1 OFFICE OF PROCUREMENT AND CONTRACTING 301 Largo Road, Largo, Maryland Request For Proposal #17-04 Consulting Services for Part I/II Facility Program for Addendum No. 2 Issued: Tuesday, March 7, 2017 Addendum No. 2 is hereby issued via PGCC Web posting. Except as modified below, the Request for Proposal (RFP) remains unchanged. Please make note of the following changes/clarifications to this solicitation: 1. Responses to questions received for RFP #17-04 are hereby attached. Please see Attachment A. 2. Using a separate, sealed envelope, each bidder must submit a Consulting Services Fee Proposal and Bid Tabulation Sheet. These documents are hereby attached. Please see Attachment B. The Bidder must acknowledge the respective Addendum on the Bid Form. -End of Addendum No. 2-
2 ATTACHMENT A Responses to Questions Received RFP #17-04, Addendum No. 2 Question #1: In regards to the RFP for the Part I/II Facility Program for the Largo Student Center Renovation and Addition, we have the following question: Could you please specify the requirements of the fee proposal and identify how much it will be weighed? Answer #1: Please see the Consultant Services Fee proposal and Bid Tabulation Sheet included in this addendum. Each proposal will be assigned points based on the budget (not released to the public) for this project. The closer the bidder s proposal is to the estimate, the more points will be assigned and factored into the total overall score. The maximum points that can be earned for each proposal is 50 points. Question #2: Is Prince George's Community College considering the addition of electric vehicle charging stations with the Largo Student Center Renovation. If they are Carbon Day Automotive, channel partner for ChargePoint, would appreciate the opportunity to submit a quote for budgeting purposes. Answer #2: Depending on the ultimate direction of the program, electric vehicle charging stations could be entertained. At this current bid time however, a quote is not necessary. Should electric vehicle charging stations be proposed, the successful consultant would request a quote. Question #3: Will PGCC provide a copy of the sign-in sheet from the pre-proposal meeting? Answer #3: The sign-in sheet was posted on Tuesday, February 28, 2017 as part of Addendum No. 1. Question #4: Has the college identified a budget for this programming project and can they share it? Answer #4: The College has identified a budget; however, it will not be released. Bidders should submit costs based on the scope of work presented in this RFP. Question #5: Since the fee is opened after the qualifications / technical review, can PGCC explain how the fee is weighted against the preliminary review in the decision-making process? 1
3 Responses to Questions Received (Cont d) RFP #17-04, Addendum No. 2 Answer #5: Please see the response provided in Question #1. Question #6: Please confirm whether the consultant is responsible for completing the following supporting documents as required by Maryland DBM or whether this will be provided by the College: -Cost Estimate Worksheet (CEW) and statement of the assumptions on which the cost estimate is based? -Environmental Assessment Form? -Project Consistency Report? -Net Effect on Agency s Operating Budget? Answer #6: Yes, the consultant is responsible for completing the noted documents. Question #7: Will the prime firm selected for this project be allowed to compete for the design project or will they be excluded? Answer #7: The prime consultant will be allowed to complete for the design portion of the project. Question #8: Will the sub consultants selected for this project be allowed to compete for the design project or will they be excluded? Answer #8: The sub consultants will be allowed to complete for the design portion of the project. 2
4 ATTACHMENT B Consultant Services Fee Proposal Form RFP #17-04, Addendum #2 *SEPARATE SEALED ENVELOPE* CONSULTANT SERVICES FEE PROPOSAL For a complete project including: 1. Data Collection; 2. Analysis; 3. Planning Development; 4. Reports/Writing; 5. Reimbursables The lump sum proposal fee must include an itemized account of all fees, expenses, and reimbursable costs, and must be clearly stated in each of the above phases of the project. Unacceptable Methods. The following methods of compensation are not acceptable: 1. Cost plus percentage of cost; and 2. Percentage of construction cost. 1
