1 Guidance 2 on measures assurance to supply information and publicity issued for the IBMA (MTPT SR and MEn SR) by the Managing Authority for the Cohesion Fund Transport The Environment Guidance 2 issued by the Managing Authority for the Cohesion Fund and designed for the Intermediate Bodies under the Managing Authority (IBMA) for the Cohesion Fund has been focused on execution of the measures to supply information and publicity and to improve efficiency, in respect of making the projects visible and enhancement of public informedness concerning the task performed by the EU through cohesion policy. The Guidance has been prepared in accordance with the SR and SU Legislation in force (inter alla, Council Regulation (EC) 621/2004 of April 1, 2004 constituting the rules for implementation of Council Regulation (EC) 1164/94, in respect of the measure to supply information and publicity concerning the activities of the Cohesion Fund, Act 211/2000 Coll. of Laws on free access to information as amended (Freedom of Information Act) as amended by Acts 747/2004 Coll. and 628/2005 Coll.), and in accordance with other relevant documents and regulations (the SR Government Resolution, etc.). The general elements necessary to assure pubic informedness concerning the activities and the CF Projects have been listed in the Procedure Manual at the CF Management Level (last update: November 2005). The object of Guidance 2 is to be assured that public informedness concerning particular EC assistance has been provided for on all levels within the drawings management and coordination from the CF. 3 I. INTRUDUCTION Guidance 2 issued by the Managing Authority for the Cohesion Fund and designed for the Intermediate Bodies under the Managing Authority (IBMA) for transport and the environment has been focused on supply information and publicity concerning the Cohesion Fund. The purpose of the Guidance is to achieve as the most effective implementation of the measures as possible and to assure reasonable publicity of the Projects co-financed from the Cohesion Fund. The object of Guidance 2 issued by the Managing Authority for the Cohesion Fund is to lay duties on the IBMA focused on continuous presentation of the Projects for own sector, and assurance that the final beneficiaries will adhere to the publicity rules in connection with implementation of the particular Project. The Guidance has been elaborated in accordance with the SR and EU Legislation in force, and in accordance with other relevant documents and regulations. The Intermediate Bodies will prepare a continuous presentation of all the Projects co-financed from the Cohesion Fund for own sector in the Slovak Republic territory, based on the details delivered by the Implementation Bodies and the beneficiaries. They are obliged to submit the data by June 30 of the year in question not later than July 31 of the year in question, and those by December 31 of the previous year not later than February 28 of the year in question in the form of Table 1 to the Managing Authority for the Cohesion Fund. At the same time the Intermediate Bodies will submit the Reports on performance of the informedness and publicity measures for the last year and for own sector (Communication Action Plan) year after year, not later than January 31 of the particular year to the Managing Authority for the Cohesion Fund II. The IBMO s duties to implement the CF Projects in term of the measures to supply information and publicity Mandated measures: 1. To draw up the body of continuous measures necessary for the project duration as soon as a decision on financing the Project from the CF is made. 2. The IBMA will provide the Managing Authority for the Cohesion Fund with all necessary information concerning preparation of the Annual Report in accordance with Article 14, Section 1 of Regulation (EC) 1164/94, to be delivered to the European Commission. 3. To keep the mass media informed of the project implementation commencement and termination, including the main implementation phases in the most reasonable way, basically through press conferences and also 3
4 press communiqué and other means. The press conferences have not been mandatory in case that the Project total costs don t exceed EUR 50 million. 4. In the course of project implementation the bill-boards will be installed on the project sites. The Memorial Tablets will replace the bill-boards in the pubic assessable infrastructure not later than 6 months since the date of task termination. 5. The bill-board or the fixed Tablet describing the Project shall include the following information not exceeding 25% of the area: This European Union co-financed Project assists in minimization of the economic and social differences among the nationals of the European Union. Other measures: 1. Installation of the bill-boards on the most visible places. 2. Edition of the publications (booklets, leaflets, newspapers, etc.), including the audiovisual materials (video records, shots, etc.) relative to the individual Projects, important Projects and all other ones within the sector and the task of the Community in assistance from the Cohesion Fund. 3. Creation of Web sites. The EU logo together with the texture either in the abbreviated or full text form has to form an integral part of all the advertising and information products concerning the Projects co-financed through the Cohesion Fund and the European Union Funds, whereby it will mainly apply to the bill-boards, Memorial Tablets, posters, notifications for beneficiaries, information and communication materials, application forms, annual reports, show-cases, video records, presentations, advertising products, conference documents, CD-ROMs, correspondence with a final beneficiary, prizes, certificates and Web sites.
