1 Tel: Fax: BDO Canada LLP nd Avenue E, Third Floor PO Box 397 Owen Sound ON N4K 5P7 Canada Independent Auditor's Report To The Ministry of Canadian Heritage We have audited the accompanying Schedule of Receipts and Expenditures for the project Betwixt & Between: An Untold Tom Thomson Story" of the City of Owen Sound s Tom Thomson Art Gallery and a summary of significant accounting policies for the period ended November 9, This information has been prepared by the City of Owen Sound's management in accordance with the reporting requirements of the Ontario Transfer Payment Agreement dated May 9, 2017 between the Ministry of Tourism, Culture and Sport and the Tom Thomson Art Foundation as assumed by the City of Owen Sound. Management's Responsibility Management is responsible for the preparation of the information in accordance with reporting requirements of the Ministry of Tourism, Culture and Sport s transfer payment agreement. This includes determining that the basis of accounting is an acceptable basis for the preparation of the schedule, and for such internal control as management determines is necessary to enable the preparation of the information that is free from material misstatement, whether due to fraud or error. Auditor's Responsibility Our responsibility is to express an opinion on the schedule based on our audit. We conducted our audit in accordance with Canadian generally accepted auditing standards. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the information is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the schedules. The procedures selected depend on the auditor's judgment, including the assessment of the risks of material misstatement of the information, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity's preparation of the information in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, if any, as well as evaluating the overall presentation of the information. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion. 2 Opinion In our opinion, the financial information in the schedule of receipts and expenditures for the City of Owen Sound Tom Thomson Art Gallery s exhibit "Betwixt & Between: An Untold Tom Thomson Story" for the period ended November 9, 2017 is prepared, in all material respects, in accordance with the reporting requirements of the Ontario transfer payment agreement dated May 9, 2017 between the Ministry of Tourism, Culture and Sport and the Tom Thomson Art Foundation as assumed by the City of Owen Sound. Basis of Accounting and Restriction on Distribution and Use Without modifying our opinion, we draw attention to the Note to the Schedule, which describes the basis of accounting. The schedule is prepared to assist the City of Owen Sound to meet the reporting requirements of the transfer payment agreement dated May 9, 2017 between the Tom Thomson Art Foundation and the Ministry of Tourism, Culture and Sport for the exhibit presented by the Tom Thomson Art Gallery, which is controlled by the City of Owen Sound. As a result, the schedule may not be suitable for another purpose. Our report is intended solely for the City of Owen Sound and the Ministry of Tourism, Culture and Sport and should not be distributed to or used by parties other than the City of Owen Sound and the Ministry of Tourism, Culture and Sport.
