2 2 DCD/DAC/STAT/RD(2018)2/RD1 CHANGES TO THE DAC STATISTICAL COLLECTIONS TO BE IMPLEMENTED IN 2018 AND THEREAFTER Introduction 1. Recent decisions by WP-STAT and the DAC have resulted in a number of changes in DAC/CRS data collections. This document highlights agreed changes that will govern reporting in 2018 on 2017 data and lists several modifications for future years. The changes described in this document are incorporated into the new version of the directives [DCD/DAC/STAT(2018)9/FINAL, DCD/DAC/STAT(2018)9/FINAL/ADD1 and DCD/DAC/STAT(2018)9/FINAL/ADD2]. Given the number of modifications that are to be implemented in the DAC statistical systems in 2018, the Secretariat has compiled a summary of all the forthcoming changes. Section 1 presents changes affecting 2018 reporting on 2017 data; Section 2 presents proposed changes for future reporting that shall take effect after All information or codes which no longer exist and should not be used in 2018 reporting on 2017 flows are marked in the document with a strikethrough, e.g Underlined text shows the new additions since the previous version of the directives. The revised directives 3. The updated 2018 version of the directives approved by members are valid for 2018 reporting on 2017 data only. A summary of the changes in these directives was presented to the WP-STAT at its informal meeting in January 2018 [see DCD/DAC/STAT(2018)11].
3 1. Changes affecting reporting in 2018 on 2017 data DCD/DAC/STAT/RD(2018)2/RD Revisions to the DAC statistical classifications 4. This section highlights changes in reporting that affect DAC and CRS statistical classifications Modifications in tables DAC 1 and DAC 2b 5. In the table DAC 1 under II. Other Official Flows, an additional row was created (row code 2999), concerning Other loan repayments, in order to record repayments on loans rescheduled in previous years, where the relevant types of aid of the original loans are unknown. II. OTHER OFFICIAL FLOWS Other loan repayments In table DAC 2b several new columns were added. Columns 298 and 295 were created to make a distinction between offsetting entries for OOF claims and export credits. Columns 255 and 250 were added to be able to calculate total net OOF and total net officially supported export credits. In July 2016, the WP-STAT agreed to introduce the reporting of multiple purpose codes in the CRS, to be implemented in 2018 on 2017 flows, with a trial period of three years [see DCD/DAC/STAT(2017)5/REV1]. 8. It was decided to: Limit the number of purpose codes that can be assigned to an activity to 10. Attribute a percentage of the project s global amount to each purpose code; the sum of all percentages for each project must be 100%.
4 4 DCD/DAC/STAT/RD(2018)2/RD1 Collect data on multiple purpose codes and the corresponding percentages (with maximum one decimal) in the field 15 Sector/Purpose codes and corresponding shares using either: o o a string that can be parsed (E.g : : : :10.5 ), or an XML string (e.g. <sector><sector code= percentage= 39.5 /><sector code= percentage= 30 /><sector code= percentage= 20 /><sector code= percentage= 10.5 /></sectors> 9. In cases where projects may be assigned more than 10 purpose codes in members internal systems, the activity can be report in one of the following ways: split the project into 2 (or more, if appropriate) lines, or report on the first 9 purpose codes and apply the remaining share of the project to the 10th purpose code New CRS purpose code for Remittance facilitation, promotion and optimisation 10. A new CRS purpose code for Remittance facilitation, promotion and optimisation [see DCD/DAC/STAT(2016)13] is introduced starting from 2018 reporting on 2017 data. Purpose code Description Clarifications / Additional notes on coverage Remittance facilitation, promotion optimisation and Includes programmes aiming at reducing the costs of transferring remittances, incl. sending, transmission and receiving costs, and programmes encouraging remittances and/or increasing their developmental impact. Support to statistical capacity building aiming at improving data on remittances is recorded under code Research on the development potential of remittances is recorded under code RMNCH marker 11. The policy marker for reproductive, maternal, new born, and child health (RMNCH), was originally based on a marking system with five scoring values, differing in structure and treatment from the other policy markers. After several years of trial period, it was decided in June 2017 to incorporate the RMNCH marker in the standard CRS data collection (item 23b), but to align the scoring system to that of the other policy markers, i.e. with 3 possible scores: 0, 1 and However given the existing quantitative targets against this topic, it is planned to analyse in more depth the relevance of applying a more granular scoring system in view of better quantifying this policy marker data. The Secretariat s review of policy markers (see DCD/DAC/STAT(2018)2) will look more in detail into this issue.
