3 Central Permit Bureau Carolynn Tusch - Manager Function The Central Permit Bureau (CPB) accepts and issues construction permits for public and private buildings located within the City and County of San Francisco. Additionally, CPB issues electrical, plumbing and street space permits, and assesses and collects fees for all structures, building enlargements and change of use. Highlights and Accomplishments Issued a total of 59,176 construction permits. 24,512 Building Permits 14,436 Electrical Permits 17,769 Plumbing Permits 2,459 Miscellaneous Permits Issued building permits with a total valuation of $1,535,166,685, a decrease of 48.8% or $1,449,885,299 less than Fiscal Year Processed 100% or 4,675 of all approved permits within 48 hours. Processed 2,268 or 85% of refund requests within 5 days. Emily Green & Garland Simpson assist customer at the Express Window Processed 100% or 200 of all mail-in applications within 2 days. 5 Commercial Plan Check Division Ben Greene - Manager Function The function of the Commercial Plan Check Division (CPC) is to provide timely and professional review of plans for all commercial buildings within the City and County of San Francisco (except those reviewed by the Major Projects Division) and to assure that the proposed work complies with all state and local requirements, especially Title 24 Part 2, disabled access requirements. The division also provides the following services: Preapplication Review meetings which provide code interpretations and resolve major code issues prior to the submittal of plans and permit applications; the Office Tenant Improvement (OTI) and the Multimedia/Internet (MMI) Programs which review plans for existing tenant spaces undergoing renovation and generally completes the review of these projects within 72 hours. Additionally, the Commercial Plan Check Division provides Express Plan Check services and Structural and Architectural Plan Check Services for the One-Stop Coordination Program. Building Inspector Irene Wong reviews plans and suggests revision to customer Highlights and Accomplishments Approved an average of 70% of over-the-counter permits. Reviewed and approved an average of 90% of all permits within 7 days. Reviewed and approved an average of 97% of all permits within 30 days. Approved an average of 4 plans per person/day. 7 Commercial Plan Check Division Goals Maintain/meet division goals for permit process time and number of approvals per plan checker. Continue to provide necessary Permit Tracking System and disabled access training to all plan check staff and implement employee rotation program to allow for crosstraining of staff. Develop and implement standards for accessibility plan details. Work with One-Stop Program to evaluate and revise plan check counter procedures to provide better service. Improve and expedite the review and overall process of the subdivision mapping applications. Develop record keeping procedures for all city projects to allow for timely collection of fees. 9 Major/UMB Check Division Yan Yan Chew - Manager Function The Major Projects and UMB Plan Check Division (MPC/UMB) is responsible for the plan review of all types of new construction permits, grading and demolition permits, and major seismic strengthening permits including the Civic Center Development Projects. This division performs plan checking and permit processing for prominent projects in San Francisco such as the Asian Art Museum, De Young Museum, Golden Gate Park Garage, California Academy of Sciences, and Moscone Center Expansion. MPC/UMB is also in charge of the administration and enforcement of three special programs, the Unreinforced Masonry Bearing (UMB) Wall Buildings Earthquake Hazard Reduction Program; the Parapet Safety Program; and the Special Inspection Program. Lastly, the MPC/UMB is also in charge of all permit processing for special projects such as Treasure Island, Mission Bay, and PUC upgrade projects. Highlights and Accomplishments Reviewed and approved an average of 74% of all permit applications within 90 days. Approved an average of 0.8 plans per person per day. Performed 456 reviews for subdivision applications referred by Bureau of Street Use and Mapping, Department of Public Works. Responded to 100% of Director's letters within Director's deadline. Responded to 100% of phone calls within 24 hours. Sing Yee reviews UMB drawings with customer Assisted DPW in the review of Mission Bay Development Public Improvement. Published a brochure entitled "What You Should Know About the Permit Process for a Bioscience Business". 10 Completed the process of Director s hearings for Risk Level 1 and 2. Risk Level 3, completed only those buildings that have not submitted the permit applications. Delinquent cases have been referred to the City Attorney for enforcement purposes. Letters for Risk Level 4 buildings have been sent to property owners. Issued the alternate design and method of construction agreement for the Mission Bay Life Science facilities. Reviewed high-rise seismic retrofit projects - One California Street, One Maritime Plaza, and 575 Market Street Goals Assure staff compliance with State Regulation AB 717, 45-hour continuing education within a three-year period. Improve tracking of permits and applications by training staff to perform their own log-ins. Perform plan check quality control to maintain a uniform and professional level of service. Abate all UMB and Parapet buildings within the time frame as required by the building code. Continue to plan check "Mission Bay projects. Sixteen projects have already been filed. 13 Mechanical Plan Check Division Robert Wong - Manager Function The Mechanical Plan Check Division (MECH) is responsible for reviewing plans submitted with building permit applications to ensure compliance with Title 24 Energy Efficiency Standards and the San Francisco Mechanical Code, as well as the heating, ventilation, smoke control, life safety, and related construction requirements of the San Francisco Building Code. MECH prepares correspondence on mechanical and energy code questions; monitors and follows up on California Energy Commission (CEC) correspondence, Henry Kwan reviews plans with customer prior to submittal publications, and energy standard activities. MECH meets and confers with design professionals on project preapplication meetings and answers code questions for the general public. MECH also provides on-going technical assistance to building inspectors and civil engineers, cooperates with Residential, Commercial, Major/UMB Plan Check Divisions, and One-Stop Program to expedite permit processing, and assists other divisions in their technical requirements i.e. Housing, Electrical and Plumbing Inspection Divisions. Highlights and Accomplishments Reviewed and approved an average of 91% of all permits within 15 days. Approved an average of 5 plans per person per day. Conducted 562 phone consultations. 