1 Agenda Item No. 35 EXECUTIVE 15 DECEMBER 2016 Executive Summary VADIL PARIVAR ELDERLY CLUB - APPLICATION FOR SUPPORT Before the Executive is a new application from Anandmilan, a local organisation which seeks to support individuals primarily from the Hindu community of Woking, providing activities aimed at older individuals, in particular activities aimed at low level exercise. The Group has been running for several years and has established a project Vadil Parivar through which two three hour sessions are held each month, which include activities and entertainment as well as a lunch. The Group has approached the Council for a contribution towards the anticipated costs of Vadil Parivar. The majority of the costs will be met by Anandmilan; however estimated short falls are expected of 2,100 in the coming year and 1,800 in the following two years. The objective of the project is to be welcomed; encouraging an active lifestyle for the older generations is to be supported, promoting as it does a number of the Council s own priorities and objectives. The details of the costs and income for the Vadil Parivar club are uncertain and in view of this, together with the level of funds carried forward by Anandmilan at the end of 2015/16, it is recommended that the application is not supported. The Group has worked with Woking Association of Voluntary Services and it is felt that this support should continue, providing help in identifying funding opportunities and in developing the Group s policies, noting that the Group does not currently have a reserves policy or an equal opportunities policy. Reasons for Decision It is not considered that application provides sufficient justification and clarity for the Council to consider revenue support for the activities undertaken. 3 GROUP Vadil Parivar Elderly Club PROJECT OUTLINE Purpose of Application Community Strategy Amount(s) Requested We would like for members to have an opportunity to aim towards the recommended guidance of 150 minutes per week of moderate physical activity. We believe, our group members and most adult in Surrey do not meet this guideline. We intend to meet this target by having 2 monthly regular meetings at Parkview Community Centre, Woking. By renting the community hall, each session is proposed to be for 3 hours, which will include light physical exercise, activities like football, badminton, walking etc. A community which values personal health and well-being. 2017/18 2, /19 1, /20 1,800 BACKGROUND TO GROUP Status and Aims Anandmilan est. May The Elderly Club Known as VADIL PARIVAR (Elderly Club (VP/EC) was formed in September 2014, and is associated with the Anandmilan, which provides guidance. Aims: Bring together people from different cultures, communities and backgrounds. Social integration and widening people's perspectives. Objectives: Reduce Isolation of elderly People from minority ethnic backgrounds. Provide facilities for recreation, activities, guidance, physical, mental & social wellbeing. VP/EC was a project specially aimed for the elders in the community. Initially, in Sep. 2014, the VIP/EC group met once a month, but now the group meets twice a month at Park View Community Centre, Sheerwater. Woking. GU21 5NZ The activities include a speaker from outside, like stroke Association, Heart Foundation, Dementia, Diabetic foot care, McMillan Cancer awareness. A Solicitor presented about writing a will and Lasting Power of attorney. The numbers we reach out are 40 to 45. 3

ASSESSMENT Review of Financial Standing At the time of the application, the Group Vadil Parivar had a share ( 3,575) of the funds held by Anandmilan ( 13,600). The applicant has advised that the Group has not pursued any other funding sources. It is intended that once Vadil Parivar has been properly established in terms of its membership, consideration would be given to charging membership fees and any out of pocket expenses. The applicant has advised that Vadil Parivar Club was established on 7th September The 1st meeting was held on 7th September Friends of The Elderly were instrumental in covering the cost of the hire of hall and refreshments. The last meeting was held in July 2015, (once a month) after which the support stopped. Vadil Parivar has been treated as a cost centre in the Accounts of ANANDMILAN. The item Vadil Parivar Functions shows the total income 4047 and expenses of 472. A Balance of 3575 has been notionally carried forward to the period 1/4/2016 onwards for Vadil Parivar (Elderly Club). Budget The Group has submitted a budget for 2017/18 to 2019/20. The budget for the coming year indicates a deficit of 2,100 based on an income of 5,680 against an expenditure of 7,780. Details are set out later in this report. 4

