Overview and General Information Overview REQUEST FOR QUOTES FIRE APPARATUS (USED) Solicitation No RFQ Issue Date: November 30, 2011 The Dawson County Board of Commissioners is soliciting quotes to purchase a used Fire Apparatus (Pumper) truck of good quality for Fire Station #8. The apparatus must be equipped as described under Section II. Specifications of this document. Schedule Date and Time Event December 8, 2011 at 1:00 P.M. Deadline for submitting of questions December 12, 2011 at 5:00 P.M. Posting of Addenda on December 14, 2011 at 10:00 A.M. BIDS DUE January 5, 2012 Tentative award date Submission Information The responsibility for submitting a response to this RFQ on or before the stated date and time will be solely and strictly the responsibility of the Bidder. One (1) original and one (1) copy of the sealed bid must be delivered: Dawson County Board of Commissioners Attn: Purchasing Agent 76 Howard Avenue East, Suite 120 Dawsonville, GA The bid(s) shall be due and delivered no later than 10:00 A.M. (EST), Wednesday, December 14, Each bid should be marked on the outside of the envelope with Sealed Bid- Fire Apparatus/Used (Solicitation No RFQ), December 14, Bidders are responsible for informing any commercial delivery service, if used, of all delivery requirements
2 and for ensuring that the required address information appears on the outer wrapper or envelope used by such service. NOTE: Many express mail and delivery services do not guarantee overnight by noon to Dawson County. Bids must be signed by a company officer who is legally authorized to enter into a contractual relationship in the name of the Vendor. Dawson County reserves the right to waive any informality, to reject any and all bids, to evaluate all bids, to accept portions of any bid and to accept any bid which in its opinion may be in the best interest of the County. The County reserves the right to modify the contract after its award. No bid(s) will be received or accepted after 10:00 A.M. (EST), December 14, Bids submitted after the designated date and time will be deemed invalid and returned unopened to the proponent. Dawson County is not responsible for lost or misdirected mail. It is the bidder s responsibility to ensure no late bid is submitted. No bid may be withdrawn within thirty (30) days after the bid opening and shall remain firm through this period. Questions and Addenda All questions regarding this Request for Quotes should be submitted in writing via facsimile or by the questions deadline of 1:00 P.M. This policy shall be strictly enforced and the County reserves the right to reject the submittal of any bidder violating this provision. Dawson County will issue responses to questions and any other corrections or amendments it deems necessary in written addenda issued prior to the due date posted on the county s website under the bid information. The date for posting addenda will be December 12, 2011 by 5:00 P.M. (EST). Bidders are advised to check the website for addenda before submitting a bid. Bidders must acknowledge any issued addenda by including the Addenda Acknowledgement form with the bid. Bids which fail to acknowledge the receipt of any addendum will result in the rejection of the offer if the addendum contains information which substantively changes the County s requirements. Payments Dawson County is exempt from all Federal, State and local taxes. Payment terms are NET 30 Days. 3 Non-Collusion Affidavit By submitting a response to this RFQ, the Bidder represents and warrants that such bid is genuine and not a sham or collusive or made in the interest or in behalf of any person not therein named and that the Bidder has not directly or indirectly induced or solicited any other vendor to put in a sham bid, or any other person or company to refrain from submitting and that the Bidder has not in any manner south by collusion to secure to that vendor any advantage over any other vendor. Vendor Information All submissions shall include a completed Vendor Information Form and a completed W-9 form. II. Specifications Dawson County is in the market for a good quality used fire apparatus (Pumper). The apparatus must be equipped and meet the following requirements: A. Vehicle requirements: 1. Must be less than 20 years old (1991 or newer) 2. Must be all-wheel drive 3. Minimum 250 HP engine 4. Automatic Allison Transmission 5. Minimum 750 GPM pump 6. Minimum 500 gallon polypropylene tank 7. Air brakes B. Must provide copy of service records with the quote. C. Must provide all manufacturers manuals. D. Must provide vehicle mileage and engine hours. E. Must provide a photo of the vehicle (interior and exterior) with the quote. F. Must provide location for an on-site inspection to be completed. III. Price Quotes must be submitted on the Bidder s Response Form in this document. Price quote must remain good for 30 days. 3