5 Changes within channel codes for private sector institutions DCD/DAC/STAT/RD(2018)2/RD In July 2016, a new channel category relating to private sector institutions (category code 60000) was agreed and the data collection for these new channels started with 2016 data. 14. This category includes all for-profit institutions, consultants and consultancy firms that do not meet the definition of a public sector institution (for channel category 10000). Sub-categories further distinguish between private sector in provider country (61000), private sector in recipient country (62000) and private sector in third country (developing country, high income/oecd country) (63000). 15. Within this channel code category several modifications were agreed by members in September 2017 under written procedure for implementation starting with 2017 flows, as presented in table 1.1 below.

7 Amounts mobilised from the private sector DCD/DAC/STAT/RD(2018)2/RD Data on amounts mobilised from the private sector by official development finance interventions have been collected through the CRS as of 2016 data. However, for reporting 2017 flows, the scope of the measure has been expanded to cover additional leveraging instruments, namely credit lines and direct investment in companies. The methodologies to calculate the amounts mobilised by these two new instruments are described in Annex 6 of the Directives. In addition, the codes relating to the origin of the funds mobilised (CRS item 43c.) have been adjusted to avoid overlap. These changes imply the introduction of some new codes in fields 43a. and 43c. - see below. 43a. Leveraging mechanism and role/position 43b. Amounts mobilised from the private sector (new) 43c. Origin of the funds mobilised 1=Syndicated loan, arranger 2=Syndicated loan, participant 3=Common shares in flat collective investment vehicle 4=Shares in the riskiest tranche of structured collective investment vehicle, first-loss shares and others (e.g. lock-up shares) 5=Shares in the mezzanine/senior tranche of structured CIV 56=Guarantee/insurance 7=Direct investment in companies, equity 8=Direct investment in companies, mezzanine/senior debt 9=Credit lines As defined in Annex 6 of Module B. Use the currency indicated in item 32. 1=provider country 2=recipient country 3=third high income/oecd country 4=other third developing country 5=multiple origins Annual modifications of Annex Proposals for modifications to the Annex 2 List of ODA-eligible International Organisations will be up for decision during the annual review of the List at the June 2018 WP-STAT meeting. Changes that are approved will take effect immediately for reporting on 2017 flows. 18. Annex 2 is available at: and will be updated to reflect changes agreed at the WP-STAT meeting in June Reporting instructions DAC List of ODA Recipients 19. At its meeting in September 2017, the DAC decided to remove the retroactive effect of decisions on graduation and extended the DAC List of ODA Recipients for 2014, 2015 and 2016 flows another year to cover 2017 flows.

Changes to the List agreed during the triennial review that took place in November 2017, will apply as from 1 January 2018 see item 2.1 in the section Changes for future reporting of this paper Changes for in-donor refugee costs 21. The 2017 DAC High Level Meeting endorsed five clarifications to the reporting directives on in-donor refugee costs and encouraged members to start applying them to their calculations for reporting on 2017 ODA (or by 2019 at the latest), according to the work plan presented in the document DCD/DAC/STAT(2018) Following these changes, the directives have been revised in Chapter 2 - section II.6 and a new annex 17 has been added. 23. The five clarifications concern: i. Rationale for counting in-donor costs as ODA: Underlines that refugee protection is a legal obligation and that providing assistance to refugees may be considered a form of humanitarian assistance. ii. Eligible categories of refugees: States that categories must be based on international legal definitions. Asylum seekers and recognised refugees are covered. iii. The 12-month rule : Reaffirms that beyond 12 months, expenditures are outside the scope of statistics on international flows. iv. Eligibility of specific cost items: Explains what cost items may or may not be included in reporting, e.g. temporary sustenance (food, shelter, training) is eligible but not costs for integrating refugees into the economy of the donor country. v. Methodology for assessing costs: Emphasises the need for a conservative approach that is accurate and transparent. 24. On the basis of additional comments from members, a formal proposal for disaggregated reporting will be submitted for approval at the June 2018 WP-STAT meeting.
