1 2016 Maine VOTING RECORD YOUR LEGISLATORS VOTING RECORD ON SMALL BUSINESS ISSUES 2016 EDITION SESSIONS: Votes cast by members of the 127th Maine Legislature on bills of particular interest to small business owners during the past two legislative sessions are listed below. Although this Voting Record cannot reflect every consideration that legislators take into account when casting votes, it can serve as a guide to evaluating lawmakers understanding of the issues important to small business. Votes on key issues below may reflect partisan conflict with the Governor or belief a bill would be vetoed. Please thank those legislators who helped maintain a good business climate in our state. 1 WC Examinations (LD 81): Would have required a representative (e.g., coworker, family member, lawyer) chosen by the employee to be present upon request during every communication by the employer or insurer with the injured employee. Failure to follow the law could lead to increased costs. A Yes vote in the Senate and No vote in the House support the NFIB position to reject this troublesome legislation. Ought Not to Pass report accepted in the Senate Ought to Pass as Amended report accepted in the House (2015). 2 Unused Sick Day Compensation (LD 445): Would have made Maine the nation s first state to require payment of unused sick leave if an employee is terminated while out on sick leave. A Yes vote in the Senate and No vote in the House support the NFIB position to reject this costly burden on sick leave programs. Ought Not to Pass report failed in the Senate Ought to Pass as Amended report accepted in the House (2015). 3 Medicaid Expansion (LD 633): Would have used federal and state Medicaid funds to purchase health insurance for about 70,000 people at a $520 million cost to Maine taxpayers over five years, which would have likely led to higher taxes on Maine residents and small businesses. A Yes vote in the Senate and No vote in the House support the NFIB position to reject this costly proposal. Ought Not to Pass report failed acceptance in the Senate Ought to Pass as Amended report accepted in the House (2016). 4 Unemployment Benefits (LD 675): Would have fully enabled collection of both vacation pay and unemployment benefits at the same time. A Yes vote in the Senate and No vote in the House support the NFIB position to reject this effort to increase the cost of the employer-financed unemployment system. Ought Not to Pass report accepted in the Senate Ought to Pass as Amended report accepted in the House (2015). 5 Expanded Family Leave Rights (LD 960): Would have added grandparent and great-grandparent to the list of family members for which an employee could take up to 10 weeks of leave time from small business workplaces with as few as 15 employees. A Yes vote in the Senate and No vote in the House support the NFIB position against this broadening and costly legislation. Ought Not to Pass report accepted in the Senate Ought to Pass as Amended report accepted in the House (2015). 6 Tax Depreciation Conformity (LD 1583): This law permanently conforms Maine tax law to federal tax rules for Section 179 small business expensing. Legislators also agreed to track federal bonus depreciation rules that apply to all sizes of businesses (Maine Capital Investment Credit) through A Yes vote in the Senate and House support the NFIB position. Emergency enactment voted in the Senate 33 0 and in the House (2016).
