2 Vision Statement Open Government Data will be fully implemented in Nepal by 2030 improving governance and access to information by promoting transparency and accountability
3 Context The Constitution of Nepal has been promulgated in September Legal and policy reform is taking place soon, thus, It is an opportunity to mainstream the OGD in Nepal ICT infrastructure is not satisfactory. Record management system is still traditional however some agencies use computer for it. Broadband internet is accessible only about 1% of population however internet access is about 50%. Computer and Internet literacy of people is still very low. However youngsters are IT Savvy.
4 Context There is no specific policy on OGD but National Information Commission is trying to promote it by using proactive disclosure provision of Right to Information Act Two national level events are organized in partnership with UNDESA which were useful to sensitize some of government officials, media people and CSO people; created foundation. Discussion amongst major stakeholders has initiated but still long we to go.
5 Time Frame: Will be focused on capacity developed human resource and develop common understanding on OGD. Short term plan (Two Years) Will be focused on favorable legal and policy environment and develop necessary ICT and other infrastructure - Mid Term Plan (Five Years) Will be focused on clear legal ground, understanding and practices and backed up by necessary infrastructure with OGD is mainstreamed in Government Plans and Policies- Long Term Plan (Ten Years)
6 Approach: The approach will be focused on to increase awareness, capacity and infrastructure which leads to increase OGD use and practice. Maximum Engagement of OGD Working Group. Identification and collaboration with Champion agencies and official on OGD within the government. Constructive engagement with CSOs, Media, Private Sector and academia to promote OGD Issues in user level. Learning from International best practice and peer learning to improve Nepali situation.
7 Action Focus: Building awareness and capacity of user side as well as supply side. Piloting OGD where datasets available to promoting the use of data making understand on importance of OGD for government and user. Start producing digital dataset from government agencies and benchmarking and standardization of government data. Work with the Action Plan and review it as per the finding of monitoring and evaluation work.
8 Area of Piloting: Agriculture related services and its budget expenditure Education Budget and Expenditure Health related service ( free distribution of medicine, and budget expenditure) Social Security budget and expenditures-
9 Role of NIC and Way Forward: Awareness raising amongst stakeholders, collaboration with agencies to have an Action Plan, to facilitate OGD WG, advocacy for adequate legal framework, suggest Government on policy reform and benchmarking of OGD by monitoring.- Role of NIC In the implementation level- OGD will be implemented by any of the Government Agencies which has direct mandate to implement policies, mostly Office of Prime Minister and Council of Ministers (OPMCM).- Further Step
