3 Local Control Funding Formula (LCFF) and Local Control Accountability Plan (LCAP)
4 LCFF and LCAP Local Control Accountability Plan (LCAP) provides a guide for how the District distributes its Local Control Funding (LCFF) LCAP is aligned with District s Vision 20/20 Quality School in Every Neighborhood The General Fund Unrestricted funding the District receives from the State is comprised mostly of LCFF dollars
5 Local Control Funding Formula Income Eligibility Forms (Provision 2 Schools Only)
6 LCFF and School Funding LCFF Base Grant basic State funding per pupil varies by grade level * Supplemental Grant For English learner, low- income, and foster youth (EL/LI/FY), adds 20% to base rate of per student funding * Concentration Grant In addition to the Supplemental Grant, EL/LI/FY District wide over 55% of enrollment receive an additional 50% in per student funding. * Formula for Supplemental and Concentration Grant is partially determined by LCFF Income Eligibility Forms

8 Local Control Funding Formula Income Eligibility The basis for Local Control Intervention funding provided for all schools Allows School Sites to determine best use of funding to meet local needs Funding based on number of Income Eligible Students documented by Sites
9 LCFF Forms for Provision 2 Schools Forms are required ONLY for Provision 2 Schools Qualify for School Wide Free Lunch on the Basis of High Free and Reduced Lunch Eligibility Distribute with Students immediately Distributed Preslugged are based on PowerSchool enrollment rosters mid-august Blank Forms are used for students without Pre-Slugged Translated Forms are available in Spanish, Tagalog, Somali and Arabic

11 Collection Timelines Form Distribution Week of 8/15 Secondary (Middle and High School) Distribute (and Collect if possible) at Registration/Schedule Orientation Elementary Schools Distribute Opening of School Packets First Due Collection Date 9/9 Targeted Collections (Second set of PreSlugged Forms) Week of 9/26 All Forms due to Financial Department Room 3209 Friday 10/28
12 Coordinator Responsibilities Designated LCFF Coordinator distributes forms with a class roster for tracking returns to teachers Track uncollected forms take any opportunity to have Parent/Guardian fill out and sign Communicate with your site administrator the status of the collections Forms do not need to be returned in any particular order, they do need to be in scanable condition Use blank forms for students without a preslugged form, please get the student s name, District ID # and School location on every form All forms need to have an income level bubbled in and a signature and date to be valid
13 Site Plan Make a Plan of Action with a Site Team Principal, Site Coordinator, Administrative Assistant, any Clerks involved. Bring Teachers onboard, facilitate collections as much as possible (organized roster checkoff lists) Incentivize the process where ever possible, individual, class and school

17 What Is Impact Aid? Impact Aid Law Title VIII of the Elementary and Secondary Education Act of 1965 (ESEA) Assist Local Educational Agencies (LEAs or School Districts) that have lost property tax revenue due to presence of state tax exempt Federal Property Assistance for Expenditures to support Districts that have concentrations of Federally Connected Students Funding Claims may bring the District over $8 million dollars, contingent on card collection
18 Federally Connected Students Students who reside on Military Bases Federally supported Low Cost Housing properties Indian Lands including Casinos Eligible Federal properties Students with parents Who serve in the Uniformed Services Who are employed on Indian Lands Who are employed on other Eligible Federal Properties
19 Impact Aid Funds Additional funding is for specific purposes Payments for Students with Disabilities (Section 7003(d) of ESEA) Assistance for Federally Connected Students who are eligible for services under Individuals with Disabilities Education Act (IDEA), and have an Individual Education Plan (IEP) Payments are in addition to Basic Support Payments, and must be used for increased costs of educating Federally Connected Students with Disabilities

25 Your assigned FPMA Resource Teacher can assist you with Meet with principals upon request to assist with revision(s) of Single Plan for Student Achievement (SPSA). Collaborate with principals to problem solve and/or align budget with SPSA. Meet with SSCs, as requested to explain purpose, components, and legal requirements of SPSA. Provide support to schools during SSC elections. Attend SSC meetings to clarify role and responsibilities, configuration, meeting management, and parliamentary procedures. Develop and present upon request, site specific SSC trainings.
26 Your assigned FPMA Resource Teacher can assist you with Meet and debrief with principal, SSC chair, and team regarding SSC training related issues or concerns. Meet with principals, as requested to assist with development of site plan via the SBB tool. Collaborate with principals to problem solve and/or align budget within the SBB tool. Provide training for categorical budget transfer and justification procedures. Consult with principal in order to revise budget transfer request and justifications.
27 Your assigned Site Analyst can assist you with Provide training on how to run and review financial reports, how to use the site based budgeting (SBB) tool (resource teacher) and budget development. Assist in resolving budget errors on: requisitions, purchase orders, travel authorization or expense reports, etc. Process budget/expense transfers (must include appropriate documents).
28 Your assigned Site Analyst can assist you with Assist in selecting appropriate PAR type, FTE and distribution %. Setup and/or Review budget strings and Human Capital Management (HCM) GL combo codes (time entry conversion chart). Visit your site (analyst and/or resource teacher can schedule an appointment upon request).
29 Things you can do at the site Keep a current contact list available (Human Resource, Budget, Payroll/Timekeeping, etc.). Practice running and review your Budget Transaction Detail and Budget Overview reports. Have staff attend PeopleSoft Financial (travel/expenses) and Human Capital Management (Payroll) district trainings. If staff has not attended training in several years, send to refresh skills.
30 Things you can do at the site Have timekeeper or designated staff process timecard(s) daily, no later than weekly. Transportation and checks go directly to your Analyst. Keep in mind of the Year End Processing Deadlines in March and April. Plan ahead for your purchasing decisions. Do not wait until the last date to submit your orders.
31 Resolving Issues When requesting your site analyst or resource teacher to resolve an issue, please provide details Requisition # Copy of budget string and description SBB, SPSA or SSC related
32 Resolving Issues Allow sufficient time for your site analyst or resource teacher to research the issue(s). Every site analyst and resource teacher is assigned to assist schools by clusters and central office programs within the district. The resource teacher or site analyst will respond in a timely manner.
33 Budget Overview Report Query that lists valid open budget strings used for eprocurement requisitions, travel authorizations, etc. Tells how much Was originally allocated into a given budget for the fiscal year. Has already been expensed (spent). Is currently encumbered to purchase orders (about to be spent). Is currently pre encumbered to eprocurement requisitions (about to generate purchase orders).
34 Budget Overview Report You can adjust criteria and filter the query: Displays results for any budgets. You can run a report for: One single budget Multiple budgets Any/all budgets at your site
35 Budget Overview Report 1. From sandi.net, sign into Employee Portal.
36 Budget Overview Report 2. Hover over Resources, and on right side under Technology & Support click Applications.
37 Budget Overview Report 3. Click PeopleSoft Financial on list of apps, and sign in with your User (Employee) ID.
38 Budget Overview Report 4. Access the report by clicking: A. Main Menu B. Commitment Control C. Review Budget Activities D. Budgets Overview
39 Budget Overview Report 5. Click Add a New Value. Type a title for your report. Then, click Add.
40 Budget Overview Report 6. Type a brief description of the report.
41 Budget Overview Report 7. Type EXPENSE in the Ledger Group field.
42 Budget Overview Report 8. Enter the current fiscal year in the Budget Period fields.
43 Budget Overview Report 9. Enter your site s budget codes, as desired.
44 Budget Overview Report 10. Save the report for future use.
45 Budget Overview Report 11. Click Search to run the report.
