5 Mid-term Evaluation of the CDAIS Project Management Response Management response to the Mid-term Evaluation of the Project Capacity Development for Agricultural Innovation Systems (CDAIS) Overall response to the evaluation The Programme Oversight Committee (POC) of the CDAIS Project has carefully considered the findings of the Mid-term Evaluation (MTE) at its Meeting in Montpellier on 26 October The management response below is based on its discussions at the meeting, which included interaction with the FAO Office of Evaluation (OED) and the two consultant evaluators. In general terms, the POC welcomes the findings of the MTE, and provides a more detailed response in the matrix below. 1

6 Mid-term Evaluation of the CDAIS Project Management Response Response by recommendation Evaluation Recommendation (a) Recommendation 1: To Agrinatura and FAO on modifying the project logframe: the project should revisit its logframe in view of the ToC developed based on evaluation findings. Management response (b) Accepted, Partially Accepted or Rejected Accepted Management response to the (Evaluation Title) Management plan Actions to be taken, and/or comments about partial acceptance or rejection (c) Insert title of section, if any The POC accepts the recommendation to modify the logframe in view of the ToC developed. Final endorsement is subject to approval by the European Commission (granting agency). Assuming a no objection by the granting agency, a revised draft logframe will be drafted by the, circulated to ational Project Coordinators for consultation, and the final revision submitted to the POC for approval at the POC5 Bis planned for 30 ovember 2017, and subsequently to the Commission for final approval. Responsible unit (d) Time frame (e) ovember - December 2017 Date Further funding required (Y or ) (f) Recommendation 2: To Agrinatura and FAO on prioritizing transversal analysis: the project should plan for transversal analysis at country and national level to be carried out before the end of the project Accepted The POC accepts the recommendation to prioritize transversal analysis at country and national level before the end of the project, while noting that this represents an intensification of the originally planned Activity 3.4, rather than a new activity per se. Regarding the suggestion (paragraph 129) to engage with TAP and national partners the validation questions the project should answer, the POC instructs the and MEL working group to establish these questions for feedback from TAP and national partners. The POC appreciates the logic of the suggestion (paragraph 129, second part), to consider and assess the possibility of requesting a 6-8 month extension to carry out the cross-country transversal analysis, and has instructed the to urgently assess the current status of ongoing and planned project activities and budget requirements By end of project ovember 2017 February

7 Mid-term Evaluation of the CDAIS Project Management Response (2017/18), to better review the planned activities, progress, projected expenditures and forecast deliveries for On that basis, the will then consult with POC with a series of options to address the project objectives including the option for an extension phase. POC is expected to review these options and decide on ways forward. If an extension is to be considered by POC, a formal and welldocumented request will then be sent to the Commission by POC. ovember Septembe r 2018 Recommendation 3: To Agrinatura, FAO and host organizations on partnering: the project should give greater priority to developing partnering capacity at organizational level so as to ease ongoing partnering difficulties Accepted The general recommendation is accepted. The Project will include partnering tools in the common tool box (as suggested in Paragraph 131), and development of partnering capacities will be considered in the activity on Organizational Capacity Development (current Activity 3.3). The POC notes that the relationship between the FAO/Agrinatura and national partners is inevitably constrained by grant instrument and the fact that national partners were not involved in the original project design, and are not official project beneficiaries (i.e. they are not included as project grantees in the CDAIS project document signed by Agrinatura and the EC). By end of project Regarding relations between FAO and Agrinatura, the POC considers that these continue to improve with better mutual understanding of the different processes and administrative rules of each organization. POC is of the opinion that most of the shortfalls observed can be easily addressed through a greater respect of good project management practices which will lead to greater understanding between these organizations. The POC therefore considers that the specific suggestion (paragraph 132) to Agrinatura and FAO, to consider bringing in a professional partnership coach to review their partnering arrangement is likely to be of limited benefit in the remaining project time. 3

8 Mid-term Evaluation of the CDAIS Project Management Response Recommendation 4. To Agrinatura, FAO and the TAP Secretariat on partnering with donors: the project, through its leadership role in the TAP Secretariat and existing network, should seek to partner with donors (both members and non-members of TAP) to ensure the success of the piloting of the CF in the eight countries and its broader adoption and use. Accepted As part of the documentation of lessons learned, Agrinatura and FAO plan to compile challenges and lessons learned on the development of the partnership and recommendations for similar partnership arrangements. While fundraising efforts for CD for AIS activities have been successful for additional countries and/or for raising global awareness (e.g. Global FAO Symposium on AIS), POC recognize that greater efforts are also needed to sustain the piloting of the CF in the eight countries. Specific actions to implement this recommendation will now include: Using the planned Project Activity on Policy Dialogue and Marketplaces (in countries where they had not yet taken place) to advocate for national investment in CD for AIS. A planned high-level International Symposium on Innovation to be held at FAO in June 2018, to provide a forum for fundraising and where CDAIS country teams can advocate for greater investments into CD for AIS June 2018 Recommendation 5. To Agrinatura and FAO on sustaining project approach and outcomes at national level: the project should prioritize building nationallevel ownership of the project approach and its emerging networks and outcomes in countries where host organization appropriation is an issue Accepted To improve national-level ownership, the POC has instructed the to: Increase efforts to encourage regular and documented meetings of the ational Steering Committees. Solicit comments and/or suggestions from the ational Project Steering Committee (through the Coordinator) concerning POC agenda items prior to POC meetings. Invite two representatives (on ex-officio basis as active observers) to subsequent POC meetings. Increase efforts to promote policy dialogue and integrate the CDAIS activities within existing country mechanisms and platforms. At the same time, we reiterate the above comment concerning involvement of ational partners in project design and administrative ovember 2017 onwards 4

To Agrinatura, FAO, host organizations and the TAP Secretariat on incorporating a gender perspective: the project should consider tracking progress on gender results and measure changes over time on this aspect. Partially accepted framework, which should be taken into account in future projects, as and where possible. The POC agrees with the recommendation in principle. However, it notes that a gender analysis was not foreseen in the project, and anticipates difficulties to introduce the suggested and systematic tracking/evaluation measures across all activities. The POC notes that the MEL (monitoring, evaluation and learning) framework adopted by the project offers some possibilities to disaggregate data by gender for analysis (as suggested by the MTE team in paragraph 135) and encourages the project team to do this where possible. ovember 2017 to end of Project 5
