2 1. How many representatives can attend the Mandatory Pre-Proposal Conference? There is no limit. We ask that you let us know the number of attendees so that we can assure that there is adequate seating for everyone. 2. Will it be a neutral host solution or single carrier system? It will be a Neutral Host solution. 3. Who is paying for the system? Tarrant County is paying for the DAS system. 4. Which head-end OEM is preferred? We have no preference. 5. Fiber provided to each IDF closet? Multi-Mode 50 micron OM3 fiber with LC (UPC) connectors. If your solution requires a connector other than the existing LC, you are required to re-terminate the fiber to use a different connector. 6. How many employees will office at this building? Approximately one hundred thirty-five (135) Tarrant County employees will be moving into the building initially, with future expansion area for sixty-six (66) additional employees. 7. Is the project budgeted? If so, how much? Yes. This project is part of the construction budget and an exact amount has not been determined. RFP NO PAGE 2 OF ADDENDUM NO. 1 FEBRUARY 27, 2015
3 8. Who is the incumbent supplier of this service? There is no incumbent. 9. Has the cell carrier approved the use of frequencies for the DAS? No. 10. The baseline data and summary document does not provide actual signal readings for the cellular carriers but highlights the coverage inside the building as being marginal to poor in most areas of the building for all cellular carriers which would potentially translate into -95dBm coverage or worse. In Section 1.B under the SOW, the coverage requirements for the cellular carriers must be certified at - 75dBm or better throughout the facility. The industry standard for commercial DAS is for all carriers which would typically overcome the macro. Since the ambient signal penetration from the macro cell sites in the Tarrant County building vicinity is mostly blocked off due to the thick masonry and stone exterior of the building, the -85dBm signal level would potentially provide the 10dB dominance needed to overcome the ambient signal from the macro environment. Is the industry standard of 95% coverage requirement acceptable for the Tarrant County DAS? No. 11. Is LTE 900 required? If so, what is the coverage requirement for 800/900 LTE? Is the coverage requirement RSRP or RSSI? Yes. Page 11, section II.D.2.c.1.d. calls for LTE 800/900 support. Page 12, section II.D.2.i.1. calls for the following Wireless Operator Services (70 MHz/Cell/PCS/LTE/AWS) shall be <-75 dbm> or stronger within 90% of the specified coverage areas for all systems, services, applications, and/or technologies. Use RSSI. 12. What is the coverage requirement for AWS LTE? Is it RSRP or RSSI requirement? RSSI. RFP NO PAGE 3 OF ADDENDUM NO. 1 FEBRUARY 27, 2015
4 13. Is there available single mode fiber for the DAS in each MDF/IDF? If so, how many strands are available? No. If your solution requires single mode fiber, your solution should include the installation of that single mode fiber. 14. Under the possible pricing options, is the County open to a bid that contains a $0 cost option for the four (4) carrier DAS?? Yes. 15. Is the County open to a bid that includes a C-RAN design to conserve space and energy consumption within the property itself? Possibly, if it meets the requirements of the RFP and the Carriers are willing to connect to it. 16. Will there be power available in the IDFs? If so, what are the safe estimates? For example, can the contractor assume there will be a least 120V/20A of power in the IDFs? Yes. There will be available output connections on the IDF UPS s that are NEMA 5-20R. 17. Is there single-mode fiber available, and what type of terminations are there for this fiber? No. If your solution requires single mode fiber, your solution should include the installation of that Single Mode fiber. 18. What is the maximum occupancy of the building? According to the Life Safety Plan, the Building Occupancy is 3,038. RFP NO PAGE 4 OF ADDENDUM NO. 1 FEBRUARY 27, 2015
