3 Facility for Antiproton and Ion Research In 2001, GSI together with a large international science community presented a Conceptual Design Report (CDR) for a major new accelerator facility for beams of ions and antiprotons in Darmstadt. The concept for FAIR was based on intense discussions with the users of GSI, in particular from universities, and with the international communities involved in the various areas of research addressed In February 2003, based on a recommendation by the German Science Council (Wissenschaftsrat), the project was approved by the German Government. 3
4 The Federal Government of Germany together with the state of Hessen has committed to 75% of the cost of construction. The remaining 25% are to be contributed by European/international partners. 4

12 Organisation of FAIR After some investigations and discussions of possible models for an international organisation, ISC decided on proposal by AFI: Most important legal documents: FAIR shall be organised as a German Company with Limited Liability -FAIR GmbH with international shareholders Convention Agreement between Governments. The proposal is a convention covering the period up to the end of 2025 (with provisions for prolonging in periods of 10 years) Articles of Associations: Gives the rules for the company, which will be steered by a Council (Shareholder s Assembly) and a Management Board (Board of Directors) Governments are to appoint the shareholders (governments, funding agencies, research councils,.) 12

27 Press Release 5 June 2007 Launch of the XFEL project Hamburg 5 June 2007 At the edge of the ECRI conference Construction of the European X-ray laser facility XFEL starts in early 2008 Today, on June 5, 2007, the German Federal Minister of Education and Research Dr. Annette Schavan officially launched the European X-ray laser facility XFEL. The funding negotiations with the 12 interested countries are so far advanced that the construction of this new research facility, which is very much sought after by the international scientific community, can now begin, said Schavan in front of representatives of the press and the guests of the launching ceremony. We can now assume that the commissioning of the first six of ten possible experimental stations will begin in And we aim to upgrade this initial version as soon as possible to the complete ten-station facility. 27

29 Planned launch of FAIR 7 November 2007 As said: On June 5th, the launch of XFEL took place at the edge of the ECRI conference. At her speech during this ceremony and also during the opening address to ECRI, Dr Annette Schavan, German Federal Minister for Research and Education, expressed Germany's intention to have the official kickoff for FAIR on November 7th, 2007 in Darmstadt. The ceremony is planned to take place at a completely new conference centre in Darmstadt which was named after one of the elements discovered at the GSI, Darmstadtium. There will be collaboration meetings on the day following the ceremony, which will be an international event. In the Darmstadtium foyer, there will be space for exhibitions which lead through the FAIR project. Also the collaborations will have a place to present their activities. 29
