9 EP Resolution on the Competitiveness of the European Rail Supply Industry On 7 September, the French Permanent Representation organised an event Rail Supply Industry at a Crossroads: Reinforcing European Leadership of the World Market What can the EU do? Industry represented in the panel by Alstom CEO Henri Poupart-Lafarge and FOGTEC Managing Director Roger Dirksmeier (German SME) A strong message from the EP Rapporteur Martina Werner, French and German Ministries of Economy and Industry that there is a need for a structured industrial dialogue (led by DG GROW) to ensure the followup 9

12 Update on the TTIP negotiations General context The 15 th round of negotiations took place on the week of 3 October (New- York) On the US side, a difficult political context: Ratification of the Trans-Pacific Partnership against the background of presidential elections On the EU side, political sensitivities as well: Rising criticisms by Member States, and strong doubts that the negotiations will be concluded by the end of the year and of President Obama s administration In the EU, the focus is very much on the Comprehensive Economic and Trade Agrement (CETA) with Canada, which is expected to be signed during the EU- Canada Summit on 27 October Bratislava Informal Trade Council (22-23 September) France and Austria proposed to rename and re-discuss the negotiating mandate for TTIP Over 20 Member States were openly in favour of pursuing negotiations with the US Even though some countries have expressed strong concerns on the lack of progress, the French-Austrian proposal did not get support from other Member States (at least not before the US elections) 12

13 Update on the TTIP negotiations Public procurement: Where do we stand? Generally speaking, the EU has very high ambitions and has identified mass transit as a key sector The first exchange of offers on public procurement was held on 29 February and the US offer was even less ambitious than expected by the EU (total of 6 relatively small entities, no coverage of sub-central procurement, no address of flow-down issues, Buy America(n)...) France & Germany are working closely on this topic to maintain pressure on the US (letter to the Trade Commissioner during S1) Discussions are continuing during the 15 th round on less controversial topics (increased transparency and access to information on procurement etc.), but no new offer on public procurement is expected from the US, which has already expressed that no new offer would be tabled before the endgame 13

14 State of play of the revised EC proposal On 29 January, the European Commission published a revised proposal for an International Procurement Instrument (IPI); the Commission had made a first proposal in 2012, but it never went through in the Council The new proposal aims improving the access of EU operators, goods and services to procurement markets in third countries, and proposes a number of changes to the original proposal State of play in Council: Since February, many discussions on technical issues and articles in the Trade Working Party (not the case with the first proposal) The only countries that were against the first proposal and that are now supporting it are BE and LU Several countries renewed their support to the proposal but expressed concerns regarding the lack of ambition (FR, IT, PT, PL, HU, RO ) In June, a letter was sent by 10 Member States to oppose the very concept of an IPI and request the withdrawal of the EC proposal The position of DE remains crucial, yet unchanged 14

15 Update on bilateral cooperation Brazil (ANTT) Iran In the framework of the cooperation between the ERA and ANTT, a new mission in Brazil was organised the week of 23 May to address various topics (including ERTMS), with the active participation of UNIFE members During InnoTrans, UNIFE signed a Memorandum of Understanding with ABIFER (Brazilian Rail Industry Association) and is currently considering topics to kick off the cooperation (regulations & standards? Market developments?) in March Following the visits from H. Hololei and EU Transport Commissioner during S1, interest in mutual cooperation was confirmed by Iran s Ministry of Transport A workshop was organised with Iran s Ministry of Transport and Railways on October; 15

16 Update on bilateral cooperation Gulf Countries (GCC-SG) During a meeting at InnoTrans, the GCC-Secretariat General confirmed its willingness to sign a MoU with UNIFE, possibly by the end of the year or early 2017 (MoU with the ERA not signed either at this stage) 2 nd EU-GCC Business Forum (9-10 January, Riyadh) to be focused on infrastructure development: Opportunities for UNIFE CEOs to intervene Further cooperation prospects include the March 2017 Middle East Rail Conference (MERC) and an back-to-back workshop in Riyadh Russia (NP UIRE) Last technical meeting UNIFE-NP UIRE held in July 2016 in St Petersburg A joint event was held on 21 September (InnoTrans 2016) and a new joint publication on regulations/standards was released at this occasion, with very good feedback received from UNIFE members (document available upon request) The US (APTA) UNIFE keeps contacts with its US counterparts (APTA, FRA) and organised an exchange with APTA Acting CEO (R. White) during InnoTrans 16

17 EU investments and rail project financing (EFSI-CEF-Structural Funds)

18 Juncker Investment Plan (EFSI) Under the existing EFSI scheme, so far still only 2 signed rail projects (Spain and Italy). All modes of transport only 6% (as of 10 August) The Commission Evaluation (Staff Working Document of 14 September) does not see this as a problem Majority of the EFSI transport projects are still for the widening and modernization of motorways EIB informally reassuring that more rail projects should come at a later stage 18