5 19. Can the contractor assume that cell phones are not allowed to be used in the court rooms during trials and hearings? That is likely a safe assumption during trials and hearings. We are not asking you to engineer a solution that prevents cell phones from working during a trial or hearing. 20. Have the wireless carriers AT&T, Verizon, Sprint, and T-Mobile been engaged by the County in providing service on a DAS within this building, and if so, what have been their respective responses? We have had discussions with both AT&T and Verizon. Both have been reluctant to fund a Neutral Host DAS solution for the building. 21. Was any uplink testing conducted on the Public Safety and Facilities radios? The provided Black Box baseline study included testing for the Public Safety and Facilities Department radios. Informal testing was also done with portable radios. The results were that the radios were able to transmit and receive on Floors 3 through 6 in almost all areas where we tested. Radios were able to transmit and receive on Floor 2 in some of the areas tested. Floor 1 and Basement were not able to transmit and receive in most areas where we tested. 22. In relation to the 40 channel topic discussed at the site walk, what channels does the County intend on using in the new building? Tarrant County is a subscriber on Fort Worth s 40 channel trunking radio system. We could operate on any of the 40 channels. 23. Only the Prime Contractor the respondent signing the proposal must submit to the County with their proposal a copy of the required insurance documentation, correct? The subcontractors can turn over their required insurance documents after award, correct? The Prime Contractor should submit proof that they have the required insurance with their RFP response. Prior to an award recommendation, Tarrant County Purchasing will ask for the official insurance documents meeting the requirements in the RFP. RFP NO PAGE 5 OF ADDENDUM NO. 1 FEBRUARY 27, 2015
6 24. Will a copy of the sign-in sheet be posted? No. The list of firms who attended the Mandatory Pre-Proposal Conference has been posted to the Tarrant County website. 25. Please specify exact Tx and Rx frequency pairs that will be used inside of the building (for private licenses only)? 7 Tarrant County Facilities Department Frequency Pair MHz MHz 26. Do all commercial options need to be repeated (i.e. Cellular, PCS, LTE, AWS)? Yes. See page 11, section II.D.2.c Please provide as much frequency and user detail as possible to define which applications and users will be impacted by the MHz bandpass? Please see response to Question #25 of this Addendum No. 1 for the Tarrant County specific frequencies used on this system. The 800 MHz trunking frequencies are used by the Tarrant County Sheriff s office, Constables, DA Investigators, and Court security officers. The 450 MHz UHF frequencies are used by the Tarrant County Facilities department. All other frequencies in the bandpass are for commercial cellular carriers. 28. Were the drawings for the basement level provided? Yes. The basement drawings were included, it is labeled B What are the job site work hours? The job site hours are 6:00 A.M. to 4:00 P.M. Monday through Saturday. Extended hours are allowed with prior notification. 30. Where will the roof penetrations be? The roof penetrations will be above the 6 th floor South IDF closet. 31. The 6 th floor has no cable tray. What do we use to route cable in the future plenum space? You, the contractor, will need to provide pathway and J-hooks for the 6 th floor expansion area. 8 32. Which floor is the MDF closet on? MDF closet is on the 1 st floor South side room 1186 on the provided plans. 33. Much of the basement level has no suspended ceiling. Do we need to provide conduit in open spaces such as those above parking spaces? Yes. EMT conduit should be used for cabling runs in those spaces. 34. It was mentioned in the walkthrough to avoid attaching anything to the two-foot beams that run the length of the building on each floor. I just want to confirm that attachments to the slab are permitted, (for installing J-hooks or conduit for example), correct? Correct. Attaching anything to the two-foot beams is not permitted. 35. Is there a written protocol for handling ceiling tiles? No, but as mentioned in the walk-through, clean new gloves should be used and special care taken when handling ceiling tiles. As stated in the RFP, you (the contractor) are responsible for any damage caused to the building which includes ceiling tiles. 36. Where will the donor antennas, for the 800 and 450 MHz, be located on the building? Donor antennas will be located on the mechanical penthouse roof on the South side of the building. Antennas are to be attached to the parapet wall above the penthouse. Tarrant County will provide three 2-inch roof penetrations to access this location from the 6 th floor South IDF closet. 