9 2. Changes for future reporting DCD/DAC/STAT/RD(2018)2/RD DAC statistical collections change continuously to be able to capture data that better reflect changing policy needs. There are ongoing discussions to better align current CRS classifications with SDGs, which may result in certain modifications to CRS markers, channel codes, purpose codes and possibly a new SDG field DAC List of ODA Recipients 26. At the time of the last triennial review of the List, the DAC decided that Chile, Uruguay and Seychelles would graduate on 1 January The new list will govern reporting on aid for 2018, 2019 and 2020 flows and is based on the 2016 World Bank income group classification. It is available at: In 2017, the DAC agreed to defer decision on graduation of Cook Islands until more accurate GNI estimations are available. A review of Cook Islands will take place in the first quarter of The DAC s decision to remove the retroactive effect of decisions on graduation will also apply to the Cook Islands if it fulfils the criterion for graduation when it is reviewed in Policy markers Policy marker for Disaster Risk Reduction (DRR) 29. The June 2017 WP-STAT discussed the creation of a Disaster Risk Reduction (DRR) marker [see DCD/DAC/STAT(2017)26], which was approved under written procedure. The marker will take effect for 2019 reporting on 2018 flows Policy marker to track aid to persons with disabilities 30. A proposal for the policy marker to track aid to persons with disabilities [see DCD/DAC/STAT(2018)39] was sent to members for approval under written procedure in May and depending on the outcome may be approved prior to the June 2018 WP-STAT or if needed discussed further at the meeting Policy marker for nutrition 31. A proposal for the policy marker to improve transparency and accountability on nutrition [see DCD/DAC/STAT(2018)38] was sent to members for approval under written procedure in May and depending on the outcome may be approved prior to the June 2018 WP-STAT or if needed discussed further at the meeting.
10 10 DCD/DAC/STAT/RD(2018)2/RD Purpose codes Purpose codes related to investment 32. Two new purpose codes (25030, 25040) and modification or clarification of coverage of existing codes (15110, 15125, 15142, 25010, 32130) related to investment were approved for 2019 reporting on 2018 flows. For detailed changes and final presentation of the codes see Table 1 in the document DCD/DAC/STAT(2017)18. The changes concern: Removing specific areas related to investment covered in purpose code Public sector policy and administrative management and move them to separate codes by converting budget identifier voluntary codes to official purpose codes for Public procurement and Macro-economic policy. Splitting Business Support Services and Institutions into: Business Policy and Administration and Business Development Services. New code for Responsible Business Conduct. Editing clarification notes of code SME Development Purpose codes for Noncommunicable diseases 33. A new sub-sector on Noncommunicable diseases (NCDs) will be introduced - see DCD/DAC/STAT(2017)17/FINAL. It covers 6 new purpose codes (see Table 2.1), and modification of coverage of existing codes: 11230, 12110, 12182, 12191, and These changes were approved for 2019 reporting on 2018 flows. Table 2.1. Purpose codes for Noncommunicable diseases Purpose Description code NCDs control, general Tobacco use control Control of harmful use of alcohol and drugs Promotion of mental health and well-being Other prevention and treatment of NCDs Clarifications / Additional notes on coverage Programmes for the prevention and control of NCDs which cannot be broken down into the codes below. Population/individual measures and interventions to reduce all forms of tobacco use in any form. Includes activities related to the implementation of the WHO Framework Convention on Tobacco Control, including specific high-impact demand reduction measures for effective tobacco control. Prevention and reduction of harmful use of alcohol and psychoactive drugs; development, implementation, monitoring and evaluation of prevention and treatment strategies, programmes and interventions; early identification and management of health conditions caused by use of alcohol and drugs [excluding narcotics traffic control (16063)]. Promotion of programmes and interventions which support mental health and well-being resiliency; prevention, care and support to individuals vulnerable to suicide. Excluding treatment of addiction to tobacco, alcohol and drugs (included in codes and 12330). Population/individual measures to reduce exposure to unhealthy diets and physical inactivity and to strengthen capacity for prevention, early detection, treatment and sustained management of NCDs including: Cardiovascular disease control: Prevention, screening and treatment of cardiovascular diseases (including
