INTRODUCTION: The Non-Academic Staff of IIT Madras are integral to achieving the Institute s goals of excellence in Academics & Research. They perform multiple roles across Departments and Administrative sections and therefore have to be competent and up-to-date in their knowledge and skills. The Ministry of HRD has recognized the above and conveyed its approval vide letter dated 5 th July, 2010 to evolve consider Recruitment Rules for each category of s providing for promotional avenues at each level and implement them duly getting the approval of Board of Governors. The MACP Committee of IIT Madras also recommended creation of a merit based promotion independent of MACP. Accordingly, a draft Recruitment and Promotion Norms (RPN) was proposed and was approved by the Board of Governors of IIT Madras (219 th BoG, Resolution No. 49/2013 dtd ). 2. OBJECTIVE: The main objective of Recruitment & Promotion Norms (henceforth called IITM RPN) is Appointment of the best suitable candidate for a by identifying appropriate eligibility norms and following appropriate method of recruitment in line with the requirements of the. To ensure fair process of selection in accordance with Act & Statutes of the Institute. The guidelines/directions issued by the Government of India from time to time have also been taken into consideration. To provide a career path to employees that will encourage consistent high performance and motivate employees to achieve excellence in their performance thereby attaining their career goals. 5 3. CADERISATION: Under these rules, the non-academic s of IITM have been classified into two categories viz., Non-technical and Technical. The s have been organised into cadres which consist of multiple grades/levels of employees within a work domain (for ex: The Nursing cadre consists of Nurses, Senior Nurse, Nursing Matron etc.). The RPN is also aligned to the nomenclature, Pay Matrix with Level implemented on implementation of the VII CPC scales. The details of cadres and levels therein are provided in Part II. 4. SANCTIONED STRENGTH: After arriving at different cadres and the levels therein and the pay levels and scales thereof, the number of s in each level has been arrived at. This has been termed as sanctioned strength. The number of employees operated shall be equal to or less than sanctioned strength. This shall be termed as operated strength. The instructions of the MHRD vide letter no. F.32-14/2013/TS-I dt have been taken into consideration. The power of determining the sanctioned strength vests with the Director of the Institute. The present sanctioned strength has been arrived at with the student strength of 2013 as the basis. This is subject to periodic review as envisaged in the para 6(iv) below. 5. METHODS OF SELECTION: The methods of filling up of the in each level has been prescribed for each cadre. Two types of selection have been adopted under IITM RPN viz., (i) Open selection through direct recruitment, and (ii) Internal selection by promotion. These will be called Recruitment and Promotion respectively. a) Recruitment is recruitment by open advertisement which is open to all candidates based on prescribed age, educational qualification, experience etc. indicated in the IITM RPN i.e. recruitment from the open market. The minimum educational qualification, percentage of s in a level in each cadre to be filled up by recruitment and experience are indicated in the Avenue chart and Recruitment Rules enclosed in Part II & III. 6 b) Promotion is selection from identified feeder grades from among employees of IITM to a higher in the avenue prescribed in the IITM RPN. These will be as per the prescribed qualification, number of years of qualifying service percentage of s to be filled by promotion etc. These criteria have been evolved to ensure that the official has sufficient opportunity to demonstrate his/her competence/potential for holding the higher and are indicated in the Avenue chart & Recruitment Rules enclosed in Part II & III. In addition, the Institute may go in for other modes of filling up s, as provided for in the statutes, including deputation. 6. Basic Principles of RPN 2014:- i) RPN provides for merit based career advancement in a given cadre based on the vacancies in the cadre. ii) iii) iv) All s will be filled up as per the methods prescribed in the IITM RPN in force at the time of occurrence of vacancies. This is in addition to the operation of MACPS which assures a time bound financial upgradation. If any decision is taken to create a new or re-structure any service, the IITM RPN shall suitably be amended for that particular with the approval of the Director/Board. The Director shall decide the no. of s in each level within the total s sanctioned for IITM as per MHRD norms. The present strength is arrived at the ratio of 10:1:1.1 based on a student strength of This will be reviewed every 5 years or when the students strength increases by The details of sanctioned s under each category are given in Annexure I of this part. v) Nothing in these rules shall affect the provisions regarding reservations, relaxation of age-limit and other concessions required to be provided for Scheduled Castes, Scheduled Tribes and other categories in accordance with the orders issued by the Government of India from time to time in this regard. The rosters shall be accordingly recast as per existing provisions. vi) Compassionate appointment shall be made as per current Government of India provisions i.e., maximum of 5 % of vacancies at the entry level of Group-C category, in general and technical category if qualified suitably, based on the requirement and availability of positions. 7 vii) viii) ix) Temporarily, to offset certain imbalances due to past practice, the number of s can be increased or decreased or eligibility criteria can be modified by the Director with information to the Board including temporary adjustments made to provide a level playing field for the existing employees who have got only MACPS during the period Subject to the powers specified in these norms, any amendment to the basic provisions in the RPN can be done only with the approval of the Director/BoG as applicable. Certain s may require specific skills, experience or expertise which may be filled through contract or deputation either permanently or temporarily. Decision to fill these s by contract or deputation will be made as per the statutes by the competent authority. A cadre-wise Avenue chart containing details of the (s) along with method of recruitment and eligibility criteria are given in Part-II. These Rules may be called IIT Madras Recruitment Norms (Non-Academic Posts). 2. They apply to all s mentioned in Part-I of RPN. 3. Any relaxation /amendment in these rules shall need the approval of the BoG. 4. The s specified in each category are as approved by competent authority based on the sanctioned strength for Non-Academic s as per MHRD norms. 5. All s will be filled by selection through direct recruitment or by promotion from among eligible employees of IIT Madras. 6. Group A single s will be filled by direct recruitment only. 7. Reservation provisions will be followed as per the provisions issued by the Government of India. 8. General Age limit recommended for direct recruitment : Group A 50 years for with Pay Matrix Level 12 & above;45 years for other s Group B 32 years Group C 27 years The Director may however consider extraordinary circumstances for modifying the age limits. Age limits prescribed for the s are not applicable for regular employees of the Institute. 9. All selections will be made by duly constituted committee as per section 12 of IIT Statutes. 10. The Director has the right to set norms for short listing /screening and the number of candidates to be called for the Test/Interview based on the recommendation of screening committee.