9 SPECIAL TERMS AND CONDITIONS OF THE CONTRACT MINIMUM INSURANCE REQUIREMENTS: A. The Respondent shall take out, pay for and maintain at all times during the prosecution of the work under the contract, the following forms of insurance, in carriers acceptable to and approved by Tarrant County: 1. Worker s Compensation statutory 2. Employer s Liability $500, Comprehensive Commercial General Liability: a. Bodily Injury/Personal Injury $1,000,000 per occurrence $2,000,000 aggregate b. Property Damage $1,000,000 aggregate 4. Professional Liability / Errors and Omission $1,000,000 $2,000,000 aggregate B. The County reserves the right to review the insurance requirements of this section during the effective period of the contract and to require adjustment of insurance coverage and their limits when deemed necessary and prudent by the County based upon changes in statutory law, court decisions, or the claims history of the industry as well as the Respondent. C. Required Provisions: 1. Proof of Carriage of Insurance - All certificates of insurance will be required in duplicate and filed with the Purchasing Agent and the Budget and Risk Management Department at 100 East Weatherford Street. 2. All policies supplying required coverages shall contain endorsements providing Tarrant County with an unconditional thirty (30) days written notice of cancellation. Tarrant County must be notified in writing of any major change in policy conditions or coverages. 3. As to all applicable coverage, Tarrant County and its officers, employees, and elected representatives shall be specifically endorsed onto the policies as an additional insured. A blanket additional insured endorsement will not satisfy this requirement. Contractor/vendor must provide verification that additional insured requirements can be met prior to commencement of contract. 4. All copies of the certificates of insurance shall reference the project name and RFP number for which the insurance is being supplied. 5. The Respondent agrees to waive subrogation against Tarrant County, its officers, employees, and elected representatives for injuries, including death, property damage, or any other loss to the extent the loss, if any, is covered by the proceeds of insurance. 6. The Respondent/Vendor is responsible for making sure any sub-contractor(s) performing work under this agreement has the required insurance coverage(s) and supplies Tarrant County with the proper documents verifying the coverage. 10 PROPOSAL FORMS/DOCUMENTS CHECKLIST Indicates Compliance A check mark ( ) in the space provided indicates these forms/documents have been completed and are included in your proposal package. The original and two (2) copies of all forms/documents should be submitted. Failure to check all items could result in rejection of the entire bid. All deviations from specifications must be documented separately and included with bid package. 1. Vendor References. Respondent has provided three (3) references, other than Tarrant County. References must be able to verify the quality of service your company provides and that your company has completed a project of similar size and scope of work to this proposal. 2. Signatures. All forms requiring a signature must be signed. Proposals not signed will not be considered for award. 3. Proposal Forms. All sections of Proposal Forms have been completed. 4. Pricing Forms. (Pages 34 and 35) have been placed in a separate, sealed envelope and clearly marked with the proposer s name and RFP number. 5. Insurance Certificates (If required). Respondents must submit all Insurance Certificates and endorsement verification prior to commencement of contract. If no insurance requirements specified, mark N/A. 6. Addenda. When applicable, Respondent acknowledges receipt of all addenda and has included the signed Addenda cover pages and any revised Proposal Forms in their proposal package. 7. It is the Respondent s sole responsibility to print and review all pages of the proposal document, attachments, questions and their responses, addenda and special notices. The Proposal Signature Form must be signed and returned. Failure to provide signature on this form renders proposal non-responsive. Failure to complete and the submission of all required forms, including but not limited to the Proposal Signature Page, Reference Page, Certification of Eligibility, Checklist, Questionnaires (when applicable), Addenda (including revised forms), and any other specified forms or documents will be grounds for rejection of entire proposal. 8. Accuracy for all mathematical and number entries is the sole responsibility of the respondent. Tarrant County will not be responsible for errors made by the respondent.
