It is recommended to avoid shifts between budget lines. 6

7 Supervision of the budget (3) As proposed and agreed at the first steering committee, transfers of funds every six months and only if the partner has spent at least 80% of the previous transfer. Please remember that all sums transferred need to be justified with original invoices and tickets. Generally, other than the flight tickets, cities will have to pay some small travel expenses and snacks in the occasion of the meetings. Those costs will be covered by the transfer of funds foreseen every 6 months. By the end of July, calculations for the second transfer of funds will be done in order to allow the forthcoming payment. 8 Supervision of the budget (5) In the Financial Form, cities that have travelled to the project meetings or technical visits must fill in the related box just with the exact number of per diem used. Supervision of the budget (6) Per diem covers: - Accomodation - Substances - Small travel expenses (local transportation) Per diem occurs in the case of - transnational project meetings - Technical bilateral visits 8

9 Supervision of the budget (7) 1) Per diem in Transnational project meetings: - Accomodation, Meals and coffee breaks are directly paid by the hosting city. - Snacks and small travel expenses are paid by each city. Supervision of the budget (8) 2) Per diem in Technical/Bilateral visits: - In the Financial Form the city visiting his correlated partner will have to indicate just the number of per diem used 9

10 Contribution to the Evaluation of the Project (1) 1. Quick Reports carried out after each project meeting, analysing the information and remarks coming from participants evaluation forms. 2. The Most Significant Changes Methodology which the Lead Partner, as suggested by the EC Technical Assistance, would like to implement starting from the Sofia meeting. Contribution to the Evaluation of the Project (2) At the end of June the Lead Partner has submitted the Inception Report to the European Commission. This report illustrates what has been achieved in the first six months but also highlights the problems, the difficulties encountered, the adjustments that were made, the updated workplan and the updated logical framework. 10
