2 Background Directive 2012/27/EU, commonly referred to as the Energy Efficiency Directive - EED, requires each Member States (MS) to apply energy efficiency measures and sets several ambitious objectives for As prescribed in Articles 7 and 20 of the Directive, each MS must adopt policy measures in order to set up an Energy Efficiency Obligation scheme (EEOs), or alternative policy measures that would deliver a certain amount of end-use energy savings over the obligation period. According to Article 7: That target shall be at least equivalent to achieving new savings each year from 1 January 2014 to 31 December 2020 of 1,5 % of the annual energy sales to final customers of all energy distributors or all retail energy sales companies by volume, averaged over the most recent three-year period prior to 1 January 2013.

5 ENSPOL Objectives Assess the relative strengths and weaknesses of EEOs and alternative measures based on the existing experiences and plans of MS. Complement and enhance the work of existing EU and MS initiatives concerned with the implementation of Article 7 EED. Improve knowledge and capabilities of MS outside of the project consortium with the guidance developed when designing and implementing new schemes and/or alternative measures for implementation of Article 7. Strengthen cooperation and facilitate dialogue across the EU with regards to policy development and implementation relating to Article 7 EED.

6 Expected Results ENSPOL envisages to: Create favourable conditions for improved implementation of Article 7 of the EED in the project partner countries, leading to robust new schemes and /or alternative measures. Enhance and empower existing schemes and/or alternative policies in partner countries. Develop and sustain beyond the project period an active platform for knowledge exchange on EED Article 7 (so called EU Observatory ), which will be supported by corresponding national observatories. Ensure the effective engagement of a wide range of stakeholders with an interest in the implementation of Article 7 and promote broad consultation.

8 Achievements so far ENSPOL accounts for the following achievements thus far: Comprehensive analysis of existing EEOs focusing on project results (6 countries). (Deliverable 2.1.1) Analysis of planned EEOs focusing on their design elements (10 countries). (Deliverable 2.1.1) Context analysis of countries with existing / planned EEOs Identification of national contextual challenges to the implementation of EEOs. (Deliverable 2.1.2) Analysis of alternative measure by examining their key implementation and design features (8 countries). (Deliverable 3.1) Comprehensive analysis of existing EEO schemes outside the EU, their design elements and demonstrated results (Deliverable 2.2)

9 EEOs and Art. 7: An EU Overview Compliance with Article 7 requirements is proposed through either: - ΕΕΟ scheme (4 countries: Bulgaria, Denmark, Luxembourg, Poland) - Combination of EEO schemes & Alternative measures (13 countries: Austria, Belgium, Croatia, Estonia, France, Ireland, Italy, Latvia, Lithuania, Malta, Slovenia, Spain, UK) - Alternative measures (10 countries: Chez Rep., Cyprus, Finland, Germany, Greece, Netherlands, Portugal, Romania, Slovakia, Sweden). 10 Relevance to EE9 call Raising the capacity of Member States to fulfil their obligation under the Energy Efficiency Directive, Energy Performance of Buildings Directive, Ecodesign and Labelling Directives (e.g. monitoring on the energy efficiency progress and policies) Innovative ways to enable public engagement in the energy transition, developing interface capacities within public authorities to engage with civil society Supporting public authorities to foster multi-level governance, linking up local, regional and national levels for delivering integrated sustainable energy planning and projects to achieve synergies and economies of scale

13 Policy implementation and observatories (WP6) Task 6.1 EU Observatory for exchanging experiences on national EEO schemes. 18 WP6: Policy implementation and observatories Task 6.3: Developing a strategy and funding plan for the survival of the platform. Within this task the ENSPOL team aims at developing a network formed by the EU Observatory and the National Observatories. 19 Foster multi-level governance ENSPOL through the national observatories and training events will engage also with regional authorities, where the latter seem to play an important role in fulfilling Article 7 obligations through administering national/regional policies.