19 The extension of the EFSI EFSI to be extended beyond 2018 with a new target at least half a trillion euro investments by 2020 The Commission considers the EFSI to be a success as it has raised EUR 116bn in 26 Member States in its first year of operation No sectoral focus it is up to the rail sector to ensure that it will benefit from the EFSI 2 Vague reassurance (in a footnote!) with regard to transport projects: The Commission proposes to focus the EFSI even more on the EU political priorities as defined in Connecting Europe Facility (CEF) and trans-european transport network TEN-T guidelines (Source: Communication from the Commission on Strengthening European Investments for jobs and growth: Towards a second phase of the European Fund for Strategic Investments, 14 September) 19

20 New European External Investment Plan (EIP) and new European Fund for Sustainable Development (EFSD) will be set up to encourage investment in Africa and the EU Neighbourghood EUR 3.35bn from the EU budget and the European Development Fund should mobilise up to EUR 44bn of investments European External Investment Plan EFSD composed of two regional investment platforms for Africa and the Neighbourhood acting as one-stop-shop to receive proposals from financial institutions and other public and private investors The EIB lending will be an integral part of the EIP (+EUR 5.3bn) Very strong focus on the 2030 Agenda on Sustainable Development Goals but no shift towards tied aid in favour of EU exporters Although transport projects will be eligible, previously there has been strong focus on road construction 20

21 Mid-term Review/Revision of MFF Joint campaign with 29 EU Transport Associations for additional resources for CEF in view of the Mid-term Review of MFF On 14 September, the European Commission published the legislative proposals for the Midterm Review/Revision of the Multiannual Financial Framework UNIFE welcomes the increased resources for the CEF, with the direct grants of the CEF budget being increased by EUR 1.4bn: EUR 1bn euro for grants that will be blended with EFSI financial instruments EUR 400 million of pure grants During the legislative negotiations with EP-EC-Council, UNIFE and its Members must insist on the need to boost the CEF grants component 21

22 Digitalisation: UNIFE position paper

23 Digitalisation The Digitalisation Platform issued a Position Paper, highlighting the industry priorities in the field of Digitalisation. The paper was presented at Innotrans. The technical priorities are the following: Better use of existing infrastructure mainly through ERTMS deployment and predictive maintenance Better accessing and using data Enhancing the security of the rail system, and maintain high reliability/safety and operational continuity standards Improving end-user s experience, by implementing TAP/TAF TSI and fostering multi-modal real time information and services for door to door journey 23

24 Digitalisation From a political point of view, UNIFE is calling for: The Commission and all sector stakeholders to jointly establish a platform on digitalisation, incorporating all sector stakeholders Political support: it remains key in supporting the rail sector and its digital transformation. Funding: it is essential for the realisation of the priorities and targets of the railway sector, more resources are needed for digitalisation R&I and deployment: Outcome of the political negotiations of the midterm review of the multiannual EU budget taking place this year; Prepare the post-2020 EU budget. Digitalisation must remain a clear political priority and this must be reflected in figures and budget lines. 24

25 4th Railway Package: update on the transition phase

26 4 th Railway Package UNIFE is now part of the expert group on the Technical Pillar of the 4RWP of the European Commission Main work streams ongoing: Practical Arrangements for Vehicle Authorisation and OSS Fees and charges Transition TSI delegated act ERTMS trackside approval All the TSI will be revised next year including the Infrastructure TSI. UNIFE will follow the TSIs revisions. 26

28 Shift2Rail Next Open call of Shift2Rail will be published beginning of 2017 The draft of the call should be available by the end of 2016 Infrastructure: Innovation Programme 3 call(s) should cover: The Dynamic Railway Information Management System (DRIMS) (TD 3.6) aims to define an innovative system for the management, processing and analysis of railway data. The activities in this TD will be strongly linked with the other two TDs in the area of information capturing and management. DRIMS is intended to collect information from the Railway Integrated Measuring and Monitoring System and to provide high-quality input to the Intelligent Asset Management Strategies. The objective of the Smart Metering for Railway Distributed Energy Resource Management System (TD 3.10) is to achieve a fine mapping of energy flows within the entire railway system, as the basis of any energy management strategy.

29 Horizon 2020 Work Programme Infrastructure calls for proposals: MG : Resilience to extreme (natural and man-made) events: Risk analysis, adaptation measures and strategies need to be developed that enable minimising the impact of both natural and man-made extreme events on seamless transport operation, protect the users of the transport network in case of extreme conditions, as well as provide optimal information to the operators and users of the transport infrastructure Budget: 3 to 5 M MG : Optimisation of transport infrastructure including terminals: Key to improving capacity and availability of the existing transport infrastructure network are innovative systems and processes for reengineering, retrofitting and upgrading that support a transition to zero intrusion from inspection, construction and maintenance (less, faster and better planned interventions with maximum safety for the workers) and drastically increase the productivity of the system. Budget: 2 to 6 M
