3 Description/Analysis Issue Detail: Staff recommends awarding a construction contract to Teichert Construction to retrofit approximately 1,300 existing residential and commercial water service connections with water meters for an amount not to exceed $2,242,105. Substandard water services will be replaced as they are encountered, and all surface restoration associated with the work is included in the scope of the project. This project is consistent with the City s implementation of the meter retrofit program based on the implementation guidelines approved by City Council. Policy Considerations: This recommendation is consistent with the City s Strategic Plan Goals of improving and expanding public safety and achieving sustainability and livability. This project will assist the City in completing its water meter retrofit program. This action conforms to City Code Chapter 3.60 Articles I and III, which provide that the City Council may award competitively bid contracts to the lowest responsible bidder. Economic Impacts: This project is expected to create 8.97 total jobs (5.16 direct jobs and 3.81 jobs through indirect and induced actives) and create $1,384,354.1 in total economic output ($872, of direct output and another $511, of output through indirect and induced activities). The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average oneyear period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences. Environmental Considerations: The Community Development Department, Environmental Planning Services Division, has reviewed the proposed project and has determined that this project is categorically exempt from California Environmental Quality Act (CEQA) under State Class 1 and 3 and Section numbers and15303 of the CEQA guidelines, as the project consists of the minor alteration of existing public utilities involving negligible or no expansion of use and the installation and location of new, small utility facilities. Sustainability: The project is consistent with the Sustainability Master Plan goals to help improve water conservation awareness, as the installation of water meters will allow the City to provide a monthly statement of water usage to the customers, and metered billing will improve water conservation. Water meter installation also furthers the City s progress in implementing the Water Forum Agreement and the California Urban Water Conservation Council Best Management Practices (BMPs 1, 4, and 7). 4 Rationale for Recommendation: This project was formally advertised to solicit bids on December 7, Bids were opened by the City Clerk on January 13, Four responses were received, as follows: Bidders Bid Amount 1 Teichert Construction $2,242,105 2 Marques Pipeline, Inc. $2,346,870 3 Florez Paving $2,446,240 4 Navajo Pipeline $2,756,730 The engineer s estimate was $2,634,199. Teichert Construction is the lowest responsive and responsible bidder. Financial Considerations: The City has Water Revenue Bond Series 2013 (6310) funding that is required to be 85% spent by March 31, To accomplish this, staff is recommending a transfer of $5,500,000 to reallocate Water Revenue Bond Series 2013 (6310) funding from the Water Treatment Plant Rehab Design Project (Z ) to fund this and future projects in the Residential Water Metering Program (Z ). 6 RESOLUTION NO. Adopted by the Sacramento City Council M arch 1, 2016 AWARDING CONTRACT AND AUTHORIZING THE TRANSFER OF FUNDS FOR THE NORTH SACRAMENTO WATER METER RETROFIT PROJECT BACKGROUND A. City staff prepared the contract plans and specifications to retrofit approximately 1,300 existing residential water services with water meters as part of the City s Water Meter Retrofit Program. B. The North Sacramento Water Meter Retrofit project was advertised for bidding and four bids were received on January 13, Teichert Construction is the lowest responsive and responsible bidder. C. The total estimated project cost including design, construction, inspection, and contingency is estimated to be $2,675,600. BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS: Section 1. Section 2. The contract plans and specifications for the North Sacramento Water Meter Retrofit project are approved, and the contract is awarded to Teichert Construction, Inc. for an amount not to exceed $2,242,105. The City Manager, or his designee, is authorized to augment the Residential Water Metering Program (Z ) budget by transferring $5,500,000 from the Water Treatment Plant Rehab Design Project, Z , Fund 6310 (Water Revenue Bond Ser. 2013).
