency-based challenge exams. Requests for transfer of membership to BC from other provinces in Canada is governed by Transfer in Labour Mobility Agreement (TILMA) however, understanding the BC Public Health Act Sewerage System Regulation and the Sewerage System Standard Practice Manual is essential for ROWPs practicing in BC. A challenge exam on the BC-specific conditions would ensure that ASTTBC is doing due diligence in the certification and registration of ROWPs. New Electrical Work Practitioner Certification Board (EWPCB) In 0, significant progress was made on the Electrical Work Practitioner certification program. The original implementation committee was transformed to become the new EWPCB, consultations with key
4 stakeholders were held and administrative processes are ready to receive applications. Martin Mac Gregor, AScT, CPI has agreed to manage the EWP program that includes the preparation of challenge exams for the three certificates (EL, EL and FP). A communication strategy has been developed and the program will be launched in February 0. Special Projects Technology Registrations Canada (TRC) In November 0, the third revision or update to the TRC online application process was launched. The updated TRC incorporates recommended improvements to functionality and clarity of content that were identified by TRC users. Launching of the third revision was a project milestone as development of the software is not complete. ASTTBC is now the system administrator for TRC. The online registration system was designed for use by any of the 0 provincial associations. In addition to ASTTBC, six other provinces have expressed interest and are exploring with their respective Boards the use of TRC. Asia Pacific Gateway This project with funding assistance provided by the BC Ministry of Jobs Tourism and Innovation is exploring development of a model to improve the recognition of foreign credentials of internationally trained persons applying for ASTTBC certification and registration. The Philippines is the focal country and civil, electrical / electronics and mechanical technology are the selected disciplines. In November 0, ASTTBC organized and conducted a one-week site visit to the Philippines for discussions with education providers, accreditation authorities and other agencies involved in ensuring the quality of technically qualified persons especially those considering immigration to Canada. Four of the 0 provincial associations (BC, Alberta, Manitoba and Ontario) representing 90 percent of registered technologists and technicians in Canada participated at their own cost. The key recommendations from the site visits and discussions are as follows: The ASTTBC Board of Examiners and similar authorities in other Provincial Associations should be encouraged to acknowledge as significantly equivalent the academic qualifications of graduates from B.Sc. engineering degree programs that have been CHED accredited as Centers of Excellence (CoE) or as Centers of Development (CoD) in the Philippines. Continue dialogue and cooperation with Citizenship and Immigration Canada to remain current with the latest changes in the immigration application process for skilled persons. This includes recent initiatives to establish a mechanism to evaluate credentials for equivalency to Canadian standards. ASTTBC should Include in the communication distribution lists the ACCC CIIP Program Director and Field Office Managers for information pertaining to skill shortages, certification requirements and process, the internationally trained professional mentoring program and other services to assist immigrants to integrate into the Canadian work force.