14 Responded to 100% of phone calls within 24 hours. Established a Reservation Plan Check System with estimated start times for all assigned jobs. Established a Team Plan Check System to provide for early turnaround times of R-3 dwellings and Office Tenant Improvement remodels. Jeff Lai reviews Mechanical Code to verify information submitted by customer Centralized mechanical, code question, status check, and counter services with one telephone number and staff rotation. Instituted Mechanical Plan Check fee as required by the code. Enhanced general operation policies of a "Model Mechanical Plan Check Engineer" with "7 Habits of Effective Mechanical Plan Checkers." All mechanical engineers received the ICBO Plans Examiner certificate. On-going Projects Complete public information pamphlet on "What You Should Know About the Current Title 24 Energy Requirements." Complete informational and plan check guidelines for Biotech Buildings; plan check guidelines for Green Buildings; and public informational handout for instructions on how to fill out a simple residential Title 24 Energy form. 15 Mechanical Plan Check Division Goals Prepare a technical plan check guideline on highrise and other life safety smoke controlled buildings. Perform plan review on major projects including the new de Young Museum, Asian Art Museum, San Bruno Jail, Bloomingdale Hotel and Shopping complex, and Mission Bay Biotech developments. 17 One-Stop Permit Coordination Program Peter Burns - Manager Function The primary goal of the One-Stop Permit Program (OSP) is to receive permits which will be plan reviewed in a parallel manner. The second goal is that of 'tracking' all permits in the plan checking division in order to reduce potential backlogs and to clear backlog inventories. The third goal is to coordinate plan review for City sponsored projects including (but not limited to) Mission Bay development, 'bio-tech' projects, affordable housing projects for the Mayor's Office of Housing (MOH) and the San Francisco Redevelopment Agency Eric Omokaro discusses OSP process with customer (SFRA), Treasure Island and Hunter's Point Naval Shipyard conversions, the San Francisco Public Utilities Commission (PUC) Capital Improvement Projects, and the AIMCO housing projects. The fourth goal is to perform quality control checks of all permits which have been reviewed by the plan checking divisions, prior to routing them to the Central Permit Bureau for approval and issuance. Highlights and Accomplishments Reviewed 4,693 plans for completeness within 24 hours. Processed 940 faxed-in applications within two days. Coordinated an average of 3 projects per coordinator per day. Responded to 100% of Director's letters within Director's deadline. Responded to 99% of phone calls within 24 hours. Reviewed 407 permits with a construction valuation of $105,079. 18 Goals Continue Quality Control procedures in order to attain a goal of 99% issuance of all permits routed through One Stop to the Central Permit Bureau. Continue to process 100% of all received projects for Quality Control Review within 24 hours of receipt. Implement computer reports for tracking of One-Stop Permit Coordinator activities. Neil Friedman reviews checklist and drawings with customer Track all permits with plans, in order to reduce backlog. Coordinate all permits for the following: affordable housing projects for the Mayor's Office of Housing and the San Francisco Redevelopment Agency; other City agencies including the Public Utilities Commission; Treasure Island and Hunters Point Naval Shipyard conversion; and, selected major projects including buildings in Mission Bay. 19 Residential Plan Check Division Sean McNulty - Manager Function The Residential Plan Check Division (RPC) is responsible for the plan review of all permit applications for alterations or additions to a wide variety of existing residential occupancies. Examples of residential "R" occupancies include hospice care facilities, hotels/motels, live/work projects, apartments, and single-family dwellings. The Residential Plan Check Division screens such applications and/or plans for completeness with the applicant at the Residential Plan Check Intake Counter on the 1st floor and may issue the permit over-the-counter (OTC), provided the project complies with relevant municipal and building codes and policies. Chief Building Inspector Sean McNulty in his office Highlights and Accomplishments Reviewed and approved an average of 92% of over-the-counter permits. Reviewed and approved an average of 94% of permit applications within 7 days or less. Approved an average of 9 plans per person/day. Performed 195 pre-application meetings. 23 Technical Services Division Laurence Kornfield - Chief Building Inspector Function The primary responsibility of the Technical Services Division (TSD) is to provide technical support related to codes and other technical matters to other divisions within the Department of Building Inspection, to other City agencies and the public. The general areas of focus include code and policy review and development, code interpretation, representation at the Board of Appeals, the Code Advisory Committee, the Public Advisory Committee, and other official bodies; and major emergency response planning. Other special tasks are undertaken as required. Highlights and Accomplishments Assisted 3,632 walk-in customers and responded to 15,959 phone calls requesting technical information. Updated 8 Administrative Bulletins and continued to develop new ones. Responded to 14 Director's letters within Director's deadline. Responded to 99% of phone calls within 24 hours. Prepared and distributed Code updates and code amendments. Hosted monthly "Brown Bag Lunch" talks for staff and public.