11 DCD/DAC/STAT/RD(2018)2/RD1 11 hypertension, hyperlipidaemia, ischaemic heart diseases, stroke, rheumatic heart disease, congenital heart disease, heart failure, etc.). Diabetes control: Prevention, screening, diagnosis, treatment and management of complications from all types of diabetes. Exposure to physical inactivity: Promotion of physical activity through supportive built environment (urban design, transport), sports, health care, schools and community programmes and mass media campaign. Exposure to unhealthy diet: Programmes and interventions that promote healthy diet through reduced consumption of salt, sugar and fats and increased consumption of fruits and vegetables e.g. food reformulation, nutrient labelling, food taxes, marketing restriction on unhealthy foods, nutrition education and counselling, and settings-based interventions (schools, workplaces, villages, communities). Cancer control: Prevention (including immunisation, HPV and HBV), early diagnosis (including pathology), screening, treatment (e.g. radiotherapy, chemotherapy, surgery) and palliative care for all types of cancers. Implementation, maintenance and improvement of cancer registries are also included. Chronic respiratory diseases: Prevention, early diagnosis and treatment of chronic respiratory diseases, including asthma Research for prevention and control of NCDs Excludes: Tobacco use control (12320), Control of harmful use of alcohol and drugs (12330), research for the prevention and control of NCDs (12382). Research to enhance understanding of NCDs, their risk factors, epidemiology, social determinants and economic impact; translational and implementation research to enhance operationalisation of cost-effective strategies to prevent and control NCDs; surveillance and monitoring of NCD mortality, morbidity, risk factor exposures, and national capacity to prevent and control NCDs Changes for Basic nutrition, School feeding and Food security 34. Changes to modify the coverage of purpose code Basic nutrition to remove "school feeding" and "household food security" which are not typically considered nutrition-specific and create new purpose codes Household food security programmes and School feeding were approved for 2019 reporting on 2018 flows [DCD/DAC/STAT/RD(2017)11]. 35. There is also a new proposal by FAO to be discussed which includes a proposal to move Household food security programmes under the Other multisector category (430xx) [see DCD/DAC/STAT(2018)40]. The FAO proposal will be presented at the June 2018 WP-STAT meeting (see section of this document for further elements of the proposal) Purpose codes related to Humanitarian Assistance 36. A proposal to modernise the purpose codes related to humanitarian aid was approved for 2019 reporting on 2018 flows under written procedure in April 2018.
12 12 DCD/DAC/STAT/RD(2018)2/RD1 It covers two new purpose codes, the deletion of 2 existing ones and modification of the coverage of existing codes 72010, 72040, and for details see Table 1 in the document DCD/DAC/STAT(2018) Purpose code for Facilitation of orderly, safe, regular and responsible migration and mobility 37. A proposal for a new purpose code for Facilitation of orderly, safe, regular and responsible migration and mobility [see DCD/DAC/STAT(2017)23/REV3] was submitted to members for approval under the written procedure by 8 June The outcome of the written procedure is not yet known at the time of writing this paper, but the purpose code may be implemented as from 2018 reporting on 2017 flows (2019 on 2018 flows at the latest) Purpose codes to improve the Decent Work Agenda 38. The Decent Work Agenda (DWA) is an integral component of the 2030 Agenda for Sustainable Development, with a dedicated SDG (Goal 8) and corresponding targets. A proposal for updated CRS purpose codes was sent to members for approval under written procedure in May [see DCD/DAC/STAT(2018)37] and depending on the outcome may be approved prior to the June 2018 WP-STAT meeting or if needed discussed further at the WP-STAT FAO proposal to update the purpose codes on Food Security and Agriculture 39. At the June 2018 WP-STAT meeting FAO will present the paper DCD/DAC/STAT(2018)40 concerning: a) introduction of a new purpose code in sector 430 for Food security policy and administrative management and deletion of code (referred to already in the section of this document). b) introduction of a new purpose code in sector 430 for Food safety and quality. c) updating of coverage notes of purpose codes and in relation to the Human- Animal-Ecosystem Health Management interventions. d) updating of coverage notes for purpose codes and to better specify food aid and emergency food aid programmes. e) updating of the coverage notes of purpose codes in sector categories Agriculture (311), Forestry (312) and Fishing (313) interventions. 40. The proposal was submitted to members for approval under the written procedure for comments by 8 June The outcome of the written procedure is not yet known at the time of writing paper New field on SDGs in CRS 41. Since 2015, the OECD/DAC has been working to improve the tracking of development finance in support of the 2030 agenda. A proposal to introduce a new voluntary field in the CRS to indicate the SDG focus of development co-operation activities will be discussed at the June 2018 WP-STAT meeting for further details see DCD/DAC/STAT(2018)41.