5 The 2018/19 and 2019/20 budgets indicate annual deficits of 1,800. Accounts The Group has submitted accounts for Anandmilan for 2015/16 which show an income of 8,977 against expenditure of 3,794, resulting in a surplus of 5,183. The sum of 17,071 was carried forward at the end of the year. Income is generated by the events staged by the Group. Expenditure covers room costs and refreshments. Previous Support by Woking Borough Council: New Application Sue Barham Consultee Views Whilst I am personally not familiar with this specific group, their aims and objectives of helping to either get older persons active and/or keep older people active clearly fits not only with Surrey s Physical Activity Strategy, but supports the governments national agenda on getting the nation active. I am therefore very keen to see how we maybe able to assist this group further. The application itself is short on detail which makes an assessment challenging, and therefore I would suggest that no funding be awarded at this time, but that Officers instead work alongside the group to see how their activities could be supported / integrated into existing wellbeing activities and funding streams. For example: consideration be given to whether their Lunch provision would meet the criteria for funding from the Elderly Persons Lunch Club, and whether the Council s programme of Get Active 50+ and other PPPF opportunities could be maximised in support of their delivery. Jade Buckingham I have not had any direct contact with this group, however what they are proposing is a well needed resource and they have demonstrated that they have built up there participant numbers so should be ideally placed to offer their proposal of offering physical activity sessions to the 50+ age group and continue to bring together people from different cultures. I am happy to support this application. 6 Reserves Policy - No Quality Mark - N/A Other funding sources pursued - No Other support by the Council - No Fundraising - No Two quotes - No Regular monitoring information previously provided? - N/A This is a new application submitted by Vadil Parivar, a club for the elderly which is run as a project of Anandmilan, an organisation established in The Club was established in September 2014 with the objective of reducing isolation of elderly people from ethnic minority backgrounds. The Club seeks to bring together people from different cultures, communities and backgrounds and encourage social integration. The constitution of Anandmilan specifies that the Group will seek to: - provide facilities for recreation, activities, and guidance; and - maintain their physical, mental and social well-being, with the object of improving their living conditions. The applicant has stated that Vadil Parivar aims to be independent of Anandmilan and was set up as such with those objectives. The Group meets twice a month at Park View Community Centre, Sheerwater. Woking and activities include guest speakers(such as representatives from the Stroke Association, Heart Foundation, Dementia care etc. The Group is run by eleven volunteers, including the members of the Management Committee. The Club has a membership scheme and currently has 69 members of whom 50 reside in Woking. No charges are made for the Members. The Club has applied for funding over three years, comprising 2,100 in the coming year, 1,800 in 2018/19 and 1,800 in 2019/20. The funding would be used to provide two exercise classes for the members each month at the Parkview Centre. By renting the community hall, the Group hopes to stage thee hour sessions of light exercise, including football, badminton and walking. The Group has based its application on the following breakdown of costs: Hire of Park View Venue 1,200 ( 60 per session, two sessions a month for ten months) Equip consumables (footballs, badminton equipment etc.) 400 Refreshments 400 (40 50p per cup x 20 sessions) Incidental exp. (cleaning materials) 100 Food/lunch 4,000 Volunteers costs 1,680 ( 7 per hour per person for four people). Total cost 7,780 *Contribution from participants 5,680 Anticipated deficit 2,100 (year1) The Group also intends to purchase a PA system and speakers at an estimated cost of 1,600. No quotes for the equipment have been provided and the figure does not appear to have been included in the application. 7 The Club has indicated that the proposals have been discussed with the existing Members and that the general view was that the project proposed would increase participation. The application is for a Club and the applicant has advised that it has not previously received funding. However, the applicant considers that the Council should support the service to avoid loneliness in ethnic minority groups which would result in wellbeing thus reducing the need for GP and Hospital visits. In considering the application, it should be noted that the Group s website states that a charge of 2 person will be made to cover the hire of Parkview. With an estimated attendance of 40 individuals, this would provide an income of 80 per session. The Group Anandmilan held a number of events over 2015/16 which raised an income of 8,977 against expenditure of 3,794, resulting in a surplus of 5,183. The sum of 17,071 was carried forward at the end of the year. The events included and AGM (May 2015), a Health Seminar (June 2015), a Domestic Abuse Seminar (October 2015), a celebration event (August 2016), a festival (October 2015) and a Christmas dinner (October 2015). The accounts do not include any costs for the Vadil Parivar club. The Group has evolved to support the local Hindu community and has been run since 2011 by volunteers, seeking to provide a wide and variety programme of events and activities from the Parkview Centre. The details of the costs and income for the Vadil Parivar club are uncertain and in view of this, together with the level of funds carried forward by Anandmilan at the end of 2015/16, it is recommended that the application is not supported.
